Parties and Pressure Groups in Weimar and Bonn

In the last forty years, Germany has had three radically different political systems. In each case, the party system, better than any other single index, reflects the style of politics of that period. The highly splintered, multiparty system of Weimar mirrors perfectly the extreme ideological dissension and radicalism of postwar German politics. The one-party system of the Third Reich epitomizes the attempt to destroy the individual's traditional social ties and then to absorb him totally in a coordinated movement. Finally, the two-party system of Bonn reflects the growing social and political consensus concerning the more pragmatic and concrete political goals of postHitlerian Germany. Although these three political systems are intimately related, the main question for us is why the democratic party systems of Weimar and Bonn are so different. The party systems are unintelligible, however, without an understanding of the patterns of pressure-group politics as well.

<p>This thesis in divided in two main parts. First, I develop the claim that current democracies are unable to properly defend what I deem the pivotal feature to evaluate the quality of a political system - namely the people’s liberty - due to what I call a twofold democratic dilemma. On the one hand, common citizens are affected by biases that compromise their ability to successfully maintain forms of self-government. On the other hand, even representative forms of democracy that limit to a certain degree the people’s power are threatened by an oligarchic power. That is, oligarchs are using their wealth power to sway governments towards pursuing oligarchic interests rather than common ones, thus hindering the people’s liberty. For this reason, I argue that we ought to rely on Pettit’s view of liberty as non-domination to resolve the democratic dilemma. The thesis conceives these two threats as two forms of domination that must be avoided and focuses on adding a supplementary editorial and contestatory dimension of democracy to the classical participatory one. Republicanism could offer a solution to both sides of the dilemma. On the one hand, citizens’ political task would be more compatible with the people’s biases, since citizens would limit their participation to control that government’s policies do not entail oligarchic domination. On the other hand, framing liberty as a battle between dominating masters and dominated slaves, republicanism could offer the many the institutional means to counteract elites’ political domination. In this way, I conclude the first part of the thesis, but this opens the gates to the main question of the thesis, namely to how we should structure this contestatory democracy. The problem is that whereas republican scholars agree on the importance of setting freedom as non-domination at the basis of our political systems, there is no such agreement on the best way to institutionally enhance the republican ideal. I analyse this debate, maintaining that while Pettitt’s ideal is the view to pursue, we should reject his editorial solution because small committees of experts are likely to increase oligarchic domination rather than to protect the people’s liberty. Rejecting Pettit’s model does not yet imply refusing any editorial model, since I argue that critical scholars mistakenly identify the editorial component of democracy with Pettit’s answer only. In this way, they neglect alternative solutions to Pettit’s, such as Bellamy’s and McCormick’s. Having explained that Bellamy’s solution does not resolve the democratic dilemma, since this scholar rejects editorial bodies, I argue that McCormick’s “Machiavellian Democracy” framed on a divided conception of the populace offers instead the solution I am looking for. Institutionally recognizing the social differences among the populace, we could create modern bodies similar to the Roman “Tribune of the Plebs” to offer the weaker part of the population a class-specific institution to use as defence from oligarchic domination. The problem is how to implement a modern “Tribune of the plebs” making sure that these bodies are effective but popular in character at the same time. I thus explain how modern editorial tribunates could work in practice, drawing from McCormick’s “thought experiment”. I agree with most of McCormick’s ideas – lottery selection, wealth threshold exclusion, large size tribunates, etc. - but I suggest that we must review some of his suggestions with features more concerned with improving the people’s knowledge – specialization, education selection, etc. Hence, I conclude the thesis describing my thought experiment of a system of Specialized Ministerial Tribunates. In this way, I argue that we could better resolve the democratic dilemma. On the one hand, tribunates’ editorship would be more specific and would not require members of the tribunate to analyse the operation of governments on a too broad spectrum, thus reducing the problems of the people’s biases. On the other hand, tribunates’ operation could be primarily connected to detecting oligarchic features in the policies enacted by single ministries, thus challenging more precisely any oligarchic influence over governments. In sum, I argue that an editorial dimension could produce significant improvements to the people’s liberty. Thanks to a modern “Tribune of the plebs”, citizens could participate more meaningfully in politics, while taming more efficiently the influence oligarchs have on how modern societies are politically directed.</p>

Right-wing extremist and populist parties operate in a rather difficult social and political environment in Germany, rendering notable electoral success fairly improbable, especially when compared to other European countries. The main reason for this is the continuing legacy of the Nazi past. Nevertheless the neo-Nazi National Democratic Party of Germany (NPD) managed to gain substantial votes in recent Land elections and became the leading force in the right-wing extremist political camp. Its success is attributable to rightwing extremist attitudes in some parts of the electorate in connection with a widespread feeling of political discontent. Nevertheless, it is questionable whether the NPD will be able to transform these attitudes into a viable ideological basis for two main reasons. On the one hand, maintaining a neo-Nazi ideology makes the NPD unattractive to many potential voters. On the other hand, given its internal power struggles and severe financial problems, the party may be unable to meet its challenges in organizational terms.

The notion that Hitler's Third Reich was a monolithic and efficient dictatorship has by now been safely buried, although it may persist in the popular imagination. This essay is intended as a contribution to the newer phase of the historical postmortem on National Socialism, the attempt to trace the precise mechanism of decision-making and internal policy-diversion in the Third Reich. Distortion of policy, as the result of disagreements among leaders or of bureaucratic sabotage, is a feature common to all modern political systems. In the grim context of the Third Reich, all attempts to distort or divert policy which tended to ameliorate inhuman aspects of Hitler's rule have been dignified by the term “resistance.” This study will show that successful local resistance was possible, even to the SS, perhaps the most powerful political force in the wartime Reich. The inquiry has its juridical aspects, since admission of the existence of successful resistance to policies and organizations declared by international and German courts to have been criminal, resistance even by those who accepted the basic premises of the regime, implies a varied distribution of criminal guilt. This distribution will not be attempted here, but the judicial analogy should not be forgotten. The historian is relieved of the responsibility of passing sentence, but, like the judge, he is concerned with more than the determination of individual actions. An understanding of the political system of Hitler's state requires as well an investigation of motivation.

