Teaching with Inter-Nation Simulation and Case Studies

“Simulation” and “case studies” are supplementary teaching aids available for university courses in political science and international relations. The newer technique, simulation, has been used at several universities to augment instruction in international relations, foreign policy making, national security policy, urban politics, and political parties and elections. In fields other than political science, similar techniques abound. The number of business games or simulations exceeds 100, and less numerous games exist for educational administration, legislatures, career choices, and diplomacy, to name a few. Case studies also supplement a wide range of politics courses, including introduction to American government, public administration, party organization, legislative processes, and public law. The case method is the hallmark of schools of law and schools of business, and it is now emulated in teaching the history of science and in training in research methodology in sociology.Different types of simulations and cases and their uses have been described and discussed elsewhere. Evaluation of games and cases as supplementary instructional aids has almost invariably been impressionistic. The consumers of these teaching methods have reported their personal experiences with them and have advanced claims for and criticisms of them, but they have undertaken little empirical research to determine whether the claims for particular simulations or cases are valid or to compare the actual effects of alternative methods. Moreover, the Ford Foundation expended thousands of dollars to induce business schools to try business games, but their investment in evaluating the success or failure of this innovation extended to convening a conference to discuss the subject, not to carrying out research on it.

Abstract How do formal international institutions change and adjust to new circumstances? The conventional wisdom in international relations, outlined by rational design, is that the answer lies in designed flexibility, which allows states to adjust agreements. Drawing on rich but disparate literatures across subfields of political science—especially constructivism and historical institutionalism—we propose an alternative, which we call “emergent flexibility.” Emergent flexibility is a property of international institutions that is not intentionally crafted by rule-makers when a rule is formally established, but is subsequently discovered, activated, and accessed by creative rule-users in ways unintended by designers. Rich case studies trace how rule-users have accessed emergent flexibility through the legal interpretive strategy of subsequent practice to change rigid rules of the UN Charter and the European Convention on Human Rights. A key implication of emergent flexibility is that, contrary to rational design expectations, international institutions designed to be rigid can adjust to unforeseen circumstances even in the absence of formal redesign, allowing cooperation to continue. The broadening of flexibility from designed to emergent reveals the politics of flexibility between formal design moments, provides a more nuanced notion of intentionality, and equips us to better address fundamental positive and normative questions of institutional development.

Security issues have always been one of the main points of interest of all states. Scientifically, this issue can be researched using a wide range of perspectives. Security studies use much from the general theory of international relations. The field uses theoretical paradigms and concrete methods of research. In this article, a wide approach to the issue of security and security policy is presented. In accordance with the theoretical-methodological foundation of realist and liberal theories, this article inquires in what way research concerning the issues of security and security policy of contemporary states can be conducted.


The Oxford Handbook of French Politics provides a comprehensive and comparative overview of political science research on France. The volume brings together established and emerging scholars who specialize in the study of France to reflect on the evolution of the French political system through the lens of political science. The Handbook is organized into three sections: the first sectionidentifies foundational concepts for the French case, including chapters on republicanism and social welfare; the second focuses on thematic large-scale processes, such as identity, governance, and globalization; and the third section examines a wide range of issues relating to substantive politics and policy, among which are chapters on political representation, political culture, social movements, economic policy, gender policy, and defense and security policy. Throughout the volume contributors aim to place France in comparative perspective. To what extent have scholars integrated international and comparative work in their study of France? Has scholarship on France shaped the study of political life outside France? To help answer these questions contributors systematically provide a state-of-the-art review both of the comparative scholarly literature on their topic as well as the work on France. From this basis they also provide suggestions as to how the study of French and comparative politics might move forward in the coming years. In these ways, the Oxford Handbook of French Politics will be highly attractive both to scholars of France and also to scholars of comparative politics and political science more generally.

Lewis Fry Richardson (1881–1953) was one of the most original thinkers ever to apply their minds to the study of war and its causes. In a strict sense he was an amateur in that he held no position of profit dedicated to the pursuit of these researches. He was always employed to do something else and did the research at week-ends and in his retirement. He never taught in the field or anything close to it. Nevertheless he was a prolific publisher on a very wide range of topics, as the two volumes of his collected papers published by Cambridge University Press testify, though his work rarely reached the international relations or political science community at the time. It was after his death that his work had its impact.

Out of all the departments of political sciences in Russia - the Department at MGIMO-University is probably the oldest one. In fact it is very young. While MGIMO-University is celebrating its 70th anniversary the Department of Political Sciences turns 15. Despite the fact that political analyst is a relatively new profession in Russia, it acquired a legal standing only in the 1990s, the political science school at MGIMO-University is almost as old as the university itself. Unlike many other universities, focused on the training teachers of political science or campaign managers MGIMO-University has developed its own unique political science school of "full cycle", where students grow into political sciences from a zero level up to the highest qualifications as teachers and researchers, and campaign managers, consultants and practitioners. The uniqueness of the school of political science at MGIMO-University allows its institutional incarnation -the Department of Political Science - to offer prospective studentsa training in a wide range of popular specialties and specializations, while ensuring a deep theoretical and practical basis of the training. Studying at MGIMO-University traditionally includes enhanced linguistic component (at least two foreign languages). For students of international relations and political science learning foreign languages is particularly important.It allows not only to communicate, but also to produce expertise and knowledge in foreign languages.

While resistance to international courts is not new, what is new, or at least newly conceptualized, is the politics of backlash against these institutions. Saving the International Justice Regime: Beyond Backlash against International Courts is at the forefront of this new conceptualization of backlash politics. It brings together theories, concepts and methods from the fields of international law, international relations, human rights and political science and case studies from around the globe to pose - and answer - three questions related to backlash against international courts: What is backlash and what forms does it take? Why do states and elites engage in backlash against international human rights and criminal courts? What can stakeholders and supporters of international justice do to meet these contemporary challenges?
