In chapter 4, Frank traces the changing styles of Noé and Macció. These two won travel awards from the Di Tella Foundation that took them to New York and Paris. Perhaps because of their absence from the disorder of Buenos Aires, the paintings of both artists evolved toward consideration of formal issues, such as the potential of flat color planes and the integrity of the surface of the work. Jorge de la Vega created the important Anamorphic Conflict series, influenced by Italian artist Enrico Baj and a response to conflicts between Argentine military factions. Frank rebuts critic Clement Greenberg’s comments about the provincialism of the Argentinian art world in 1964. (Greenberg had made a trip to Buenos Aires to judge an art competition.) Frank also discusses solo shows by Noé, de la Vega, Macció, and Deira and their participation in important exhibitions in the United States at the Guggenheim Museum and the Walker Art Center.

Sarah Milken and her husband David were from the United States and had been traveling for several months with their eight-year-old son, Colin. We happened to be in Buenos Aires, Argentina at the same time, and I was trying to set up a research interview that could double as a playdate for Colin and Elliot. I suggested a children’s science museum, but it turned out to be closed for renovations. Maybe a park where the kids could play outside? The forecast promised torrential rain. We finally agreed on the Abasto shopping center. The building, at least, had some historical significance....

Research on biological control of weeds in the United States began early in this century with the use of introduced insects to control the weed, lantana (Lantana camara L.), in Hawaii. The highly successful program for biological control of St. Johnswort (sometimes called “Klamath weed”) (Hypericum perforatum L.) in California by the use of introduced insects in the 1940's and 1950's caused increased interest in this approach to weed control. As a result of this increased interest, the United States Department of Agriculture (USDA) established two overseas laboratories to study arthropod natural enemies of a number of weeds that had been introduced into the United States – in Rome, Italy, in 1959; and near Buenos Aires, Argentina, in 1962. The recent and successful use of an introduced rust pathogen (Puccinia chondrillina Bubak & Syd.) to control rush skeletonweed (Chondrilla juncea L.) in Australia, and the production and utilization of pathogens for control of weeds in the United States, has spurred further interest in biological control.

ABSTRACT The International Oil Pollution Prevention and Response (OPPR) Convention represents current international efforts to improve capabilities to prepare for and respond to catastrophic oil spills. Initiated by the United States, it is being negotiated by the Marine Environment Protection Committee of the International Maritime Organization (IMO). Major components of the proposal include the establishment of an International Marine Pollution Information Center located at IMO headquarters, National Response Centers in each coastal state, and oil spill response contingency plans for ships. Other proposed articles include prepositioning of oil response equipment in high-risk areas, a research and development program for response techniques, and international cooperation during responses to catastrophic oil spills. Several problems have complicated negotiations of the OPPR Convention. First, severe time constraints have been placed on the negotiators, with the final conference1 to consider the OPPR scheduled for November 1990. Second, the United States suffers from a lack of credibility in the IMO, since the Senate has not yet ratified previous initiatives, the 1984 protocols to the 1969 International Convention on Civil Liability for Oil Pollution Damage, and the 1971 Convention on the Establishment of an International Fund for Compensation for Oil Pollution Damage. Finally, the IMO's financial troubles have placed the concept of the International Information Center in jeopardy. In spite of these obstacles, a clear majority of countries are willing to support the document, realizing that it fills a gap in marine oil pollution prevention and response. The OPPR Convention will likely be carried through to adoption by the November conference. This paper traces the development of the International Convention on Oil Pollution Response and Prevention. It summarizes the background and initial proposals of the Convention, and then discusses the problems that arose during negotiations. Finally, it describes the present status of the Convention and offers a projection of its future direction.

By any standard, no other third-world leader in recent times has earned as much notoriety for foreign adventurist policies as Colonel Muammar el-Qaddafi. The Libyan President has on different occasions embarked on a militant course of confrontation with the United States in defence of his controversial definition of territorial air space over the Gulf of Sidra. Gulf of Sidra. During the 1982 war between Britain and Argentina, Qaddafi shipped more than $100 million worth of weapons, including 120 Soviet-made SAM-7 missiles, to Buenos Aires.1 His name has since been linked with bombing and shooting incidents in Britain, which eventually led the Government there to sever Anglo-Libyan diplomatic links in April 1984;2 with arms supplies to Nicaragua, the Irish Republican Army, and several secessionist movements in Africa; with coup plots in a number of countries, including Pakistan;3 and he has openly assaulted some of his neighbours, notably the Sudan and Chad.4 Then, in December 1985, the Libyan President was linked to the daring attacks by P.L.O. gunmen on the Israeli Airline's check-in counters at the Vienna and Rome airports, in which at least 16 people lost their lives and 120 were injured.5

