Abstract This special issue questions translation and its politics of (in)visibilizing certain bodies and geographies, and sheds light on queer and cuir histories that have confronted the imperial gaze, or that remain untranslatable. Part of a larger scholarly and activist project of the Feminist and Cuir/Queer Américas Working Group, the special issue situates the relationships across linguistic and cultural differences as central to a hemispheric queer/cuir dialogue. We have assembled contributions with activists, scholars, and artists working through queer and cuir studies, gender and sexuality studies, intersectional feminisms, decolonial approaches, migration studies, and hemispheric American studies. Published across three journals, GLQ in the United States, Periódicus in Brazil, and El lugar sin límites in Argentina, this special issue homes in on the production, circulation, and transformation of knowledge, and on how knowledge production relates to cultural, disciplinary, or market-based logics.

Explains how the United States and Mexico negotiators were able to shift their approaches, taking a series of steps outside the typical inter-agency and diplomatic protocols. Building Trust by Sharing Information demonstrates the innovative data sharing ways the two sides relied on to exchange sensitive information, without giving up confidential components, which in turn empowered the two countries to get their energy, technical and political experts on the same page. Analyzing Precedents to Define a Roadmap illustrates how Mexico prepared for the negotiation process by evaluating international examples of transboundary hydrocarbon reservoir agreements, which allowed them to devise a set of alternatives for consideration. Switching From an Adversarial to a Mutual Gains Approach presents the genesis of the innovative suggestion by the lead U.S. negotiator to set up binational working group sessions, discarding the typical draft-counter-draft strategy that pervades and drags down so many diplomatic negotiations.

In February 2018, recognizing the suboptimal rates of human papillomavirus (HPV) vaccination in the United States, the assistant secretary for health of the US Department of Health and Human Services charged the National Vaccine Advisory Committee (NVAC) with providing recommendations on how to strengthen the effectiveness of national, state, and local efforts to improve HPV vaccination coverage rates. In the same month, the NVAC established the HPV Vaccination Implementation Working Group and assigned it to develop these recommendations. The working group sought advice from federal and nonfederal partners. This NVAC report recommends ways to improve HPV vaccination coverage rates by focusing on 4 areas of activity: (1) identifying additional national partners, (2) guiding coalition building for states, (3) engaging integrated health care delivery networks, and (4) addressing provider needs in rural areas.

ABSTRACT A paper written for the 2001 International Oil Spill Conference (Bergmann and Russo, 2001) discussed the first-of-its-kind, wildlife-response contingency planning effort underway in the trans-boundary area, known as Dixon Entrance, between British Columbia (B.C.) in Canada and Alaska in the United States (U.S.). The paper described how this initiative was conducted within the framework of Canadian Coast Guard (CCG) and United States Coast Guard (USCG) joint contingency planning in Dixon Entrance. The paper focused on activities successfully completed at that time; namely, a 1999 workshop attended by key Canadian and U.S. stakeholders, which resulted in an agreement by Canadian and U.S. wildlife resource agency representatives to develop a joint Dixon Entrance wildlife response plan focusing on migratory birds and sea otters. This paper describes how, following the workshop, a joint Canada/U.S. Dixon Entrance (CANUSDIX) wildlife response working group was established to complete this task. The resulting Canada-United States Marine Spill Pollution Contingency Plan CANUSDIX Annex-Operation Appendix: Wildlife Response Guidelines (CANUSDIX Wildlife Response Guidelines) (DOI-OEPC et al, 2003) were completed and signed by appropriate Canadian and U.S. wildlife resource agency officials in April 2003, and were then adopted by the CCG and USCG in September 2003. The paper also provides an overview of the process used by working group members and their stakeholder partners to develop the guidelines. Moreover, the paper describes: (1) factors that helped contribute to the success of the effort; (2) challenges that had to be overcome; (3) milestones that helped keep the work on track; and (4) additional unanticipated benefits. Together, this information will allow other parties in trans-boundary areas around the world to use the Dixon Entrance wildlife response guidelines, and the process undertaken to develop the document, as a model for conducting similar pre-incident planning.

