Issues like fiscal crises and sequestration may cause elected officials to get citizen input in the budget process. This action can be viewed as a reactive strategy used when the relationship with citizens is weakening; or, a proactive strategy to keep governance relationships strong. This conundrum prompts examination of how budgetary participation mechanisms serve representative democracy and governance goals. Using survey results from public officials in 391 midwestern cities regarding perceptions of governance relationships and the use of participation mechanisms, we find no significant relationships and weak explanatory power in the causal model. When trust in government keeps falling, the relative strength of the relationship between public officials and citizens is an issue that public administrators must understand to develop effective budget participation mechanisms.

The UK is restructuring the fiscal policy framework once again, with an intention to move toward independent assessment and forecasting in the budget process. At the same time a large-scale, if delayed, fiscal consolidation is planned at a time when there is significant spare capacity in the economy. Economic growth is also projected to be below trend, at least this year and perhaps next. It is unusual to see a fiscal tightening when the output gap appears to be widening. These policy settings should be seen in the context of the most radical change in the nature of the relationship between the government and the economy for at least thirty years. This note assesses the impact of the new programme on the economy as well as setting out a projection for the medium-term public finances.

Para a construção de uma nova abordagem acerca das interações espaciais, que supere a visão clássica a ela atribuída de simples deslocamento, é necessário relacionar a natureza transformadora e dialética das interações ao espaço geográfico. O contato entre elementos espaciais diferentes, combinados através do transporte, possibilita o surgimento de uma característica nova e superior às formações materiais que interagem, reforçando seu caráter dialético. No capitalismo, estas interações se dão segundo interesses hegemônicos de valorização, conformando desigualdades entre setores econômicos, ramos de atividades e espaços, distorcendo as próprias interações que os alimentam. No espaço da cidade, tais processos se chocam e se combinam, manifestando um conflito de frações de capital incumbidas de estruturar este espaço, valorizando-se retroativamente em alguns momentos e manifestando antagonismos em outros. A relação entre o transporte e a estrutura da cidade é bastante apropriada para dar conteúdo a estas discussões. Palavras-chave: interações espaciais; transporte público; valor-trabalho; estruturação da cidade. Abstract: For the building of a new approach about spatial interactions that overcomes the classical view of simple displacement, it is necessary to relate the transforming and dialectic nature of interactions to geographic space. The contact between different spatial elements through transportation allows the emergence of a new and superior feature of material conformations that reinforce the dialectical character. In capitalism, these interactions occur according to hegemonic interests of recovery, shaping inequalities between economic sectors, branches of activities, and spaces, that distort the interactions that promote them. In urban space, such processes collide and combine, showing a conflict fractions of capital responsible for structuring the space of the city. The relationship between transportation and the structure of the city is quite appropriate to give substance to these discussions. O orçamento público é um dos instrumentos utilizados pela Administração Pública para garantir o atendimento das demandas sociais. Entretanto, para que estas demandas sejam conhecidas do Poder Público, torna-se necessária a participação da sociedade nos eventos públicos destinados à discussão para elaboração dos instrumentos orçamentários. Este artigo realiza um apanhado teórico sobre conceitos pertinentes ao tema, realizando inclusive o estudo da participação social na elaboração do PPA 2014-2017 do Município de Ijuí, Rio Grande do Sul. Para enriquecer a abordagem da pesquisa, foram aplicados questionários online, buscando identificar a relação entre os cidadãos ijuienses e Administração Pública municipal. Foi possível perceber a falta de interesse dos indivíduos em relação à participação em eventos destinados a discussões públicas sobre o processo de elaboração do orçamento municipal e, neste sentido, ao final deste estudo são realizadas proposições, que poderão auxiliar na construção de uma consciência coletiva acerca da relevância da participação social na construção dos instrumentos de planejamento e orçamento.Palavras-chave: Gestão Municipal. Orçamento Público. Participação Social.AbstractPublic budget is one of the instruments used by public authorities to ensure the fulfillment of social demands. However, so that such these demands are known to the government, it is necessary the society’s participation in public events in order to dialogue about thebudget instruments preparation. This article makes a theoretical overview of relevant concepts to the topic, besides carrying out the study of social participation in the PPA 2014-2017 preparation in the City of Ijuí, Rio Grande do Sul. To enrich the research approach, online questionnaires were performed in order to identify the relationship between Ijui city’s dweller citizens and public administration. It was possible to notice the lack of individuals interest regarding the= participation in events aimed at public discussions on the preparation of the municipal budget process and therefore, the end of this study makes proposals that can assist in building a collective awareness on the social participation relevance in the construction of planning and budget tools.Keywords: Municipal Management. The transparency of governments to their citizens is seen as a necessary factor in democratic accountability and, consequently, in the consolidation of democracy. Although the importance of transparency in government is often highlighted, its causes are still unknown, especially in the Brazilian context. Following the trend of international empirical research, this exploratory study investigates the relationships between three sets of variables (current and past fiscal variables, socioeconomic variables and political variables) and fiscal transparency in the Brazilian subnational context. To identify the relationship between fiscal, socioeconomic and political variables and fiscal transparency, the multiple linear regression technique was used. Prior to conducting the regression using the method of ordinary least squares, factor analysis was used, aiming to group the fiscal and socioeconomic variables into factors not only to reduce their quantity but also to eliminate their multicollinearity problems. Political variables, due to their qualitative nature, remained in their original form. The factor analysis sorted the variables into two groups: fiscal and socioeconomic factors. Because multiple regression allows only for the evaluation of the relationship between the parties included in the sample and the reference party, an F test was used to assess differences in the level of transparency among political parties. The results indicated that fiscal and socioeconomic variables explain the transparency levels of the Brazilian States. However, the political variables were not significant, indicating that the disclosure of fiscal information in Brazil seems not to be influenced by political ideologies. Furthermore, it is evident that the lack of a regulatory model of transparency in the budget process leads States to disclose a great deal of information about budget execution. Finally, the findings indicate that as an instrument for democratic consolidation, fiscal transparency remains incipient in Brazil.

