Education in the field of method and form of communication is the basis of social understanding and an important part of the answer to the question of the possibilities and ways of (self)protection of citizen from the constant flow of new information, commercial interests and, in general, huge amount of „unfiltered” information, whose value they must evaluate themselves. That is why media education should be perceived as a part of the basic rights of every citizen and the media literacy, which is in our country mainly depending on donations and often comes down to the formalization of some of its aspects (industry, messages, media communication, audience, influence...). Furthermore, it must be a part of public policy, despite the fact that the political and economic elite are not interested in changing anything essential in that field.

This chapter addresses the different roles played by the mass media in its relationship with policymaking within the Turkish case, including agenda-setting, framing and the panoptical reflected by public policy. Based on Pierre Bourdieu's field theory, this chapter demonstrates that media as a semi-autonomous field can reflect and refract public policy with respect to varying conditions and argues in particular that this role depends on the level of consolidation of the governmental power, the ideological positioning of the media outlet, and the issue area under discussion. Methodologically, a template is established for a media content analysis of the Turkish media and its role in policymaking. This template has been implemented by collecting data across five different Turkish newspapers between 1995-2013 as a framework for future studies and the analysis confirms the expectations.

Management consultants who work for and with the various orders of government in Canada are no longer as invisible as they once were. Other authors have increasingly been writing about this policy and management actor and the media and the general public are also beginning to better understand the influence that management consultants have on how decisions are made in government. A question that remains is how much control and influence do management consultants have with government and administrative actors and if the private service is indeed stepping over any democratic boundaries.

Este estudo é um compilado de informações, que possibilitam ao leitor ter uma breve compreensão do Sistema de Garantia de Direitos, dando destaque ao atendimento prestado aos adolescentes e ou jovens, que foram expostos a riscos ou vulnerabilidades sociais, especificamente, os casos em que esses se encontram envolvidos com o meio ilícito ou prática de ato infracional. Desta forma, pesquisar sobre o referido tema que é de conhecimento social, sem dúvida alguma, gera diversos avanços para o meio acadêmico, bem como promove a disseminação de conhecimento, corroborando assim com a desmistificação que percorre pelo senso comum, quando o assunto é adolescente em conflito com a lei. Concernente ao método, foi utilizada a revisão bibliográfica integrativa, por meio da análise e compilação dos artigos publicizados nas bases de dados indexadoras, especificamente, Lilacs, PePSIC, BVS, Medline Bireme e Scielo, facilitando a obtenção de dados que após analisados, certamente, podem servir de ferramenta para que os leitores entrem em contato com esse contexto social, que tanto tem sido destaque na mídia, além de contribuir para o aprimoramento do atendimento e da política pública designada para tal segmento.Palavras-chave: Ato Infracional. Medida Socioeducativa.AbstractThis present study is compiled from information that enables the reader to have a brief understanding of the Rights Guarantee System, highlighting the care provided to adolescents and, or young people who were exposed to risks, or social vulnerabilities, specifically, cases that are involved with illicit means and, or practice of an infraction. Thus, research on that topic that is of social knowledge undoubtedly generates several advances to the academia and promotes the knowledge disseminatio, thus corroborating to the demystification that runs by common sense when it comes to adolescent offender. Concerning the method, the integrative literature review was used, through the analysis and compilation of the publicized articles in indexing databases, making it easier to obtain data after analysis which can certainly serve as a tool for readers to contact this social context that both have been featured in the media, as well as contribute to the improvement of care and public policy assigned to this segment.Keywords: Infraction. Policy Analysis in the United States brings together contributions from some of the world’s leading scholars and practitioners of public policy analysis including Beryl Radin, David Weimer, Rebecca Maynard, Laurence Lynn, and Guy Peters. This volume is part of the International Library of Policy Analysis series, enabling scholars to compare cross-nationally concepts and practices of public policy analysis in the media, sub-national governments, and many more institutional settings. The book explores the current landscape of public policy in the US, its breadth and complexities, and the role of policy analysis.