The Free Trade Agreement between the United States and Canada (FTA) went into effect January 1, 1989. To implement certain provisions of the agreement on technical regulations and standards, the United States Center for Veterinary Medicine, the Canadian Bureau of Veterinary Drugs, and Agriculture Canada established the Working Group on Veterinary Drug Tolerances. The primary charges to the Working Group on Veterinary Drug Tolerances were (1) to harmonize the procedures used for evaluating new animal drugs, performing risk assessments and calculating tolerances, and (2) to harmonize the tolerances (or maximum residue levels, MRLs) for approved drugs, with the goal of having the same tolerances in each country. The first of these charges was met early in the negotiations. Both the US and Canada will use a 6-step evaluation procedure for the human food safety evaluation of new animal drugs. On September 29, 1990, Canada published a list of MRLs for 38 drugs that had been harmonized through the FTA. The progress of the working group and its continuing efforts to harmonize tolerances for approximately 15 other veterinary drugs will be discussed. This paper proposes use of the toxicologically determined acceptable daily intake (ADI) for the drug as the safety standard for reaching conclusions on the acceptability of residues in meat for human consumption. Specifically, the ‘equivalence’ of different MRLs for the same veterinary drug would be determined by considering whether they are likely to result in dietary residues that exceed the other country's ADI for the drug. Estimates are made for the veterinary drugs lasalocid and halofuginone hydrobromide. Based on these estimates, the US and Canadian MRLs for each drug would be considered ‘equivalent’ for trade purposes.

SST–North American Hydroclimate Links in AMIP Simulations of the Drought Working Group Models: A Proxy for the Idealized Drought Modeling Experiments

Abstract The present study assesses the potential of the U.S. Climate Variability and Predictability (CLIVAR) Drought Working Group (DWG) models in simulating interannual precipitation variability over North America, especially the Great Plains. It also provides targets for the idealized DWG model experiments investigating drought origin. The century-long Atmospheric Model Intercomparison Project (AMIP) simulations produced by version 3.5 of NCAR’s Community Atmosphere Model (CAM3.5), the Lamont-Doherty Earth Observatory’s Community Climate Model (CCM3), and NASA’s Seasonal-to-Interannual Prediction Project (NSIPP-1) atmospheric models are analyzed; CCM3 and NSIPP-1 models have 16- and 14-ensemble simulations, respectively, while CAM3.5 only has 1. The standard deviation of summer precipitation is different in AMIP simulations. The maximum over the central United States seen in observations is placed farther to the west in simulations. Over the central plains the models exhibit modest skill in simulating low-frequency precipitation variability, a Palmer drought severity index proxy. The presence of a linear trend increases correlations in the period 1950–99 when compared with those for the whole century. The SST links of the Great Plains drought index have features in common with observations over both the Pacific and Atlantic Oceans. Interestingly, summer-to-fall precipitation regressions of the warm Trend, cold Pacific, and warm Atlantic modes of annual mean SST variability (used in forcing the DWG idealized model experiments) tend to dry the southwestern, midwestern, and southeastern regions of the United States in the observations and, to a lesser extent, in the simulations. The similarity of the idealized SST-forced droughts in DWG modeling experiments with AMIP precipitation regressions of the corresponding SST principal components, evident especially in the case of the cold Pacific pattern, suggests that the routinely conducted AMIP simulations could have served as an effective proxy for the more elaborated suite of DWG modeling experiments.

