On Being a Historian of Tuvalu: Further Thoughts on Methodology and Mindset

Over twenty years ago, I started writing a doctoral dissertation on the history of the Pacific Island nation of Tuvalu, an exercise that has had enduring professional and personal repercussions. Tuvalu is an atoll archipelago near the junction of the equator and the international date line, and is identified on older maps as the southern portion of a British dependency, the Gilbert and Ellice Islands Colony—now the independent nations of Kiribati and Tuvalu respectively. The nine Tuvalu islands are tiny even by atoll standards, an aggregate 26km2 spread over 360 nautical miles. During the nineteenth century Tuvalu was incorporated into the world economy by a succession of European influences. The early explorers gave way in 1821 to whalers, who, in turn, were superseded by copra traders during the 1850s. From mid-century the pace of events quickened, with the traders being joined by the very occasional labor recruiter and, more to the point, by a concerted missionary drive.Accomplished largely through the instrumentality of resident Samoan pastors, missionization was comprehensive in scope and repressive in character. From the 1870s the occasional naval vessel visited the group and a British protectorate was declared in 1892, interspersed by the occasional scientific expedition and a brief and disastrous interlude in 1863 when some of the atolls were caught in the final stages of the Peruvian slave trade. The dominant European influences were the familiar triad of commerce, the cross, and the flag, with the primacy of trade giving way to missionary supremacy which, in turn, was displaced in local importance by a British colonial administration.

This paper discusses the history of treaty-making between Pacific island nations and European powers during the nineteenth century in order to assess the validity of the Treaty of Waitangi at international law. The author also draws some brief comparisons with treaty-making in Africa. The particular focus of the paper is an assessment of how the colonial powers would have viewed a document such as the Treaty. The conclusion of the paper is that the signatories would have presumed that the Treaty would have serious effect, and would be binding in international law.Editor’s note: This paper was originally written in 1987 as part of the Administrative Law LLM course at Victoria University of Wellington. After it was recently cited with approval in Sir Kenneth Keith's article "Public Law in New Zealand" (2003) 1 New Zealand Journal of Public and International Law 3, it transpired that access to the paper was very limited. Despite its age, and the fact that much scholarship has been done in the intervening time, on the Treaty in particular, the material is still of considerable interest. Some changes have been made to the original text to cater for the passage of time.

AbstractThe essay examines the conditions of book accumulation in two places in the world economy, California and Peru, through the narratives left by book collector Hubert Bancroft and librarian and historian Jorge Basadre. A reading of these reveals the complex interrelations between socioeconomic development and cultural accumulation. In California, Bancroft turned his fortune accumulated through business into a unique book collection and this, in turn, was placed at the service of a “factory of history” that produced a multivolume “History of the Pacific States of North America.” In the Peruvian case, after a fire destroyed most of the collections of the National Library of Lima, historian Basadre directed an effort of reconstruction that led him to reflect upon the state's neglect of cultural patrimony, popular disdain for high culture, and Peru's long tradition of exporting books and documents to foreign collectors and libraries. Basadre's reflections speak of the position of a peripheral intellectual within a context of underdevelopment. I examine the centripetal logic of book accumulation and call for further engagement with this neglected side of cultural history.

OFFICIALLY, BRITAIN WAS a reluctant coloniser in the Pacific. Unwilling to take on the expense and responsibility of colonial administration, or to interfere with the imperial ambitions of other European powers in the region, successive British governments in the nineteenth century turned down offers of protectorates and other opportunities to colonize Pacific lands. But the energies and ambitions of individual British subjects were not similarly constrained, and the many who went to the Pacific to evangelize, to plant, and to trade established a strong unofficial British presence in the region. Acts of private colonization and a range of quasi-colonialist activities by Britons eventually forced their government to alter imperial policy and take on island protectorates and colonies, but except for the annexation of Fiji in 1874, this did not begin to happen until the late 1880s. For most of the century, Britain contented itself with passing a series of laws which attempted to control what its subjects did on the other side of the world, while minimizing responsibility for the administration of colonies.

