The purpose of the article is to establish ways to implement the tasks of public sector entities in ensuring responsibility and accountability of state-owned enterprises, taking into account market conditions and the transition to international financial reporting standards (IFRS) in the context of determining the place and role of accounting information. The research methodology is based on the application of dialectical and systematic approaches to scientific knowledge and general theoretical understanding of the problems of functional and accounting-analytical support for the management of state-owned enterprises in the application of IFRS. The results of the analysis of modern tendencies of the organization and functioning of the state-owned enterprises are covered. The importance of public sector entities in the global dimension, as well as the features of the organization, challenges and tasks of state-owned enterprises in market conditions are shown. It is determined that the main tasks to be performed by state-owned enterprises are : provision of certain state services and specific goods, support of the national economy and strategic interests, doing business in a natural monopoly, as well as support of social goals of the state. The specificity of the tasks of state-owned enterprises and their important place in the state economy through the role of a special agent of the government for the implementation of state policy in a particular area is substantiated. A new look at these processes involves increasing the transparency and accountability of businesses, which is closely linked to improving the quality of accounting data on the activities of state-owned enterprises. Based on the results of the study, the algorithm of decisions on determining, assessing and reviewing the value of a state-owned enterprise based on the expression of its social, economic, environmental and tax impacts has been improved. There is a problem of harmonization of methodological support for the preparation of aggregate reports of the general government sector (GGS), which arises due to the existing differences between different sets of standards for financial reporting of GGS sector entities (International Financial Reporting Standards (IFRS) - for public corporations and National provisions (standards) of accounting in the public sector (NP(S)APS) - for all other entities of the GGS sector).

The Impact

We assemble a novel dataset to study the impact of male scarcity on marital assortative matching and other marriage market outcomes using the large shock that WWI caused to the number of French men. Using a difference-in-differences approach, we find that postwar in regions with higher mortality rates: men were less likely to marry women of lower social classes; men were more likely and women less likely to marry; out-of-wedlock births increased; divorce rates decreased; and the age gap decreased. These findings are consistent with men improving their position in the marriage market as they become scarcer. (JEL J12, J16, N34)

The current study examined the educational, economic, and sociocultural, family and personal dimensions of delayed marriage among educated females in Pakistan. In addition, it revealed family-based and personal dimensions of delayed marriage among educated females in Pakistan. Furthermore, it highlighted the sociopsychological consequences of delayed marriageability among females in patriarchal society. For this purpose, 35 females, in the age bracket of 30–49 years and with a minimum of 16 years of education, were recruited for the current study through purposive and snowball sampling technique. An interview guide was used as a tool for data collection. The main sociocultural factors of delayed marriageability were the unavailability of a suitable match in the marriage market, the provision of the dowry, the pivotal role of the caste system and the second fiddle role of sectarian affiliation, and previous marital status (engaged or divorced) of the females. The structure and the size of the family were also the decisive family factors of delayed marriageability. Additionally, among personal traits, physical outlook and effective individualism played a prominent role. The current study conjectured a relational insight and transformation in a family structure for family demographers. It was the first qualitative study to highlight the patriarchal perspective of Pakistani society on the factors of delayed marriages. The findings of the current study would enrich the overall theoretical understanding of delayed marriageability among females.

Abstract In developing countries, the extent to which women possess property rights is shaped in large part by transfers received at the time of marriage. Focusing on dowry, we develop a simple model of the marriage market with intrahousehold bargaining to understand the incentives for brides’ parents to allocate the rights over the dowry between their daughter and her groom. In doing so, we clarify and formalize the “dual role” of dowry—as a premortem bequest and as a market clearing price—identified in the literature. We use the model to shed light on the intriguing observation that in contrast to other rights, women’s rights over the dowry tend to deteriorate with development. We show how marriage payments are utilized even when they are inefficient, and how the marriage market mitigates changes in other dimensions of women’s rights even to the point where women are worse off following a strengthening of such rights. We also generate predictions for when marital transfers will disappear and highlight the importance of female human capital for the welfare of women.