The Paleo Data Working Group was launched in May 2020 as a driving force for broader conversations about paleontologic data standards. Here, we present an overview of the “community of practice” model used by this group to evaluate and implement data standards such as those stewarded by Biodiversity Information Standards (TDWG). A community of practice is defined by regular and ongoing interaction among individual members, who find enough value in participating, so that the group achieves a self-sustaining level of activity (Wenger 1998, Wenger and Snyder 2000, Wenger et al. 2002). Communities of practice are not a new phenomenon in biodiversity science, and were recommended by the recent United States National Academies report on biological collections (National Academies of Sciences, Engineering, and Medicine 2020) as a way to support workforce training, data-driven discoveries, and transdisciplinary collaboration. Our collective aim to digitize specimens and mobilize the data presents new opportunities to foster communities of practice that are circumscribed not by research agendas but rather by the need for better data management practices to facilitate research. Paleontology collections professionals in the United States have been meeting to discuss digitization semi-consistently in both virtual and in-person spaces for nearly a decade, largely thanks to support from the iDigBio Paleo Digitization Working Group. The need for a community of practice within this group focused on data management in paleo collections became apparent at the biodiversity_next Conference in October 2019, where we realized that work being done in the biodiversity standards community was not being informed by or filtering back to digitization and data mobilization efforts occurring in the paleo collections community. A virtual workshop focused on georeferencing for paleo in April 2020 was conceived as an initial pathway to bridge these two communities and provided a concrete example of how useful it can be to interweave practical digitization experience with conceptual data standards. In May 2020, the Paleo Data Working Group began meeting biweekly on Zoom, with discussion topics collaboratively developed, presented, and discussed by members and supplemented with invited speakers when appropriate. Topics centered on implementation of data standards (e.g., Darwin Core) by collections staff, and how standards can evolve to better represent data. An associated Slack channel facilitated continuing conversations asynchronously. Engaging domain experts (e.g., paleo collections staff) in the conceptualization of information throughout the data lifecycle helped to pinpoint issues and gaps within the existing standards and revealed opportunities for increasing accessibility. Additionally, when domain experts gained a better understanding of the information science framework underlying the data standards they were better able to apply them to their own data. This critical step of standards implementation at the collections level has often been slow to follow standards development, except in the few collections that have the funds and/or expertise to do so. Overall, we found the Paleo Data Working Group model of knowledge sharing to be mutually beneficial for standards developers and collections professionals, and it has led to a community of practice where informatics and paleo domain expertise intersect with a low barrier to entry for new members of both groups. Serving as a loosely organized voice for the needs of the paleo collections community, the Paleo Data Working Group has contributed to several initiatives in the broader biodiversity community. For example, during the 2021 public review of Darwin Core maintenance proposals, the Paleo Data Working Group shared the workload of evaluating and commenting on issues among its members. Not only was this efficient for us, but it was also effective for the TDWG review process, which sought to engage a broad audience while also reaching consensus. The Paleo Data Working Group has also served as a coordinated point of contact for adjacent and intersecting activities related to both data standards (e.g., those led by the TDWG Earth Sciences and Paleobiology Interest Group and the TDWG Collections Description Interest Group) and paleontological research (e.g., those led by the Paleobiology Database and the Integrative Paleobotany Portal project). Sustaining activities, like those of the Paleo Data Working Group, require consideration and regular attention. Support staff at iDigBio and collections staff focusing on digitization or data projects at their own institutions, as well as a consistent pool of drop-in and occasional participants, have been instrumental in maintaining momentum for the community of practice. Socializing can also help build the personal relationships necessary for maintaining momentum. To this extent, the Paleo Data Working Group Slack encourages friendly banter (e.g., the #pets-of-paleo channel), more general collections-related conversations (e.g., the #physical-space channel), and space for those with sub-interests to connect (e.g., the #morphology channel). While the focus of the group is on data, on an individual level, our group members find it useful to network on a wide variety of topics and this usefulness is critical to sustaining the community of practice. As we look forward to Digital Extended Specimen concepts and exciting developments in cyberinfrastructure for biodiversity data, communities of practice like that exemplified by the Paleo Data Working Group are essential for success. Creating FAIR (Findable, Accessible, Interoperable and Reusable) data requires buy-in from data providers, such as those in the paleo collections community. Even beyond FAIR, considering CARE (Collective Benefit, Authority to Control, Responsibility, and Ethics) data means embracing participation from a broad spectrum of perspectives, including those without informatics experience. Here, we provide insight into one model for creating such buy-in and participation.
