Pemilu adalah sebuah proses demokrasi yang di laksanakan setiap 5 tahun sekali dan melibatkan masyarakat dalam menggunakan hak suaranya. Namun dalam pelaksanaannya angka partisipasi pemilih selalu menjadi persoalan besar dalam pemilu, karena pada pemilu-pemilu sebelumnya angka partisipasi masyarakat tidak mencapai target yang telah di tetapkan. Maka tujuan penelitian ini untuk menganalisis strategi komunikasi KPU Sumatera Selatan dalam meningkatkan angka partisipasi pemilih pada pemilu 2019 yang menggunakan penelitian kualitatif dan menggunakan teknik  analisis isi untuk mendapatkan data-data berdasarkan hasil wawancara serta analis sehingga menghasilkan gambaran  yang mendalam dengan berlandaskan teori strategi perencanaan komunikasi oleh Hafied Cengara dan teori Harold Lasswell untuk memecahkan permasalahan penelitian mengenai strategi komunikasi KPU Sumsel dalam meningkatkan angka partisipasi pemilih serta mengetahui evaluasi yang di lakukan KPU Penyelenggaraan Pemilu di Sumsel. Hasil temuan penelitian ini bahwa strategi komunikasi yang di gunakan ialah dengan menggunakan metode tatap muka secara langsung dan mendatangi segmentasi pemilih dengan memaksimalkan peran relawan demokrasi. Untuk pemilu selanjutnya KPU harus memaksimalkan lagi sosialisasi yang di lakukan dengan melakukan kampanye dari rumah ke rumah untuk mengingatkan masyarakat dan memberikan pemahaman terhadap masyarakat bahwa menggunakan hak pilih merupakan bagian terpenting dalam proses pembangunan bagi bangsa Indonesia.

Voter participation in elections is one of the benchmarks of the success of political development. The high level of voter participation will indicate the success of the elections and the low voter participation will indicate the failure of the election. Therefore, it is necessary to increase the participation of the voters as the responsibility of the KPU. Therefore, the KPU makes an effort to increase voter participation by conducting election socialization in Langkat Regency. The socialization aims to provide and disseminate information on elections. The effort is certainly to increase voter participation in the election. From this research is done with the aim to know the role of Election Commission Langkat in order to increase voter participation. The method used in this research is descriptive research method with qualitative approach. Analysis of the whole data is done with summarize data that is selecting data, simplified, and taken the main meaning (essence). Based on measurement of effectiveness of election socialization such as; achievement of objectives, procedures, resources, budgets, facilities, infrastructure and integration or cooperation with other organizations. Generated that socialization of election conducted by Langkat Regency KPU not yet effective where achievement of objective, procedure, budget, infrastructure and integration not effective and utilization of resources and facilities running effectively. So the result of this research is the role of Election Commission Langkat in order to increase the voters have not been maximized. With low voter  participation rate around 60% obtained by data processing KPU Langkat Regency.

In the last two decades, Indonesian higher education system has expanded rapidly in regards to the number of new established institutions and the number of students enrolled in higher education. However, the participation rate within university level is stated as low. In 2016, it only reached 31 percent. It means, although massification has been implemented within higher education system, it is not in line in ensuring equal access to pupils from disadvantaged social groups such as women, lower socio-economic statuses, and students from outer or periphery areas. Rather, it has been evident as a daunting task. Widening participation is not the end of story, since Indonesia should be dealing with another problem which is non-continuation. By performing secondary analysis on several datasets released by World Bank, Indonesian Ministry of Research, Technology and Higher Education, and Indonesian Statistics Bureau, this paper explores several major findings on accessibility and retention problem of Indonesian higher education.
