The Fabric of Interest in the County: The Buckinghamshire Election of 1784

A careful examination of the conduct of the Verney and Temple interests in the Buckinghamshire election of 1784 reveals that interest, not party, was the major determinant of political conduct in the eighteenth century English county constituency. The freeholder voted in deference to his head of interest, and he did so through an agent's performance of an unwritten but clearly understood code of electioneering conduct. By contrast, the more tangible relationship between tenant and landlord explains little about how individuals voted in the county.The importance of parliamentary politics in the 1784 election cannot be denied. The attempt of William Pitt the Younger to wrest the majority in the House of Commons from the Fox-North coalition occasioned this election three years earlier than a general election would normally have occurred. Yet to assume that party determined the course of the election far exceeds the evidence available at the level of the county constituency. The political awareness and rising interest in issues, described by J. H. Plumb and others, certainly existed in this election. But this tells us very little about the acquistion and exercise of political power, which Plumb rightly identifies as the essence of politics, though a great deal may thus be learned about literacy, public opinion, interests, tastes, and electoral tactics.Three aspects of the problem of party have dominated the studies of the period: the emergence of the modern political party in the sense of a group of electors consistently joined together because of a common devotion to a particular political philosophy; the emergence of the modern political party in the sense of a group of electors consistently joined together because of common attitudes toward government policies; and, the emergence of the modern political party in the sense of a group of electors consistently joined together in a structure suited to the winning of an opportunity to translate its desires and beliefs into government policies through success in elections. The 1784 Buckinghamshire election refutes the importance of party in any of these senses in the county constituency.

Chapter 1 introduces the long and difficult process of the theoretical legitimation of the political party as such. The analysis of the meaning and acceptance of ‘parties’ as tools of expressing contrasting visions moves forward from ancient Greece and Rome where (democratic) politics had first become a matter of speculation and practice, and ends up with the first cautious acceptance of parties by eighteenth-century British thinkers. The chapter explores how parties or factions have been constantly considered tools of division of the ‘common wealth’ and the ‘good society’. The holist and monist vision of a harmonious and compounded society, stigmatized parties and factions as an ultimate danger for the political community. Only when a new way of thinking, that is liberalism, emerged, was room for the acceptance of parties set.

CONSPIRACY AS A PROBLEM OF POLITICAL SCIENCE AND LIBERAL SOCIETYAlvydas Jokubaitis Summary The article discusses the concept of political conspiracy. This concept is a great challenge to a positivistic understanding of political science. The criticism of conspiracy theory proposed by Karl Popper contradicts the main methodological ideas maintained by the author. His view on conspiracy theory may be described as incoherent and one-sided. Conspiracy is an ambitious challenge to contemporary liberal political philosophy. It is widely asserted that conspiracy is an insignificant element in the political life of a liberal society. This view is hardly substantiated. Even in the most liberal society there are a lot of clandestine agreements, undercover subjects of political life and manipulations of public opinion. Many phenomena of contemporary liberal society encourage us to regard conspiracy from a different perspective.Keywords: conspiracy, conspiracy theory, positivism, liberalism.

The absolute monarchy was a personal monarchy and during the reign of Louis XIV, the king established a tradition that the king should act as his ‘own first minister’, coordinating the work of his ministerial servants. In the course of the eighteenth century that tradition was undermined by a series of social, administrative, and cultural changes to such an extent that by the 1780s ministers were increasingly behaving as independent political figures, courting public opinion and claiming to act in the name of public welfare or even the nation. By examining these changes, this chapter argues that the political culture of the absolute monarchy was in constant transition and that the failure of Louis XVI, in particular, to manage its effects was one of the principal causes of his loss of authority in the period preceding the Revolution of 1789.

In November 1792 John Reeves, with the explicit approval and active sup-port of both the government and the Windhamite Whigs, and with the countenance of the duke of Portland and his friends, instituted a movement of loyalist associations which quickly spread throughout the country. The movement was founded in reaction to an enthusiastic resurgence of British radical activity which followed the defeat of the combined armies under the duke of Brunswick, and it rallied a now militant conservative sentiment in favour of detecting and suppressing by intimidation and public prosecution all allegedly seditious activities. This crisis in public opinion, which was at once the parent and the offspring of the loyalist association movement, was not the first to have occurred in 1792. An earlier crisis occurred in favour of the political left during the late spring of 1792 and was followed by a relatively mild reaction to the right. It seems clear that, during the earlier months of 1792 at least, there were considerable bodies of both conservative and liberal opinion of various shades in the country. But by the beginning of the following year the complexity and ferment of the political scene had become so great that it is not at all clear to what extent or how rapidly liberal opinion had been supplanted in the country by conservative sentiment. The purpose of this paper is to reassess the nature, effect and significance of the loyalist association movement by undertaking a more careful examination of the phraseology of many of its addresses and declarations as well as of the proceedings and circumstances peculiar to the meetings in which they were approved.