Objectives:The aim of this study was to benchmark the proposal forms used by a sample of Italian hospitals to inform the budget process for the adoption of new technology to understand the relationship with the guidelines provided by the Health Technology Assessment (HTA) literature.Methods:A literature review was first undertaken to identify the frameworks developed to support decision making regarding new technology at a hospital level. A checklist of criteria drawn up according to five main perspectives (technology, patient, organization, economics, and level of evidence) has been formalized to review and compare the collected proposal forms.Results:The “technology” perspective appears to have been broadly covered. The “patient” perspective has focused to clinical issues and partially neglects other dimensions such as patient satisfaction and potential adverse events. The “organization” dimension has paid little attention to change management. The “economics” dimension has been broadly covered, even though a sensitivity analysis has not been considered. The “level of evidence” that is required for submitting the proposal form is little.Conclusions:The proposal forms used to inform the budget process regarding the adoption of new technology are accountable for a limited set of dimensions from among those proposed in literature. Further research is required to understand how to render technology assessment multidimensional, multidisciplinary, evidence-based, and accountable at a hospital level.

In order to mobilize people's involvement in the state management in a practical, effective and sustainable manner, appropriate strategies and measures are required. One of the most comprehensive and effective measures among which is applying the Open Government model. The paper analyzes theoretical asspects and best practices of some countries on the relationship between citizen involvement and the open government model, thereby draws some suggestions for Vietnam in applying this model to promote and improve the efficiency of people's engagement in state management in Vietnam in the coming years.

This study represents a novel attempt to analyze the relationship between Latin American city structure and residential-scale ambient temperatures. Using statistical analysis, we assess the relationship between type of residential zone, vegetation coverage, and housing and lot characteristics and ambient temperatures in residential areas of a large, subtropical city. We find lower temperatures in two residential areas, as well as an association between vegetation coverage and in situ characteristics. We conclude that the factors contributing to urban warming are a legacy of the study area’s unique historical geography; consequently, policy recommendations must be place-specific, integrating meso, micro, and in situ factors.

The introduction of a qualitatively new type of relationship between citizens and authorities, one in which every person would be guaranteed real observation and protection of the rights and freedoms in these bodies activity, should be one of the priority areas of socio-political transformation in Ukraine. The urgency of the improving local finances, the formation of local budgets and the use of their funds is increasing due to changes in local self-government. The article proposes a scientific methodological approach to assessing the level of financial decentralization in Ukraine during the period of the decentralization reform (2014–2017). The universal integral indicator of financial decentralization has been calculated, which has found that local budgets improve public funds management, which is illustrated by the growth of the integral indicator level in dynamics. A number of recommendations are also provided for improving the budget process transparency for each of the components: budget information openness, the state and effectiveness of budgetary supervision, and public participation in the budget process. The idea of the relationship between the budget process transparency and the results of the financial decentralization reform is proposed.