Chapter 11 assesses the growth prospects of the world economy. The history of global economic doomsaying is traced briefly, a frequently reasonable position that has not done well with the facts for the past hundred years. Capitalism has been adept at escaping from the pit and pendulum. A set of global imbalances is then reviewed that are seen as posing a severe threat to global economic stability and certainly to the prospects for sustainable and equitable growth. The Great Recession following the Crash of 2007–8 might be “different this time.” Historical and contemporary fears of “secular stagnation” are discussed but the speculative nature of stagnationist assessments is acknowledged.

This chapter examines the continuities between the categories of the “national” and the “universal” in the nineteenth century. It construes these categories as interrelated efforts to create a “world” on various scales. The chapter explores the perceived role of music as a world-making medium within these discourses. It argues that the increased exposure to cultural difference and the interpretation of that cultural difference as distant in time and space shaped a conception of “humanity” in terms of a universal history of world cultures. The chapter reexamines those early nineteenth-century thinkers whose work became inextricably linked with the rise of exclusivist notions of nationalism in the late nineteenth century, such as Johann Gottfried Herder and John Stuart Mill. It draws from their respective treatment of music to recover their early commitment to universalizable principles and their view that the “world” is something that must be actively created rather than empirically observed.

There is a “world of difference,” anthropologist Epeli Hauʻofa argued, “between viewing the Pacific as ‘islands in a far sea’ and as ‘a sea of islands.’” The distinction between both perspectives, he explained, is exemplified in the two names used for the region: Pacific Islands and Oceania. The former represents a colonial vision produced by white “continental men” emphasizing the smallness and remoteness of “dry surfaces in a vast ocean far from centers of power.” This understanding has produced and sustained an “economistic and geographic deterministic view” emphasizing Pacific Island nations as “too small, too poor, and too isolated” to take care of themselves. The latter, in contrast, denotes a grand space inhabited by brave and resourceful people whose myths, legends, oral traditions, and cosmologies reveal how they did not conceive of themselves in such “microscopic proportions.” Rather, Oceanic peoples have for over two millennia viewed the sea as a “large world” where peoples, goods, and cultures moved and mingled unhindered by fixed national boundaries.

AbstractThis article re-examines our understanding of modern sport. Today, various physical cultures across the world are practised under the name of sport. Almost all of these sports originated in the West and expanded to the rest of the world. However, the history of judo confounds the diffusionist model. Towards the end of the nineteenth century, a Japanese educationalist amalgamated different martial arts and established judo not as a sport but as ‘a way of life’. Today it is practised globally as an Olympic sport. Focusing on the changes in its rules during this period, this article demonstrates that the globalization of judo was accompanied by a constant evolution of its character. The overall ‘sportification’ of judo took place not as a diffusion but as a convergence – a point that is pertinent to the understanding of the global sportification of physical cultures, and also the standardization of cultures in modern times.

Modern state law is an expansive force that permeates life and politics. Law's histories—colonial, revolutionary, and postcolonial—tell of its constitutive centrality to the making of colonies and modern states. Its powers intertwine with life itself; they attempt to direct it, shape its most intimate spheres, decide on the constitutive line dividing public from private, and take over the space and time in which life unfolds. These powers settle in the present, eliminate past authorities, and dictate futures. Gendering and constitutive of sexual difference, law's powers endeavor to mold subjects and alter how they orient themselves to others and to the world. But these powers are neither coherent nor finite. They are ripe with contradictions and conflicting desires. They are also incapable of eliminating other authorities, paths, and horizons of living; these do not vanish but remain not only thinkable and articulable but also a resource for the living. Such are some of the overlapping and accumulative interventions of the two books under review: Sara Pursley's Familiar Futures and Judith Surkis's Sex, Law, and Sovereignty in French Algeria. What follows is an attempt to further develop these interventions by thinking with some of the books’ underlying arguments. Familiar Futures is a history of Iraq, beginning with the British colonial-mandate period and concluding with the 1958 Revolution and its immediate aftermath. Sex, Law, and Sovereignty is a history of “French Algeria” that covers a century of French colonization from 1830 to 1930. The books converge on key questions concerning how modern law and the modern state—colonial and postcolonial—articulated sexual difference and governed social and intimate life, including through the rise of personal-status law as a separate domain of law constitutive of the conjugal family. Both books are consequently also preoccupied with the relationship between sex, gender, and sovereignty. And both contain resources for living along paths not charted by the modern state and its juridical apparatus.
