A Note on the Sao Tome Archives

When I wrote two prominent European historians of western Africa that I was planning a trip to São Tomé and would check out the national archives, one replied: “Are there really local archives? The Cape Verdes seem to have lost theirs.” The other remarked that “[i]t would certainly be worth finding out whether any of the old archives are still on the island.” Even the person who would be my host there, a resident American official, had the impression that the Portuguese had carted off all the colonial records when São Tomé and Príncipe became independent in 1975.I am happy to report that the Arquivo Histórico of the new nation is alive and surprisingly well. On my visit in March of 1996 I met two dedicated and cultivated young women who were doing their utmost against long odds to organize and preserve all that is left of their country's written records. They are Maria Nazaré Ceita, a trained historian who is Director General of Culture of São Tomé e Principe, and, under her, Anabela Barroso, Director of the Arquivo Histórico.Since December of 1995 they and a tiny staff have been moving the archives into spacious, if spartan, new quarters in the heart of São Tomé city. The modernistic one-story building used to be the offices of the Prime Minister. When I visited the place, much had already been done. Long neat rows of boxed and dated dossiers were up on shelves, though jumbles of papers remained to be sorted. The archives also contains a small library for researchers and space for a large, as yet unfurnished, reading room.

RESUMOEste estudo tem como objetivo analisar o processo de coleta, tratamento, destinação final dos resíduos sólidos e a partir disso propor ações de educação ambiental em Água Grande, distrito de São Tomé e Príncipe (STP). O intuito é descrever as principais características que retratam a situação local. O estudo traz um levantamento teórico sobre poluição ambiental, resíduos sólidos urbanos e educação ambiental. Foi conduzida uma pesquisa qualitativa, com técnicas de análise documental e bibliográfica. Pôde-se verificar que o distrito de Água Grande carece de boas práticas para a coleta, separação, tratamento e a sua destinação final, englobando todos os processos de gerenciamento dos Resíduos Sólidos Urbanos (RSU). Nessa perspectiva, o estudo apresenta sugestão relacionada à educação ambiental desde a infância, de modo que exista um envolvimento integrado da gestão pública, sociedade civil e indústrias privadas. The aim is to describe the main characteristics that portray the local situation. The study provides a theoretical survey on environmental pollution, solid urban waste and environmental education. A qualitative research was conducted, using techniques of documentary and bibliographic analysis. It was possible to verify that the district of Água Grande lacks of good practices for the collection, separation, treatment and its final destination, encompassing all the processes of management of Urban Solid Waste (MSW). In this perspective, the study presents a suggestion related to environmental education since childhood, so that there is an integrated partnership of public management, civil society and private industries. Lo studio fornisce un'indagine teorica su inquinamento ambientale, rifiuti solidi urbani e educazione ambientale. È stata condotta una ricerca qualitativa, utilizzando tecniche di analisi documentaria e bibliografica. È stato riscontrato che il distretto di Água Grande manca di buone pratiche per la raccolta, la separazione, il trattamento e la sua destinazione finale, che comprende tutti i processi di gestione dei rifiuti solidi urbani (RSU). In questa prospettiva, lo studio presenta un suggerimento relativo all'educazione ambientale fin dall'infanzia, in modo che ci sia un coinvolgimento integrato della gestione pubblica, della società civile e delle industrie private. It was in the interests of the Communist Party to create a representative image of Latvian Soviet writers, which would represent the interests of the party and at the same time oversee the course of literary life in the Latvian Soviet Writers’ Union. Such was the writer Žanis Grīva in the Latvian Soviet literary process. The influential positions in the Soviet nomenclature gave him power in the creative environment and created opportunities to monitor the implementation of the Communist Party’s course. The article aims to put forward the personality of Žanis Grīva in the context of the research of the Latvian soviet literary process and the Latvian Soviet Writers’ Union, proposing several issues to be further researched and developed in the future. The article is based on the documents of the Latvian Soviet Writers’ Union and the Communist Party local organization of the Latvian Soviet Writers’ Union, and the personal file of Žanis Grīva in the Central Committee of the Communist Party of Latvia, and documents of the Žanis Grīva collection that are available at the Latvian State Archive of the National Archives of Latvia, as well as Žanis Grīva’s personal documents regarding his life and professional activities that are available at the Aleksejs Apinis Rare Books and Manuscripts Reading Room at the National Library of Latvia. Memories of contemporaries were also investigated. It is concluded that the role of Žanis Grīva in the Latvian soviet literary process and the Latvian Soviet Writers’ Union is political and purposefully constructed by the Communist Party, and has little to do with literature and literary talents. It can be assumed that Žanis Grīva has negatively affected the creative activity of some members of the Writers’ Union, such as Gunārs Priede.