AbstractDuring the late eighteenth century organized anti-slavery, in the shape of the campaign to end the African slave trade (1787–1807), became an unavoidable feature of political life in Britain. Drawing on previously unpublished material in the Josiah Wedgwood Papers, the following article seeks to reassess this campaign and, in particular, the part played in it by the (London) Committee for the Abolition of the Slave Trade. So far from being a low-level lobby, as historians like Seymour Drescher have suggested, it is argued here that the Committee's activities, both in terms of opinion-building and arranging for petitions to be sent to the house of commons, were central to the success of the early abolitionist movement. Thus while the provinces and public opinion at the grass roots level were undoubtedly important, not least in the industrial north, it was the metropolis and the London Committee which gave political shape and significance to popular abolitionism.

We all ‘know’ that public opinion came to prominence in the political vocabulary of the late eighteenth century. It may be that this dates its rise a bit late, but it is not relevant to argue the matter here. My concern is rather that we be equally aware of the purposes for which people made use of the concept. Here I wish to consider various possible contexts for speaking or writing of public opinion, or ‘opinion’, as it was usually called prior to the mid-eighteenth century. It may be possible to define, more fully than heretofore, the work that the expression did in eighteenth-century thought. As contemporary students of public opinion have been learning, an answer to this question may not even be wholly irrelevant to the task of specifying the nature of public opinion in our own time.

One of the greatest problems in the discussion of eighteenth-century British foreign policy concerns the assessment of the influence of the particular character of the British political system. British foreign policy, and thus the country's alliance strategy, was conditioned by the subtle interplay of internal processes, the functioning of her domestic political system, and the international situation. As historians are concerned increasingly to probe the nature of the domestic pressures influencing the formulation and execution of policy, so it becomes more important to define the political, as opposed to constitutional, role of Parliament and public opinion. This is of obvious significance for the study of Britain's relations with her allies. Were these made more difficult as a consequence of the distinctive character of the British political system? There was no shortage of contemporaries willing to state that this was the case. An obvious category of discussion concerned the citing of domestic pressure as a reason why concessions could not be made to foreign powers, both allies and those whose alliance was sought. This was of particular significance when ministries explained why gains made during war could not be surrendered at peace treaties and gains made at the peace could not be yielded subsequently. Their defense of the retention of Gibraltar was based on this argument. Similar arguments were used by British ministers in seeking to persuade allies to do as they wished. Diplomatic pressure on France over the state of Dunkirk or on Spain and Portugal over commercial disputes made frequent use of the argument of domestic pressure.

AbstractThis article investigates whether the entry of a greater number of women into the political arena could transform gender relations. The opinions of female and male New Democratic, Liberal and Parti québécois candidates in the 1989 Quebec general election were polled, in order to clarify three main questions: Do the female candidates polled have opinions favourable to feminist demands? Do female and male candidates have the same opinions with respect to these demands? Do political party and political philosophy influence the opinions of each sex on feminist demands? The results show that, generally speaking, women have higher scores on a feminist index than men. More specifically, this gap between women and men varies in accordance with the thematics of feminism, and with political party and political philosophy.

The period between the Glorious Revolution and the end of Queen Anne’s reign was a time of fierce antagonism between the political parties. This rivalry defined the political situation in early eighteenth century Britain and laid the foundation for the development of the ministerial machine of propaganda aimed at discrediting opponents and justifying the policies of the government. Methodically developed, the system was well applied during Oxford’s Ministry (1710-14). The establishment of a ministerial newspaper –The Examiner –played a significant role in solidifying public opinion behind the transfer of power to the Tories. Remaining a ‘right-wing’ organ, it became a sharp edge of anti-whig propaganda. The main objective of this article is to analyse the rhetoric of passions, one of the literary tools used inThe Examinerto build up a negative image of Whigs. This image, created on the pages ofThe Examiner, represents an element of a wider vision depicting passionate Whigs and reasonable Tories.

The formation of the Irish Home Rule movement was a significant factor in influencing subsequent Irish and British history. Irish Federalism produced a political party that often controlled the balance of power in the House of Commons; split the Liberal party on the question of Irish self-government, a prelude to its eventual collapse; secured extensive agrarian reform for Irish tenant farmers, the first serious blow to traditional property rights in the British Isles; and was instrumental in destroying the political power of the House of Lords.
