This chapter discusses relations between France and the United States under the Nixon administration. When Nixon took office as president in early 1969, he and his national security advisor Henry Kissinger wanted to put America's relationship with France on an entirely new footing. Relations between the two countries in the 1960s, and especially from early 1963 on, had been far from ideal. Nixon and Kissinger tried to develop a close relationship with the Pompidou government and in the early Nixon–Pompidou period the two governments were on very good terms. Both governments were also interested in developing a certain relationship in the nuclear area. However, by 1973 relations between the two countries took a sharp turn for the worse. The chapter considers what went wrong and why the attempt to develop a close relationship failed.

This work examines how domestic politics and culture shape US foreign policy, with particular emphasis on the role of institutions and processes. It considers the ways in which pressure groups and elites determine influence what the United States does abroad, the importance of regional shifts and media and their impact on the making of US foreign policy, and US relations with Europe, the Middle East, Russia, the Asia-Pacific region, Latin America, and Africa. The text also discusses key issues relevant to American foreign policy, such as global terrorism, the global environment, gender, and religion. It argues that whoever resides in the White House will continue to give the military a central role in the conduct of US foreign policy, and that whoever ‘runs’ American foreign policy will still have to deal with the same challenges both at home and abroad.

This chapter examines how domestic politics shaped the foreign policy of détente during the 1970s. It first considers Richard Nixon's pursuit of détente as part of his national security agenda and the role played by Henry Kissinger both under Nixon and Gerald Ford. It then explains how the national security centrism of Nixon and Ford failed to create a stable political majority within the Republican Party and shows how both presidents collided with two factions in the burgeoning conservative movement: neoconservatives from the Democratic Party and hawkish Republicans. It also discusses the 1976 Republican presidential primaries that dealt the final blow to détente within the GOP and suggests that Ronald Reagan's victory in the 1980 presidential election led Republicans to adopt a more militaristic outlook toward international affairs.

The administration of President Richard Nixon presents several examples of how Nixon and his national security adviser, Henry Kissinger, used food aid as a tool to advance foreign policy goals that Congress was attempting to foreclose. This chapter discusses two such examples: (1) food aid to Thailand in 1971, intended to free other financial resources in support of Southeast Asian military purchases, and (2) White House intervention in food aid decisions involving East Pakistan/Bangladesh and India in the months after Pakistani leader General Yahya Kahn unleased military reprisals against East Pakistan that led to the latter’s war of independence and a consequent flood of millions of East Pakistani refugees into India. Nixon’s support of Yahya Kahn and reluctance to assist India and the food aid-related repercussions of that support are described in this chapter.

In the early 1970s the international relationships that had been frozen since soon after World War II showed signs of decongealing. Sensing the historical moment, the Nixon administration aspired to be both the catalyst and the beneficiary of this time of rare opportunity. As national security assistant and then secretary of stale, Henry Kissinger was uniquely situated to participate in, shape, and observe these efforts. The first volume of his memoirs, White House Years, detailed his part in the early Nixon period, January. 1969, to January, 1973. Now he continues the story in a weighty second volume. Established in accordance with the provisions of the National Security Act of 1947, the U.S. National Security Council is the main advisory body to the President of the United States tasked with helping the head of state to make the right decisions on matters related to national security. NSC system has been constantly evolving for some 70 years, and the NSC staff became a separate 'ministry' of a kind, allowing presidential administrations to focus ever-increasing control over American foreign policy in the White House. That is why serious attention is devoted to the National Security Council by American researches studying foreign policy decision-making. Here, a 'three-pronged consensus' exists: functioning and efficiency of the decision-making process is primarily a result of presidential actions; the President will make the best decision after becoming aware of the whole range of possible alternatives and assessing the consequences of each policy option; the position of the National Security Advisor, who is often one of the closest officials to the President and serves as a coordinator of the decision-making process, is considered to be one of the most notable in today's U.S. presidential administrations - and the most influential of those not being a subject to approval by the legislative branch of U.S. government. Any fundamental changes in the practice of U.S. foreign policy mechanism, as well as a decline of the White House influence on foreign policy are unlikely in the short term.
