AbstractOne hundred years of Brooke rule in Sarawak seem to present a stark contrast to the political and social foment in Burma, Indonesia and Vietnam. Cognizant of the ill effects of European domination in the archipelago, the Brookes established a paternalistic rule whose policies were designed to curtail European economic investment in the area and to protect the indigenous inhabitants from internal and external exploitation. However, despite the fact that Brooke rule was structured for maintaining traditional order, not development, the European interlude in north Bornean history may have been more of a deviation than is apparent. The suppression of “piracy” in the area and the political domination of the Brookes over most of the northeastern part of the island had several important results. First, the area trade patterns—if piracy can be seen as a form of luxury trade—were altered to the ultimate economic advantage of the Chinese who came to dominate retail trade. Second, the natural northeastern expansion of the Iban people was halted to the chief benefit of the indigenous Malays who gained significant political advantage under die Brookes. Finally, an inevitable depersonalization of rule occurred as the administration of the state became increasingly complex. If, in a “modern” world, a rule of law, not economic development per se, is the essential ingredient for political stability, Brooke rule made a significant contribution to the political viability of northern Borneo by fostering a White, civilized way of settling disputes.

The purpose of the article is to implement a systematic analysis of the factors of the formation of a stable system of political governance. To clarify the functions and structure of a stable political system, the characteristics of stability are highlighted, according to which the political system: has signs of legitimacy; is able to cope with the threat of illegitimate violence; supports the constitu-tional system; reproduces a model of behavior based on stability. Methodologically, the article is based on the works of classical and modern scientists (P. M. Khomyakov, M.A. Gaydes, I.B . Rodionov, A. A. Khomiakov). Makarycheva), devoted to the systematic analysis of political systems. The paper also uses morphological analysis, analysis of political efficiency, and in the final part — the method of state-management design. The author comes to the conclusion that the functions and structure of the modern political system should be considered from the point of view of the defini-tions of “political stability”, viewed through the prism of the absence of political threats, adaptive irremovability of political subjects and the balance of political forces. Political stability implies that the distribution of resources in society involves not only the institutional subsystem of the political system, but also the functional, regulatory and ideological subsystems. Morphological analysis demonstrates that a stable political system is characterized by a balanced interaction of subsystems, in which at least the institutional, regulatory and functional subsystems jointly determine the process of functioning and development of the political system. Stability is the basis and guarantee of po-litical development in the modern world, and stability is not contrary to innovative development or development in general. Both stability and development are the basic conditions for the development of a modern political system, methods of avoiding negative adaptation in the global environment. Stability is not synonymous with closeness — on the contrary, it implies horizontal and vertical mobility, a constitutional system, and a focus on maintaining the activity of political actors. At the same time, all these processes cannot be allowed to take their course and develop outside the political control of the vertical structures of power. Integrity as a system-wide property is an integral basis for the stability of the political system.

Federal systems are praised for creating political stability, but they are also blamed for causing rigidity. They are said to balance powers, but apparently they are also threatened by instability due to drifts in power. Federalism should support democratization, but it can also constrain the power of the demos and strengthen the executive. In short, there is widespread agreement that federal systems are dynamic. The forces, mechanisms and consequences of federal dynamics, however, are not sufficiently understood so far. This book brings together leading experts in the field of comparative federalism to highlight how the interplay of continuity and change systematically generates and reinforces varieties of federalism and varieties of federal dynamics. Federal Dynamics: Continuity, Change and Varieties of Federalism investigates mechanisms and resulting patterns of federal development. It offers new analytical concepts and discusses different theoretical propositions to systematically compare convergent and divergent trends in federal systems. Acknowledging the theoretical pluralism that dominates the field, the book is organized around four sections: Models, Varieties and Dimensions of Federalism; Timing, Sequencing and Historical Evolution; Social Change and Political Structuring; and Actors, Institutions and Internal Dynamics. The contributions to this volume are variously concerned with three guiding questions: What changes within federal systems, how and why? The focus provided by these three guiding questions allows for a dialogue between strands of the literature that have not talked to each other in a sufficient manner. In this way, the book makes a significant contribution to the growing literature on continuity and change in federal systems. Ultimately, it represents a substantive effort in advancing research on comparative federalism.

