The article is devoted to the modern Russian party system. In the first part of the article, the author shows the historical features of the parties formation in Russia and analyzes the reasons for the low turnout in the elections to the State Duma in 2016. According to the author the institutional reasons consist in the fact that the majority of modern political parties show less and less ability to produce new ideas, and the search for meanings is conducted on the basis of the existing, previously proposed sets of options. Parties reduce the topic of self-identification in party rhetoric, narrowing it down to “branded” ideas or focusing on the image of the leader. In addition, the author shows the decrease in the overall political activity of citizens after the 2011 elections, and points out that the legislation amendments led to the reduction of the election campaigns duration and changes in the voting system itself. The second part of the article is devoted to the study of the psychological aspects of the party system. The author presents the results of the investigation of images of the parties as well as the results of the population opinion polls, held by the centers of public opinion study. On the basis of this data, the author concludes that according to the public opinion the modern party system is ineffective, and the parties don’t have real political weight, which leads to the decrease of the interest in their activities and confidence in them. The author supposes that all this may be the consequence of the people’s fatigue from the same persons in politics, but at the same time the electorate’s desire to see new participants in political processes is formulated rather vaguely, since, according to the people, this might not bring any positive changes.

Britain may fairly be called the classic home of two-party government. This claim is justifiable because of some characteristics for which the system, as employed in Britain, is distinctive. Chief among these is its long duration. Although there is room for disagreement among historians about the time and circumstances of its birth, it would be difficult to deny that two-party government was established earlier, has lasted longer, and at the present time is probably more firmly rooted there than in any contemporary state. Indeed, the practice of simplifying the complexities of politics into a contest for office between a pair of major claimants has endured in Britain through a catalogue of changes which would assuredly have wrecked a less effective system. In that country it has survived the evolution from an oligarchy of aristocrats to a democracy of the whole people; the transfer of power from monarchy to parliament and then from parliament to cabinet; the rise of large-scale industry with its social aftermath; the switch in economic policy from mercantilism to laissez faire and from this to state planning; and withal, the expansion and subsequent shrinkage of Britain's international might.

Is plurality or majority electoral reform a sensible option in Germany’s muddled electoral system debate? Yes, it is. Since Germany’s mixed-member proportional system fails to concentrate the party system in a sufficient way, Peggy Matauschek searches for a suitable alternative to the principle of proportional representation. She discusses the following options according to their contextual conditions: single-member plurality and majority electoral systems—like the alternative vote system—, parallel systems, proportional representation systems with a low district magnitude and majority bonus systems. In light of its balanced performance, the study advocates the introduction of a system with a majority bonus for a coalition.

This chapter presents a case study of women's enfranchisement in the United Kingdom. Although a few suffragists and some subsequent scholars have claimed that women's role in preparations for the First World War paved the way for their inclusion, it argues that on its own, a shift in public opinion was not enough, nor was it strictly necessary, to guarantee women's enfranchisement. Instead, it proposes that the war's greatest influence on suffrage lay in the creation of a multi-party wartime cabinet, which saw Arthur Henderson, a Labour leader and a key player in the Election Fighting Fund, appointed to the government. Henderson's early and persistent lobbying prior to the 1916 “Speaker's Conference” on electoral reform is critical for understanding how women's suffrage made its way into the 1918 Representation of the People Act.

The people of Nepal have witnessed a number of political shifts within a comparatively short period of the country's history. The political revolution of 1950, which precedes all important political movements, eliminated the century-long Rana oligarchy and established the multiparty system. In 1960, late King Mahendra abolished the newly established multi-party system and implemented his own model of governance called the Panchayat system. The Panchayat system was designed to allow the King to rule the country according to his will, and the system alienated ordinary people from political processes. This system, too, came to an end after the popular movement of 1990 (widely known as jana andolan) which re-established the multi-party system in the country.