This chapter examines the evolution of the views held by Britain’s key decision makers, including Foreign Secretary Anthony Eden and Prime Minister Neville Chamberlain, about Nazi Germany’s intentions, the indicators they used to make inferences about the nature and scope of Adolf Hitler’s intentions, and the policies they advocated that reflected their assessments. Drawing on documents in the British National Archives, the chapter provides evidence that strongly supports the selective attention thesis along with the vividness and subjective credibility hypotheses, adequately supports the behavior thesis’ current actions hypotheses, and only weakly supports the capabilities and strategic military doctrine theses. While Hitler’s costly actions played a relatively important role in the intentions assessments of some decision makers, indicators associated with the capabilities thesis or strategic military doctrine thesis and Germany’s past actions were less central to the process of inferring Hitler’s political intentions.

This article explores the dilemma of the small Bohemian Lands/Czechoslovak nation (-state) in staying “in” or “out” of the larger Habsburg supranational entity in the late nineteenth and the early twentieth century. It does so mainly through the language of political economy (on national wealth creation and redistribution) articulated in the opinions and political actions of Czechoslovakia's two founding statesmen, the first president, Thomas G. Masaryk, and the first prime minister, Karel Kramař. The article argues that their choice of staying “in” the large imperial space was premised upon renegotiating a better political and political–economic deal for the Bohemian Lands, whereas the option of abandoning it and of forging the Czechoslovak nation-state was essentially based on political reasons. And while both advocated an interventionist role for the state in the economy during the imperial period, they considered such a prerogative even more essential for their new nation-state.

The documents originated by the German colonial administration in German East Africa are located in two main archives: the Tanzania National Archives in Dar es Salaam, where they are identified under the name “German Records,” and the Bundesarchiv in Berlin, where they are collected under the classification R 1001. This note aims to provide some general information regarding a part of the German Records, referred to as “German Maps,” which is collected at the University Library of Dar es Salaam.The German Records are a part of the holdings of the Tanzania National Archives, which also include the records of the British administration and various documents of the post-independence period. The German Records are a very well-known source for the history of the German presence in East Africa and they can be divided in two main categories: the documents of the Central Administration, cataloged with the numbers G 1-G 65, and the Private Archives, with the classification G 66-G 86. These records are very well cataloged and easily accessible thanks to the work of archival reorganization done by Peter Geissler between 1967 and 1969. His work was published in 1973 in a two-volume guide with the title Das Deutsch-Ostafrika-Archiv: Inventar der Abteilung “German Records” in Nationalarchiv der vereinigten Republik Tansania, Dar es Salaam. This guide offers a very useful overview of the records of the German colonial administration and is available for consultation in the Reading Room of the Tanzania National Archives. Also available in the Reading Room is a manual catalog which, in some cases, could be helpful in finding some documents that, owing to print errors in the edited catalog, have become difficult to find.

During a soil zoological expedition to São Tomé and Príncipe in 2010 by the California Academy of Sciences, millipedes of the genus Globanus were collected. Samples of G. marginescaber (Karsch, 1884) and G. integer (Karsch, 1884) were recovered in addition to those containing a new species. Globanus drewesisp. nov. is described and additional records, illustrations, and descriptive notes are given for the other two species. A key to all three species of the genus is provided, and a distribution map is presented. The monotypic genus Lobogonus Demange, 1971, which includes L. trilobatus Demange, 1971, from Sierra Leone, mainland western Africa, is revalidated and removed from synonymy under Globanus. Lobogonus is illustrated from a type specimen.