The development of the system paradigm in economic science leads to the formulation of a number of important questions to the political economy as one of the basic directions of economic theory. In this article, on the basis of system introspection, three questions are considered. The first is the relevance of the class approach to the structuring of the socio-economic space; the second is the feasibility of revising the notion of property in the modern world; the third is the validity of the notion of changing formations as the sequence of “slave-owning system — feudal system — capitalist system”. It is shown that in modern society the system approach to the structuring of socio-economic space is more relevant than the class one. Today the classical notion of “property” does not reflect the diversity of production and economic relations in society and should be replaced by the notion of “system property”, which provides a significant expansion of the concepts of “subject of property” and “object of property”. The change of social formations along with the linear component has a more influential cyclic constituent and obeys the system-wide cyclic regularity that reflects the four-cycle sequence of the dominance of one of the subsystems of the macrosystem: project, object, environment and process.

The article deals with the issues of political and economic power as well as their constellation on the market. The theory of public choice and the theory of public contract are confronted with an approach centered on the power triad. If structured in the power triad, interactions among states representatives, businesses with structural advantages and businesses without structural advantages allow capturing administrative rents. The political power of the ruling elites coexists with economic power of certain members of the business community. The situation in the oil and gas industry, the retail trade and the road construction and operation industry in Russia illustrates key moments in the proposed analysis.

As in most Arab and Third World countries, the tribal structure is an anthropological reality and a sociological particularity in Sudan. Despite development and modernity aspects in many major cities and urban areas in Sudan, the tribe and the tribal structure still maintain their status as a psychological and cultural structure that frames patterns of behavior, including the political behavior, and influence the political process. This situation has largely increased in the last three decades under the rule of the Islamic Movement in Sudan, because of the tribe politicization and the ethnicization of politics, as this research reveals. This research is based on an essential hypothesis that the politicization of tribalism is one of the main reasons for the tribal conflict escalation in Sudan. It discusses a central question: Who is responsible for the tribal conflicts in Sudan?

The article presents a new view on the problems of political stability in West African countries. For the first time was carried out a comparative analysis of the sustainability of the political systems of the two Francophone fastest growing countries in West Africa, Côte d’Ivoire and Senegal. The author analyzes the factors negatively influencing political stability social order, and those that reduce conflict potencial in these States. Internal and external threats to the political systems of Senegal and Сôte d’Ivoire are examined. The response of both countries to internal and external challenges is shown. The study proves that while external threats indanger Senegal’s political stability, such as the penetration of religious extremism, the crisis in Casamance, maritime piracy, drug traffic, for Côte d’Ivoire, on the contrary, main risks are internal: electoral, socio-political crises, the split of elites, arms smuggling, banditry. The study demonstrates that the level of social governance in Senegal is higher than in other West African countries, including Сôte d’Ivoire, due to the dualism of the political system: the coexistence of Western-style political institutions with local faiths (tariqas), as well as policy pursued by President M. Sall. aimed at achieving mutual compromise that ensure the peaceful settlement of conflicts and contradictions. The author concludes that a new approach to the development of a security strategy is required.

The article analyzes the features of the current youth policy of the Russian Federation aimed at raising the political culture. Despite the current activities of the government institutions in the field under study, absenteeism, as well as the protest potential of the young people, remains at a fairly high level. In this regard, the government acknowledged the importance of forming a positive image of the state power in the eyes of young people and strengthen its influence in the sphere of forming loyal associations, which is not always positively perceived among the youth. The work focuses on the fact that raising the loyalty of youth organizations is one of the factors of political stability, both in case of internal turbulence and external influence. The authors also focus on the beneficiaries of youth protests. The authors paid special attention to the issue of forming political leadership among the youth and the absence of leaders expressing the opinions of young people in modern Russian politics. At the same time, youth protest as a social phenomenon lack class and in some cases ideological differences. The authors come to the conclusion that despite the steps taken by the government and political parties to involve Russian youth in the political agenda, the young people reject leaders of youth opinion imposed by the authorities, either cultivating nonparticipation in the electoral campagines or demonstrating latent protest voting.

Особое внимание уделяется функционированию нетрадиционных религий в политическом пространстве, отношению к ним государства. In this article, the author examines the peculiarities of perception and understanding of non-traditional religiosity, the possibility of dialogue between traditional and non-traditional religions, the prospects for their relationship, and outlines ways to resolve possible conflicts between them. Special attention is paid to the functioning of non-traditional religions in the political space and the attitude of the state to them.