Canola (Brassica napus) is an important oleaginous crop in Argentina. Approximately 16,000 ha are grown commercially in the southern region of Buenos Aires Province. In 2003, typical symptoms and signs of charcoal rot were observed on canola plants in experimental plots located at the School of Agricultural Sciences, University of Buenos Aires in Buenos Aires. Average disease incidence across three 5- to 6-month-old plants (cvs. Monty, Rivette, and Trooper) was 12% (range = 7 to 17%). Affected plants appeared in patches following the rows at pod-filling stage. Symptoms included wilted foliage, premature senescence, and death of plants. Black, spherical microsclerotia 78 to 95 μm in diameter were present in vascular tissue of basal stems and taproots. The affected plants were stunted and had unfilled pods. In advanced phases of the disease, areas of silver gray-to-black discoloration were observed in the stem cortex; many plants were killed during late-grain fill, and plants could be pulled easily from the ground because basal stems were shredded. Four samples consisting of five symptomatic plants per sample were randomly collected from experimental plots. Pieces (1-cm long) taken from taproots and basal stems of diseased plants were surface sterilized with 1% NaOCl for 2 min and then placed on potato dextrose agar (PDA). Plates were incubated in the dark at 26°C for 4 days and then exposed to 12-h NUV light/12-h dark for 6 days. Five resulting isolates were identified as Macrophomina phaseolina (Tassi) Goidanich (1) based on the gray color of the colony and the presence of microsclerotia 71 to 94 μm in diameter. Two colonies developed globose pycnidia with one-celled, hyaline, and elliptic conidia. Pathogenicity tests were conducted using four inoculated and three non-inoculated control plants potted in a sterilized soil mix (soil/sand, 3:1) in a greenhouse at 25°C and 75% relative humidity with no supplemental light. Crown inoculations were carried out by placing a disk taken from an actively growing culture of M. phaseolina into wounds made with a sterile scalpel. Control plants received disks of sterile PDA. Inoculated and control plants were covered with polyethylene bags for 48 h after inoculation. Three isolates caused disease on 7-week-old canola plants (cvs. Master, Mistral, Rivette, and Trooper). Characteristic symptoms similar to the original observations developed for all three isolates within 21 days after inoculation on 80% of inoculated plants. The pathogen was successfully reisolated from diseased stem tissue in all instances. Symptoms included leaf necrosis, stunting, decay and collapse of seedlings, and plant death. Control plants remained asymptomatic. The experiment was repeated once with similar results. To our knowledge, this is the first report of the occurrence of M. phaseolina causing charcoal rot on canola in Argentina. This pathogen has been previously reported in the United States (2,3). The results demonstrate the potential importance of this pathogen in Argentina, since two commercial cultivars (Master and Mistral) were apparently susceptible to M. phaseolina. Canola (Brassica napus) was introduced as an alternative crop for wheat in Argentina. During 2003, typical symptoms of stem rot disease were observed on canola plants in two commercial fields located at Bragado, in northern Buenos Aires Province in Argentina. Average disease incidence across four canola cultivars was 21% (range = 13 to 29%). Symptoms included chlorosis and wilting of foliage and necrosis of basal stems. The disease appeared singly or in patches consisting of 4- to 5-month-old plants. The first visible symptom noticed was chlorosis and wilting of the foliage beginning from the basal leaves. Infection of the main stem at ground level typically was followed by a grayish white discoloration that progressed above the soil line to the apex. In advanced stages of the disease, stems and branches became bleached and eventually died. Black and irregularly shaped sclerotia (average size 5.5 × 2.8 mm) inside necrotic stem tissue were the typical signs of the pathogen. From September to October 2003, four samples consisting of six affected plants per sample were arbitrarily collected from two commercial fields located at Bragado. Sclerotia were taken from diseased stems, dipped in 70% ethanol, surface sterilized with 1% sodium hypochlorite for 1 min, and rinsed in sterile water. Each sclerotium was blotted dry on sterile Whatman's filter paper and placed on potato dextrose agar. Plates were incubated in the dark at 25°C for 2 to 3 days, followed by incubation under 12-h NUV light/12-h dark for 6 to 8 days. Six resulting colonies were identified as Sclerotinia sclerotiorum (Lib.) de Bary on the basis of taxonomic characteristics of the plant pathogenic species of Sclerotinia (3). Koch's postulates for three fungal isolates from infected plants were carried out on 6-week-old canola plants (cvs. Eclipse, Impulse, Master, and Mistral) by placing a colonized agar disk into wounds made in the basal stem region with a sterile scalpel. Pathogenicity tests, which included five inoculated and three control plants potted in a sterilized soil mix (soil/sand, 3:1), were conducted in a greenhouse at 23 to 26°C and 75% relative humidity with no supplemental light. Characteristic symptoms identical to the original observations developed within 12 days after inoculation on 100% of the inoculated plants for three isolates. Symptoms included wilted foliage, collapsed plants, and plant death. White mycelium and sclerotia developed on infected tissues, and the pathogen was successfully reisolated from symptomatic plants in all instances. Control plants, which were treated similarly except that the agar disk did not contain fungal growth, remained healthy. The experiment was repeated, and the results were identical to the first inoculations. Canola stem rot disease incited by S. sclerotiorum was first reported in Argentina during 1995 at experimental field plots in Buenos Aires. S. sclerotiorum, which has been reported to cause disease in canola in Canada (2) and the United States (1,4), currently represents a serious problem to the main canola cultivars grown in Argentina. To our knowledge, this is the first report of the occurrence of S. sclerotiorum causing a high incidence of stem rot in commercial crops of canola in Argentina. References: (1) D. F. Farr et al. The domestic and international legal status of warships and military aircraft submerged in United States waters or in international waters has been quite contentious of late. It has resulted in some notable litigation in U.S. courts, a presidential statement on U.S. policy, official lodgings of positions by foreign governments with the United States, a proposed international convention drafted by the United Nations Educational, Scientific and Cultural Organization (UNESCO), and other developments that have previously received notice in the pages of this Journal. In a somewhat surprising turn, Congress, in October 2004, adopted as part of the National Defense Authorization Act for Fiscal Year 2005 a set of provisions known as the Sunken Military Craft Act (SMCA). This essay briefly traces the trajectory of developments in this sector of international law, analyzes the provisions of the SMCA, and offers a critique of the underlying policy and legal assumptions of that statute in light of those developments.
