Maintaining high-level production and employment is widely recognized today as a desirable objective of government policy. Those who oppose the government's accepting express responsibility for the achievement of this objective insist that government in a free-enterprise economy is not equipped to live up to such a responsibility. Criticism comes from two sides. Protagonists of a laissez-faire economy fear that a government pledged to assure full employment will be driven into more and more planning and regimentation. Protagonists of a planned economy, on the other hand, insist that any attempt to solve the problem of full employment within the framework of free enterprise will be futile. They fear that such an effort will only delay the transition to a planned economy, which they believe is the only final solution of our economic and social problems. Both kinds of critics maintain that the technical requirements of a policy designed to maintain full employment are incompatible with a free-enterprise economy.What, then, are the technical requirements of a policy of full employment? Is the government equipped, or can it be equipped, to do the job without paying the price of adopting a regimented economy? Perhaps those who speak of full employment in a free-enterprise economy are driven into the same dilemma in which the oldster found himself when telling his grandchild about the alligator chasing the frog. The frog jumped from the log into the river, swam through the river, hopped on land—the alligator coming closer and closer. When the alligator finally cornered the frog under a tree and opened his mouth to swallow him, things were getting desperate for both frog and story-teller. The old man knew only one solution: “The frog looked up and Baw the tree and just as the ‘gator's jaws were closing down, the frog flew up into the tree.” “But Grandpa,” said the little boy, “frogs can't fly.” “‘Deed they cain't, Son, ‘deed they cain't,” was the answer, “but this frog flew … he had to.”

E-government began by addressing the challenges of new technologies by delivering e-services to its citizens and has since evolved to include a growing number of areas, such as citizen communication, macroeconomic projections, budget management, and e-healthcare services. E-government is known as the use of information technology to provide administrative services, communication transactions, information exchange, integration of various electronic systems, and autonomous services between the government and citizens, the government and business environment, and the government and government. This paper discusses the role of E-government policy in healthcare crises during COVID 19. Data collected from 435 employees in the tourism industry of Iraq was used to verify the abovementioned relationships via SPSS macro. The results indicate that E-government policy has a significant effect on healthcare crises; job insecurity negatively predicted healthcare crises. The results revealed that social support moderated the relationship between E-government policy and job insecurity. Results of the study contributed to the theory within this study by demonstrating that employees who enjoy a high level of social support show less job insecurity than those with a low level of social support.

In this country, we are in general agreement that high-level production and employment should be sought for in the framework of a private-enterprise economy. This is specifically acknowledged in the “Full Employment Act” now before Congress, which said in its earliest version under Sec. 2(a): “It is the policy of the United States to foster free competitive enterprise and the investment of private capital in trade and commerce and in the development of the natural resources of the United States.” Declarations to a similar effect are to be found in other parts of the bill.At the present writing, the bill is not yet law, and in what form it may emerge for final vote, if it does emerge, is not clear. There will doubtless be a considerable number of changes, some of them important, but it is not probable that major dependence will be asserted on anything except private enterprise. This position is not merely that reflected in the pending legislation. It accords also with the belief and practice of an overwhelming majority of the people of the country, as is evidenced by political action and by popular polls. Thus we face no practical necessity for defending private enterprise as compared with other forms of economic and political organization.

<p align="justify">Our findings evidenced that the poverty level of disabled people is remain to be high despite the government policy regarding poverty and disability. Usually, not only disabled people but households with disabled individuals have high level of poverty. If one of the households members is disabled, the probability for household to be in the group with the income below poverty line increases dramatically. It is because majority of disabled people (in employable and childhood age groups) are members of households with three and more members. Households with one or two members have lower level of poverty than households with three and more members, particularly, in comparison with households with disabled persons. The probability to be in the group with income below poverty line is 30% for disabled people in employable age from households with three and more members. Often, households with four members have children that increase the probability to be in the group with income below poverty line. The data derived from surveys is shown that the main disadvantage of Russian government policy related to social care for disabled people is almost fully neglecting specific needs of different disabled groups. Existed payments are oriented to individual recipients of social support rather than whole households. </font>

