The Political Bases of Citizen Contacting: A Cross-National Analysis

This article examines a mode of political participation that frequently has been overlooked—individual efforts to obtain assistance from government officials. Using the seven-nation data set of Verba, Nie, and Kim, we develop and empirically evaluate alternatiave models of citizen contacting. Our first model draws on variations in the distribution of social and economic resources to explain the likelihood of contacting. The second focuses on differences in political ties to locate those most likely to contact government officials. We find greater support for the political ties model. Persons active in political parties and election campaigns are the most likely to engage in citizen contacting. Without political ties, few poor or uneducated persons would ask officials for assistance. We conclude by noting the more general theoretical and normative implications of our study.

This chapter summarizes the results of this study: changes in social structure and participation patterns are increasing social-status-based inequality in political participation. Those with higher educational levels, incomes, or occupation have greater political voice, while lower-status individuals are less politically involved. Moreover, the politically rich are getting richer, and the politically poor are getting poorer. The chapter then discusses the implications of these results. The chapter considers claims that participation erodes governance and some form of epistocracy (rule by the knowledgeable) is preferable. Cross-national analysis shows that well-governed democracies have high levels of citizen participation, including both conventional and contentious forms of action. In addition, the size of the SES participation gap is negatively related to good governance. The conclusion discusses ways that democracies might narrow the participation gap and give voice to those citizens who need government support.

The purpose of this study is to find out how the affirmative action of political parties in encouraging women’s political participation in Sumenep Regency. This study uses descriptive qualitative research with data collection procedures in the form of interviews, observation and documentation. Data validation techniques used are source triangulation techniques in the form of person and paper. The results show that the efforts made by political parties of Sumenep Regency in building women’s political participation include, 1) parties taking an internal/personal approach; 2) programmatic, structured and continuous development of the political model of female cadres; 3) hold meetings at times that are possible to be attended by female cadres and times that are not too preoccupied with household needs.

This chapter introduces the core questions the book seeks to answer. What explains the political participation of poor people? What changed during the past two decades to enable such widespread participation by poor people? How have some Latin American democracies reduced gaps in participation across income and wealth groups? What role does clientelism play in mobilizing the poor? Despite persistently high poverty rates and high economic inequality, poor people in Latin America participate in politics at very high levels. This chapter lays out this puzzle and introduces the main argument of the book: that civil society organization, political parties, and competitive elections have an enormous impact on whether or not poor people turn out to vote, protest, and contact government officials. This chapter also briefly summarizes the research design and plan of the rest of the book.

An important dimension of party positioning remains largely unexamined—that is, the clarity with which parties present policies to the electorate. Moreover, the effects of private campaign contributions on party positions are also vastly understudied. We address these gaps using a unique new data set on private contributions to political parties in eight Organisation for Economic Co-operation and Development (OECD) countries from the early 1990s to the present. We argue that parties are incentivized to present increasingly ambiguous, or broad appeal, policy positions as a result of increased private campaign contributions. Broad appeal campaigns allow parties to appease their donors with more extreme policy preferences while maintaining the support of their more moderate base supporters. We find support for this argument and show that increasing donations are associated with increased policy ambiguity. Using new data, this article is the first to examine an important connection between political finance and party positioning on a cross-national and time-series basis.

How active are the local branches of political parties on social media? Do such parties use social media on the training ground of democracy? This study answers these questions using a comprehensive data set consisting of big data and data from surveys. It identifies political parties’ key reasons for using social media by developing and examining a complex explanatory model, the results of which reveal that the majority of parties’ district offices are active on social media, for example on WhatsApp, Twitter and YouTube in addition to Facebook. One key reason for them using social media sites is their desire to meet the expectations of their own party members. Furthermore, they appear to use social media in their election campaigns and because of their general distrust of the conventional media’s reporting. What is noticeable is that the local divisions of the AfD in particular seem to be extremely successful in using social media.

Political folk wisdom has long suggested that the electoral fortunes of left-of-centre political parties are affected by the rate of turnout. As is so often the case, the conventional wisdom has yet to be subjected to wide empirical scrutiny. In this Note, we attempt such an examination in the context of national elections in industrial democracies.