This essay reviews five important recent books on party system institutionalization, party collapse and party building. The first section analyses broader lessons about party system institutionalization derived from these books. What have we learned about how party system institutionalization varies over time and space and about its causes? All five volumes underscore the difficulty of institutionalizing democratic party systems in contemporary Asia, Africa and Latin America. At the same time, they demonstrate that there have been some successful cases of party building and party system institutionalization. In all three regions, variance across countries is great. The three books on Latin America show that sharp conflict and programmatic differences are good for institutionalization, partially countering earlier arguments about the perils of polarization. Across regions, erstwhile authoritarian ruling parties have sometimes helped to forge institutionalized party systems under competitive regimes. The rest of the essay analyses the three single-authored books in some detail and provides brief overviews of the two edited volumes.

Abstract This collection of essays evaluates the relations between Eugenio Pacelli and Germany from the beginning of his career as a papal nuncio in Munich in 1917 until his pontificate during the wartime and post-war periods. The contributions to this volume do not provide a complete overview of this topic. Instead, they should be understood as case studies on certain aspects of Vatican-German history. At the core of this work are the complexities and ambiguities of papal politics between four political systems from the Kaiserreich to the West German Federal Republic. Ultimately, this volume thus touches upon very diverse subjects ranging from Pacelli’s ‚concordat diplomacy‘ in the Weimar Republic and the Third Reich to his silence during the Holocaust and the German occupation of Italy, the anti-communism of the Cold War, and the Vatican’s path towards reform in the post-war period.

This chapter studies how the transformations which occurred in less than “one hundred days” in Germany evoked the original template for the one hundred days: Napoleon Bonaparte's return from Elba and the reestablishment of the empire until his abdication in the wake of Waterloo in 1815. Each of the hundred days—Napoleon's, Franklin D. Roosevelt's, and Adolf Hitler's—recharged history. The one hundred days consolidating the New Deal and the Nazi seizure of power gave new shape to the future in the extraordinary year of 1933. Ultimately, the great achievement of the Third Reich was getting Germans to see themselves as the Nazis did: as an imperiled people who had created for themselves a new lease on collective life. Not everyone agreed with the Nazis on every point, but most adjusted to National Socialism by interpreting it in their own way, adhering to old ideas by pursuing them in new forms. As a result, more and more Germans had accepted the Third Reich. This reassembly closed off any consideration of returning to the democratic governments of the Weimar Republic; it was neither recognized as a possibility nor desired.

AbstractBuilding on a generation of scholarship that argues that an understanding of German Jewish life must move beyond debates over terms—assimilation, acculturation, integration, subcultures, and symbiosis—this article uses three photograph albums created by the Wassermann family of Bamberg, in conjunction with the written record, to suggest an alternative interpretive framework for understanding the complexity of German Jewish lives in the first third of the twentieth century. Rethinking this history through a close analysis of photographs and photograph albums is particularly productive because even if photography and album-making were ubiquitous practices throughout the twentieth century, the special affinity of Jews for photography has been well-documented. Their paradoxical historic experience—including ghettoization and forced migration, on the one hand, and powerful feelings of “at-homeness” in their various diasporic dwelling places, on the other, in combination with the specificities of Jewish religious practice—has given Jews a particular relation to time and to place, a relation sometimes made manifest in photography. That relation is, furthermore, historical, changing with each context in which Jews find themselves living.

Almost twenty five years after the collapse of the Soviet Union, Russia and several Central Asian republics appear to be converging on what may be termed a ‘hierarchic party system’, characterised by controlled and unequal competition between parties. Addressing the juncture between international politics and party politics, this article explores this convergence and considers Russian authoritarian norm diffusion as a possible explanation. This article argues that although Russia continues to build significant party-based linkage in Central Asia, similarities between party systems are the result of complex, multidirectional norm diffusion, as regimes look to liberalise or close their respective political systems.

AbstractOver recent years, a new transnational conflict has been deemed to be structuring political conflict in Europe. Several scholars have posited the emergence of a new ‘demarcation’ vs. ‘integration’ cleavage, pitting the ‘losers’ and ‘winners’ of globalization against each other. This new conflict is allegedly structured along economic (free trade and globalization), cultural (immigration and multiculturalism), and institutional [European Union (EU) integration] dimensions. From an empirical viewpoint, it is still a matter of discussion whether this conflict can be interpreted as a new cleavage, which could replace or complement the traditional ones. In this context, the European Parliament (EP) elections of 2019 represent an ideal case for investigating how far this new cleavage has evolved towards structuring political competition in European party systems. In this paper, by relying on an original dataset and an innovative theoretical and empirical framework based on the study of a cleavage's lifecycle, we test whether a demarcation cleavage is structuring the European political systems. Moreover, we assess the evolution of this cleavage across the 28 EU countries since 1979 and the role it plays within each party system. The paper finds that the demarcation cleavage has emerged in most European countries, mobilizing over time a growing number of voters. In particular, this long-term trend has reached its highest peak in the 2019 EP election. However, although the cleavage has become an important (if not the main) dimension of electoral competition in many countries, it has not reached maturity yet.