This study aims to determine the perceptions and responses of Islamic Religious Education teachers to educational policies during the COVID-19 pandemic. The results of this study provide an overview of technical policy making in educational units. Government policy towards the implementation of Islamic education raises pros and cons in society. This study shows that Islamic religious education teachers in public schools and colleges have different responses to online learning. 70% of Islamic Religious Education teachers said that they agreed with government policies in an effort to tackle the COVID-19 pandemic. However, 24% of them said that this policy seemed forced on all sectors of education. The interesting thing revealed in this study is that Islamic Religious Education teachers have a high level of optimism towards the government regarding overcoming the COVID-19 pandemic in Indonesia. This study used a qualitative model with in-depth interviews with 9 Islamic Religious Education teachers at 4 schools of various levels. The article studies the system of pre-conditions that caused the onset of the uniat clergy’s movement towards Orthodoxy in the Russian Empire in the beginning of the 19th century. The author comes to the conclusion that the tendency of the uniat clergy going back to Orthodoxy was the result of certain historic conditions, such as: 1) constant changes in the government policy during the reign of Emperor Pavel I and Emperor Alexander I; 2) increasing latinization of the uniat church service after 1797 and Latin proselytism that were the result of the distrust of the uniats on the part of Roman curia and representatives of Polish Catholic Church of Latin church service; 3) ecclesiastical contradictions made at the Brest Church Union conclusion; 4) division of the uniat clergy into discordant groups and the increase of their opposition to each other on the issue of latinization in the first decades of the 19th century. The combination of those conditions was a unique phenomenon that never repeated itself anywhere.

Palm oil industry in Indonesia has been growing rapidly. But, unfortunately the growth is only effective on upstream industry with low value products, such that potential downstream value added are not explored proportionally. The government is therefore in the process of developing an appropriate policy to strengthen the national palm oil downstream industry. This paper proposes that an approriate policy for developing palm oil downstream industry could be derived from the maps of value chain and existing technology capability of the industry. The result recommends that government policy should emphasize on the supply of raw materials, infrastructure and utilities, as well as developing the missing value chain industry, especially ethoxylation and sulfonation.

Penelitian ini bertujuan untuk mengkaji daya saing komoditi kakao di Sulawesi Tengah dan melihat peran pemerintah dalam meningkatkan daya saing komoditi kakao. Data primer berasal dari observasi, wawancara dan kuesioner, sementara data sekunder berasal dari instansi terkait. Metode analisis menggunakan Policy Analysis Matrix (PAM) dan analisis sensitivitas. Penelitian ini menemukan bahwa nilai PCR Kabupaten Parigi Moutong 0,589 dan Kabupaten Sigi 0,396. Sedangkan nilai DRC Kabupaten Parigi Moutong 0,387 dan Kabupaten Sigi 0,319. Hal tersebut mengindikasikan bahwa usahatani komoditi kakao di Sulawesi Tengah memiliki daya saing, namun tidak menguntungkan secara ekonomi karena Sulawesi Tengah menghasilkan biji kakao yang tidak difermentasi akibatnya petani menerima harga rendah. Berdasarkan hasil analisis, pemerintah belum memberikan proteksi terhadap harga biji kakao dalam negeri melalui harga referensi biji kakao sehingga harga biji kakao didaerah penelitian masih tergolong rendah jika dibandingkan dengan harga di pasar internasional. Sementara terhadap input, pemerintah telah memberikan kebijakan subsidi kepada petani, namun implementasinya masih perlu perbaikan terutama terkait penyaluran dan pengelolaan bantuan agar merata. Kajian ini merekomendasikan masih diperlukan kebijakan pemerintah baik terhadap input maupun output untuk meningkatkan produktivitas, menurunkan biaya produksi dan menaikkan harga jual biji kakao, sehingga dapat meningkatkan daya saing biji kakao. The purpose of this study is to assess the competitiveness of cocoa in Central Sulawesi and to investigate the role of government in improving the competitiveness of cocoa. The primary data were generated through observation, interviews and some questionnaires. The secondary data were obtained from the agency or the institution related to the research. This study uses the Policy Analysis Matrix (PAM) and sensitivity analysis. The study found that the PCR value for Parigi Moutong district was 0.589 and Sigi district was 0.396. While, the DRC value for Parigi Moutong district was 0.387 and Sigi district was 0.319. This indicates that cocoa beans farming in Central Sulawesi has competitiveness, but not economically beneficial because Central Sulawesi produces unfermented cocoa beans consequently farmers receive low prices. Based on the results of the government's impact on output analysis, the government did not provide protection for domestic cocoa seed prices through the reference price of cocoa beans, consequently the price of domestic cocoa beans, particularly in the research area, was relatively low compared to the price of cocoa beans at the international market. Seen from the government policy on inputs, the government have provided subsidies to farmers but they need to improve the distribution and management of aid to be evenly distributed. It is necessary to set up good government policy on inputs and outputs in order to increase cocoa seed productivity, decrease production cost and increase the price which simultaneously can improve its competitiveness in the research location.

