This article presents a test of a judgmental measurement strategy which has been proposed as a partial solution to some problems of cross-national data. It has been suggested that existing cross-national data, which are limited in scope and often uncertain in reliability. might be supplemented by having panels of area experts code nations on new political scales. We test this approach by having a sample of African-area experts code 39 African nations on several scales tapping attributes central to comparative political analysis and relevant especially to democratic theory. The results indicate considerable uncertainty and disagreement among our sample of scholars. On only one scale is there sufficient consensus for a number of nations such that the results would be useful for measurement purposes. While there are aspects of our test which make it a rigorous one for regional experts, the results urge caution in the use of any data generated by similar panels of judges.

This article seeks to stimulate a fresh and inter-disciplinary debate which revolves around the need to move from a ‘senseless democracy’ that is insufficiently attuned to the dilemmas and challenges of fostering meaningful political engagement to a more ‘sensory democracy’. It achieves this by first exploring and dissecting recent works within democratic theory that emphasise the role of ‘watching’ and ‘listening’ within sociopolitical relationships. It then goes on to develop a set of constructive criticisms by applying insights drawn from the fields of practical aesthetics and applied theatre. Not only does this exercise allow us to take the analytical lens far beyond the focus on voice-based forms of expression that have hitherto dominated political analysis, it demonstrates the value of inter-disciplinary scholarship in exposing sensory-subtleties that raise distinctive questions for both politics ‘as theory’ and politics ‘as practice’.

The subject of the research is the degree of influence of Sunni and Shi’ism on political processes in Arab countries. The object of the research is Islam as the legal basis of the state. The authors examine in detail such aspects of the topic as the historical analysis of the origin of Islam, the reasons for the division of Islam into Sunnis and Shiites, a comparative analysis of the two branches of Islam, the peculiarities of the legal schools of Islam, the interaction of Sunnis and Shiites with state power. Particular attention is paid to the analysis of interpretations (kalams) of the Qur’an and Sunnah. The study is fundamental and is aimed at the historical and political analysis of Islam in the XXI century. The relevance of this topic is confirmed by numerous studies of the described problems. The main conclusions of the study are that one of the key problems in the Arab states is the issue of the origin of power, which remains relevant even in the XXI century. The authors’ special contribution to the study of the topic is the hypothesis that the radicalism of Islam is associated with its short history in comparison with Christianity. Thus, Islam in the XXI century. is still at an active stage of formation, which leads to the emergence of Islamic terrorist organizations. The novelty of this scientific study lies in the consideration of historical processes in the political discourse of the XXI century.

A political analysis of the Ukrainian state project is being carried out. The idea of state insufficiency of modern Ukraine stands out as the starting point. The analysis shows that for a quarter of a century Ukraine has not been able to overcome any of the crisis stages: identity, penetration, legality, participation and distribution, and in the strict sense has not acquired the obligatory signs of statehood. The authors trace the dynamics of the socioeconomic and humanitarianpolitical problems of an irreversible character or, otherwise, systemic degradation of the society. They point out to the shadowing of the economy, deindustrialization of the country, the demographic collapse, the crisis of the educational system, total corruption, formation of a carnival political culture and moral degradation.
