The main feature which distinguishes Scottish local government from English local government in the later eighteenth and most of the nineteenth century is the presence there of professional men—the sheriffs. The sheriff, and later the sheriff-substitute, was the key to the legal and administrative system in the Scottish countries. He had no English equivalent. Essentially he was a representative of the central government who administered justice at the local level. After the reforms of 1748 the sheriff was a bureaucrat in the finest sense—highly trained and efficient. The substitute acquired strict standards more slowly, but by 1830 he too had to meet high standards in training and performance.Before the mid-eighteenth century, the sheriff had hardly been a progressive figure. Indeed, the Scottish sheriff typified the backward state of Scottish local government, a state which had been little affected by the Act of Union. In 1700 Scotland lacked a uniform system of justice. Independent franchise courts and hereditary rights to judicial offices, including that of sheriff, were common throughout the Lowlands. They were relatively rare in the Highlands, because the king's justice had never made sufficient headway to make possible or necessary these particular legal perversions.

Since 1997, local government in the United Kingdom has found itself at the sharp end of an ambitious programme of potentially far-reaching reforms known collectively as the ‘local government modernisation agenda’ (LGMA). These initiatives are intended to promote ‘joined-up government’ and holistic service delivery—two of the hallmarks of New Labour's approach to public service improvement. To date there has been very little analysis of the ways in which local authorities are approaching this task at a corporate level. The authors examine the theory and practice of joining up policymaking and service delivery in local government. They draw upon an analysis of the perspectives of key actors involved in the formulation and implementation of current local government reforms at the national level and the experiences of a sample of authorities that have been among the most active in seeking to integrate the various elements of the LGMA at local level. The evidence suggests that the superficially attractive logic of more integrated policymaking and service provision, which runs so strongly through current reforms, belies the multidimensional nature of joined-up working. The presentation of the LGMA as a coherent package of reforms therefore disguises the degree to which different forms of joining up may conflict. In particular, the push for closer vertical integration between local and central government, with ever-tighter control being exerted from the centre over priorities and performance, is seen as constraining progress towards more effective horizontal joined-up working at a local level.

This article discusses the a memorandum of the member of the Control and Audit Committee under the People's Commissariat of Internal Affairs – Efim Grigorievich Gerasimov (Gerasin). Having supported the socialist movement and subsequently the February and October Revolutions of 1917 since his youth years, the author of the document has analyzed the system of Soviets of Workers', Soldiers 'and Peasants' Deputies that established on the local level in late 1917 – early 1918 and gradually replaced the county self-government. The value of the source lies in the fact that the author of self-censorship revealed the flaws of the new local government, having expressed the concern that they may lead to a civil war in the country. E. G. Gerasimov (Gerasin) dedicated particular attention to the problem of dialogue between the Soviet deputies and central government, and proposed to institute the post of special emergency mediators for controlling the execution of all provisions and “encourage” the representatives of the Soviets. The conclusion is made that the elimination of the existing flaws required the so-called “democratic centralism” in Russia, which suggested the combination of electivity of local administration along with the governing and supervisory power of the central administration. In this regard, the content of the document allows taking a look at the Soviets of Workers', Peasants', and Soldiers’ Deputies through the prism of a person who worked in that system, without idealization or “touchup”.

From the Stage of State Power to Representative Assembly?: The Visitation as a Public Arena, 1750–1850In the eighteenth century, the bishops’ visitations to dioceses constituted an important part of the control apparatus of the Church and the absolutist state. The article examines visitations in Norway in terms of public arenas, where the common people interacted with Church officials. During the period 1750 to 1850, the visitations were gradually transformed from arenas in which the state manifested its power towards a largely undifferentiated populace, to meeting places that resembled representative assemblies with both clerical and common lay members. Thus, it adapted to new forms of public participation established by the reforms of national and local government in the first half of the nineteenth century. At the same time, the process amounted to an elitization, because a few representatives replaced of the congregation as a whole. It is also argued that parish churches in the eighteenth century functioned as general public forums with a number of other functions in addition to worship, such as being places of trade and festivities. This seems to change in the nineteenth century, when churches became more exclusively religious arenas. The transition can be seen in the context of new forms of participation in Church matters. Many clerics wanted greater participation by sections of the commoners, in order to strengthen control in moral and religious matters.

Actors play a crucial role in sustainable energy development yet interaction in different contexts is an area that has not received much scholarly attention. Sustainable energy transitions theories such as the Multi-Level Perspective, for instance, have been criticized for not describing precisely the nature of the interactions between actors and institutions within socio-technical systems. The goal of this study was to empirically examine local actors’ engagement and its impact on the planning and implementation of sustainable energy initiatives in the villages and remote areas in Ghana. Using the mixed methodology approach, interviews were performed, focus discussion groups were held, and archival data were collected, and social network modeling and case study analysis was performed. Our findings showed that sustainable energy development at the local level depends on an interplay between local government agencies, Non-Governmental Organizations (NGOs), central government agencies, local communities, and private sector organizations. Despite being the focal point at the local level, local government involvement in sustainable energy planning is limited. In the case of Ghana, sustainable energy planning remains centralized and is manifested in a low level of awareness of local actors on national energy plans. The implication for decision makers is that energy planning functions should be devolved to the local government. Such devolution is expected to ensure the integration of sustainable energies into local government plans for the well-coordinated implementation and effective monitoring of sustainable energy projects.