The aim of this study is to investigate the factors influencing the entrepreneurial success of rural women entrepreneurs in Bangladesh. Non-probability sampling specifically convenience sampling is used to draw the sample and data is collected using the self-administered survey. Regression analysis and descriptive statistics are used to analyze the data. The study discloses that motivational factors, government policy and financial support have significant influence on the rural women entrepreneurial success in Bangladesh. Due to lack of suitable training and proper development as well as ICT knowledge, the rural women of Bangladesh could not accomplish the achievement. Half of the total populations of Bangladesh are female and most of them live in rural areas. Therefore, the government and the policymakers in Bangladesh should develop the potential of rural women entrepreneurs by providing development facilities, proper training, and ICT knowledge.

The ideological struggle deployed between the Syrian opposition groups and the government during the first year of the Syrian popular uprising is examined in this paper. Force alone was not enough for the regime to crush the revolt, at least during its first twelve months, while protesters were unable to bring down the government. The battle for cultural hegemony had to be won by one of the two sides. Protesters and the regime alike had to deploy their discourses along frames that resonated with the values, hopes and fears of Syrians. The effectiveness of the regime in securing the support of large sections of urban dwellers and its systematic violent repression led to frustration on the part of demonstrators, who ended up supporting at least morally the armed struggle. A stalemate was reached. This led to divergent framing activity within the opposition, which in turn led to its division.Spanish El artículo examina la lucha ideológica que se dio entre los grupos sirios de oposición y el gobierno durante el primer año del levantamiento popular en Siria. Durante los primeros 12 meses a partir de marzo de 2011, al régimen no le bastó con la fuerza bruta para aplastar la revuelta, aunque los manifestantes tampoco lograron tumbar al gobierno. Se dio un combate por la hegemonía cultural y uno de los bandos necesitaba ganarla. Tanto los opositores como el régimen frasearon sus discursos alrededor de aristas conceptuales (frames) en armonía con los valores, esperanzas y temores de la población siria. La e ficacia del régimen en obtener el apoyo de amplios sectores de los habitantes de las principales ciudades y la represión violenta sistemática condujeron a un sentimiento de frustración entre los manifestantes, que terminaron ofreciendo un apoyo al menos moral a la lucha armada. Se llegó a un impasse. Esto a su vez llevó a que diferentes grupos de oposición reconstruyeran su discurso en torno de aristas distintas, lo que generó división.French L'article étudie la lu e idéologique menée entre les groupes d'opposition et le gouvernement pendant la première année du soulèvement populaire en Syrie. Pendant les douze premiers mois, à dater du mois de mars de 2011, la force brute n'a pas suffiau régime pour écraser le mouvement, bien que les manifestants à leur tour n'aient pas réussi à faire tomber le gouvernement. Une lu e pour l'hégémonie culturelle s'est développée et un des deux côtés devait la gagner. L'opposition ainsi que le régime ont encadré (frame) leurs discours de sorte à qu'ils parlent aux valeurs, espoirs et peurs des syriens. Le succès du régime à gagner l'appui (ou le recul) de grands secteurs de la population des villes principales et la répression violente systématique ont produit un sentiment de frustration parmi les manifestants, qui ont fini par soutenir la lu e armée au moins moralement. La situation est arrivée à une impasse. Dans cet état, différents groupes d'opposition ont reformulé leurs discours au tour d'encadrements divergents, ce qui a mené à leur division.
