War Making and State Making: Governmental Expenditures, Tax Revenues, and Global Wars

Addressing the disputed relationship between war and the expansion of governmental expenditures and revenues, Box-Tiao intervention models are applied to a number of British (1700-1980), United States (1792-1980), French (1815-1979), and Japanese (1878-1980) spending and taxation series. Distinguishing between global and interstate wars, the more intensive and extensive bouts of warfare (global wars) tend to bring about abrupt, permanent impacts in contrast to the temporary changes associated with most interstate wars. The observed displacements are reflected in both war-related and nonwar-related types of expenditure and are also observed before 1900. Although our findings are not universally applicable and are subject to various other qualifications, they may be interpreted, in general, as reinforcing the need for an appreciation of the persistent centrality of war, especially global war, in the discontinuous growth and expansion of the modern state.

This chapter examines the United States' liberal democratic internationalism from George W. Bush to Barack Obama. It first considers the Bush administration's self-ordained mission to win the “global war on terrorism” by reconstructing the Middle East and Afghanistan before discussing the two time-honored notions of Wilsonianism espoused by Democrats to make sure that the United States remained the leader in world affairs: multilateralism and nation-building. It then explores the liberal agenda under Obama, whose first months in office seemed to herald a break with neoliberalism, and his apparent disinterest in the rhetoric of democratic peace theory, along with his discourse on the subject of an American “responsibility to protect” through the promotion of democracy abroad. The chapter also analyzes the Obama administration's economic globalization and concludes by comparing the liberal internationalism of Bush and Obama.

This essay considers the American reception of Khaled Hosseini's The Kite Runner in the context of the Bush administration's global war on terrorism by examining the customer reviews of the novel posted on Amazon. As many of the responses indicate, identification serves as a paradoxical means of negotiating with fictional representations of foreignness. The intense and painful empathy inspired by The Kite Runner serves a valorizing function for American readers, strengthening their sense of their own humanity—an effect that resists strict political categorization. Hosseini's ambivalent conception of what it means to be human, I argue, supports a diversity of competing attitudes toward the United States' military intervention in the Middle East and central Asia, while simultaneously catering to fantasies of escape from ideological and cultural divisions altogether.

This chapter describes the timing and motivations of the USSR's promotion of atheist doctrine. At the outset, it seems, the Soviets expected Orthodoxy to wither away, invalidated by rational argument and the regime's own record of socialist achievement. This did not happen, but Soviet officialdom did not take full cognizance of the fact until the 1950s and 1960s at the height of the Cold War. Then it was that the Soviet Union's confrontation with the West came to be recast in religious terms as an epic battle between atheist communism on the one hand and on the other that self-styled standard-bearer of the Judeo-Christian tradition, the United States. So, here indeed, in Soviet atheism, is a secular church militant—doctrinally armed, fortified by the concentrated power of the modern state, and, as many believed, with the wind of history at its back. It speaks the language of liberation, but what it delivers is something much darker. The chapter then considers the place of ritual in the Soviet secularist project.

Undivided India contributed to the First World War more than one million men who served in places as diverse as France, Mesopotamia and East Africa and forged a remarkable range of encounters across the lines of race, religion and nationality. This essay investigates the fraught inner histories of these encounters – their affective, experiential and representational structures – through a range of archival, historical and literary material, as produced by Indian combatant and civilian writers, including Mulk Raj Anand and Rabindranath Tagore. Focusing on three kinds of encounters – behind the battlefield of the Western Front, in a hospital in Mesopotamia, and a series of wartime lectures delivered in the United States – it reflects on the role of the ‘literary’ in such cross-cultural encounters and their representations, and how such moments and processes at once expand our understandings of a more ‘global’ war and put pressure on conventional understandings of ideas of ‘modernity’ and ‘cosmopolitanism’.

This chapter examines the idea of the Continental State in a common-law context, by focusing in particular on the American state. Building on some very recent historical and theoretical work on the American state, the chapter explores the conscious effort of the United States to create a modern state based loosely on the Continental model. It argues that American ideas and institutions were not created in isolation. Rather, from the beginning, American intellectuals, jurists, and state reformers engaged in an extended trans-Atlantic dialogue concerning matters of politics, law, and statecraft. This was especially true of the period that experienced the most extensive transformations in American governance and statecraft — the late nineteenth and early twentieth centuries. Accordingly, this chapter takes a close look at the American tradition of law and state building in this formative era — from 1866 to 1932.

From the 1830s to the 1930s, elites across the United States increasingly privatized executions and standardized execution protocols. These changes reflected and reinforced a more bureaucratic image of the state as an abstract entity run by professionals operating in rule-bound roles rather than particular actors governing in an unsystematic way. After this period of change, the aesthetics of the execution ceremony had so thoroughly changed that the death penalty had the potential to inspire critiques of the modern state as cold, detached, and callous. It rarely did, however. Changes to state killing threatened to diminish the recognition of human dignity in the nation's execution chambers were countered by melodramatic popular renderings of executions that preserved their sacred, traditional character. Toward the end of this period of change, from 1915 to 1940, playwrights, screenwriters, and journalists maintained executions as events in which the humanity of the state that killed and the condemned who died was constantly foregrounded, even as execution modes and protocols became rationalized and machine-like. Reflecting this ethos, images of condemned men in the nation's collective imagination became disproportionately white.