Through much of the eighteenth century, commentators often described musical form in relation to a type of journey leading toward a set of specific tonal/harmonic/melodic/rhythmic goals, punctuated along the path by a standard series of resting points. Partly in reaction to developments witnessed in music composed during the high Classical era onward, since around the nineteenth century descriptions of musical form have tended to combine or even replace these “journey” metaphors with those that rely more heavily on architectonic analogies. When dealing with works composed around the middle of the 1700s, however, there are advantages for viewing musical form as it unfolds, much in the manner described by those who composed, improvised, listened to, and performed at the time. Taking as its focus the part of the movement now known as the exposition, this study analyzes the form of sonata-form works from Galant era by applying concepts and methodologies that stem from the eighteenth century, particularly those proposed by Heinrich Christoph Koch. It argues that analyzing this music through such a vantage point provides a valuable opportunity for understanding its form in a down-to-earth manner that can directly inform practical aspects of listening and performance.


Subject The Local Administration Draft Law. Significance A new Local Administration Draft Law is currently being discussed in parliament to replace the existing legislation, dating from 1979. The capacity of local government to carry out various developmental functions has long been undermined by the centralised political and fiscal system. The new law, however, aims to give broader powers to subnational authorities. The law is meant to pave the way for local elections, scheduled for the first quarter of 2019. Impacts The central government will use local elections to boost its popularity and demonstrate commitment to democratic reform. The application of the new law will increase competition among local government units to attract private investment. The local economy will grow in areas where councillors can ease the process of doing business and decrease bureaucracy. More job opportunities will be created at the local level.

The Institute for Governance and Policy Studies, in partnership with Victoria University of Wellington’s Health and Wellbeing distinctiveness theme steering group, hosted a symposium on ‘The Four Wellbeings for Local Government’ on 26 February 2019. The symposium heard brief presentations from eight invitees from local government, central government, the private sector and NGOs: Justin Lester, Lyn Patterson, Karen Thomas, Peter McKinlay, Wayne Mulligan, Meg Williams, Danielle Shanahan and Suzy Morrissey. Inspired by these addresses and by the ensuing discussion, this article considers what the reintroduction of the ‘four well-beings’ into the Local Government Act might mean for local decision making.

AbstractGiven the changes in the Irish economy since the economic crisis and, more specifically, reforms in the local government sector, this paper reassesses the financial position and fiscal sustainability of local authorities in Ireland. To do this we employ a local government financial performance framework that measures liquidity and solvency, but also operating performance and collection rates, for different sources of revenue income. Using financial data sourced from local council income and expenditure accounts and balance sheets, we report and analyse the financial position and performance during the 2007–17 period. The results indicate an improvement in the financial performance of local councils since the early 2010s. Cross-council differences persist, in particular, between large urban local authorities and smaller rural local authorities, albeit only for the liquidity and operating performance measures. Among the small rural councils, Sligo County Council’s financial position, although improving, remains a serious matter with ongoing consultation with and monitoring by central government. To help improve the measurement of local authority financial performance we recommend inclusion of this framework in the local authority Annual Financial Statement and also in the Performance Indicator Report with a view to making financial reports more accessible and transparent to citizens and taxpayers and, ultimately, to help improve performance and service delivery by the local authorities.

The study has examined the effectiveness of fund management at local government bodies in Nepal. Many problems could be observed at the local level government units, in terms of management of fund, lack of capacity, lack of elected representatives at grassroots level, political transition, lack of capacity to use information, and weak institutional mechanism. The study reports that the data on fund utilization should be easily available and comprehensible to the general public so that people can extract data, compare them, analyze them, and use them as per their needs. The study further highlights that the government need to focus on adequacy of the fund, proper mechanism of budget spent, and enhancing the efficiency of financial planning and budgetary process at the local level. To upgrade the credibility of the budget at the local and central government units, some measures need to be considered, for example efficiency of Municipality in delivery of service need to be strengthened, level of development work need to be visible enough.

Joined-up government seems to be able to present itself in various forms of being understood in several ways. It is therefore subject to various interpretations and divergent views. Some contend that joined-up government is inherently centralizing hence it is disadvantageous for the devolved units of the government, some on the other hand argue that joined-up government is not essentially centralizing. This chapter evaluates New Labour's initial efforts at stimulating joining-up at the local level by detailing the rise of the multitude partnership bodies since New Labour rose into power. The chapter also discusses the top-down-driven policy style that New Labour adopted in their efforts for partnerships. This style caused chaotic repercussions in the local and regional governance. Discussed as well in the chapter are the ways in which New Labour tried to localize joined-up government. The first method was the premise of adopting autonomy for the local government to pursue community leadership at the local level while the second method proposed earned autonomy or constrained discretion wherein the local government can lead and yet be under the guidance of the central government. Both of these models of governance are considered here to determine whether they can be institutionalized. The last section of the chapter presents a discussion on the seemingly centralizing nature of joined-up government.
