Mr. W. F. Willoughby, in his Principles of Public Administration, holds that “the function of direction, supervision, and control of the administrative activities of the government resides in the legislative branch of the government.” More specifically, he states that, “in the case of our national government at least, Congress is the source of all administrative authority.” It may be suggested however, that an examination of existing systems of government shows a large amount of variation in this respect, and that three main systems may be recognized.These three main systems may be noted in private as well as in public administration. In undertakings managed directly by a single person, he at the same time is the organizer of the business and conducts its operation. This may be called an autochthonous administration. In collective groups, or societies, a distinction appears between the determination of general policies by the group or society (or by a general committee) and the actual management by the officers or agencies set up by the central group for certain purposes.

This study aims to answer the problem of construct and control of the state land by various parties to acquire the property. Structurally scholars of jurisprudence establishof three procedures, such as identification, turn and obtain approval from the government to acquire the property. While the provisions of the National Agrarian Land Legislation of Indonesia set-up of property rights happen in three ways; the determination of the government, the provision of conversion  and based on customary law. These requirements include the identification of former state land and wastelands and conditions, cultivation way, and obtaining permission from the government. While distinctive occur in terms designation and use of land in the Treasury Office into the absolute requirement for bookkeeping administrative enforcement of land rights. While the jurisprudence is not required certain types of plants or buildings in the enforcement of land rights administration books. While in general terms there should be plants and buildings as well as the limits of the fence is needed as a requirement in jurisprudence. While at the acreage requirement in the Treasury Office required two hectares per household, is an important requirement for the Treasury Office, because they want to regulate the distribution and people's livelihood of farmers` equalization.

Land is a form of gift given by God, but human has given brain to think the challenges of live like the land problems, so that the government tries to regulate it properly. The problems in this thesis are: 1) How to regulate ownership of agricultural land rights that exceeds the maximum limit based on Act No. 56 (Prp) of 1960 concerning the Determination of Agricultural Land Areas? 2) How is the action taken by the Land Office towards ownership of agricultural land rights that exceeds the maximum limit? The method used is juridical empirical, with descriptive analytical specifications. The method used in this research is an empirical juridical approach. The results of this study are: (1) The regulation of ownership of agricultural land rights that exceeds the maximum limit is based on Act No. 56 (Prp) of 1960, namely that the provisions regarding land restrictions state that the application for ownership rights as referred to in Article 4 paragraph 1 of Act No. 56 (Prp) 1960 was limited to a maximum land area of 2000 m2. 2) The steps of the Land Office in implementing Act No. 56 (Prp) of 1960, namely the need for a concept of supervision and control over control of land rights, given the various problems that often arise such as in land registration activities.

In 1989, 96 Liverpool Football Club supporters were killed at the Hillsborough Stadium in Sheffield. It was the biggest sporting disaster in British football. The original inquests returned a verdict of ‘accidental death’. For over 20 years the families of the 96 and the survivors campaigned against this verdict. In 2010 the government set up an Independent Panel with myself as its Chair. Its remit after consultation with the families and survivors was to access and analyse all the documents related to the disaster and its aftermath and to write a report to add to public understanding. The Panel’s Report was published in 2012 and led to the quashing of the original verdicts and the setting up of fresh inquests. After two years and the longest inquests in British legal history, the jury gave its determination of ‘unlawful killing’. Here I reflect theologically on the public and pastoral role of the Church of England and its mission to wider society.

The spirit of reform encourages the State Civil Apparatus to carry out renewal and improvement of the system in the development, improvement and service of the community in order to encourage the community and support the implementation of good governance in public administration. Supervision carried out by. The Government, has determined the Functional Position of Auditors who have the scope, duties, responsibilities, and authority to carry out internal supervision on government agencies, institutions or other parties in it. For this reason, this research has two problems. First, how is the role of JFA in improving the performance of bureaucrats in the Central Java Province Inspectorate. Second. What obstacles were encountered by JFA in the supervision process of the performance of Bureaucrats in the Central Java Province Inspectorate. This problem was examined using a sociological juridical approach. In the sociological juridical approach, law as law in action is described as an empirical social phenomenon. The results of this study confirm that: First, there are 2 (two) roles of JFA in improving the performance of bureaucrats in the Central Java Province Inspectorate, namely: Improving the system of internal supervision and control, and improving the quality and professionalism of resources. Secondly, there were several factors encountered by JFA in the supervision process of the performance of bureaucrats in the Central Java Province Inspectorate that had to be immediately corrected to support good governance in public administration.

Abstract The presence of land controlled and / or owned by either existing rights above the ground and based on the new land acquisition in some places there are still many in limbo. Seeing the reality of the field on the wastelands, he made government regulation and government last issued Government Regulation No. 11 Year 2010 on Land Reform and Control of Neglected. Based on this background, the problem is formulated, what basic criteria for establishing a right to the top of the ground as the object of regulating the wastelands, who preferred to get right to the land above the ground of the former wastelands, this research was normative approach legislation conceptual and legal materials. The results showed that the controlling authority is the authority wastelands legacy which the Government (President) delegate to the National Land Agency of the Republic of Indonesia. The mechanism through penertibannya stages: (1) an inventory of land rights or land tenure policies that indicated displaced (2) identification and study of land indicated displaced (3) warning against the rights holder (4) Determination of wastelands. In many states, the implementation of the principles of open government is defined as the current common trend and political challenge since it includes the procedure of administrative reform, revising the regulations for public officials for better trust between the government and society. Pursuing the mechanism of open government, states adopt national plans, introduce specialized bodies, although often the process of implementing the principles of public administration and control over this process is entrusted directly to the bodies — participants in the experiment. At the same time, ombudsman institutions, which are represented in many countries, has all the initial prerequisites to play an essential role in the open government. The mission that ombudsmen can complete in open government is twofold. On the one hand, as an institutional entity within the state, ombudsman can apply all the principles of open government in his activities, which as close as possible to the philosophy of the principles of openness, transparency, accountability. In this case, ombudsman can serve as a testing ground or an example of the successful implementation of principles for other bodies in the state. On the other hand, ombudsman, by virtue of their direct powers, is entitled to monitor problems in public administration and participate in the implementation of administrative reform. The article describes the foreign practices of involving ombudsmen in open government process.

Abstract The determination of critical point curves for accelerators is of value in ascertaining their scorching tendencies. Also, the index number, defined as that increment of time at which the set-up crosses the 140 mm. “height of column” ordinate, is of value in comparing the scorching qualities of various accelerators. For accurate work the cures on the accelerators compared should be balanced at the temperature of use, and control obscuration readings should be fairly close together in their value. Stocks should be milled in as nearly the same manner as possible. For the complete history of an accelerator's behavior, critical point determinations should be made at at least two and perhaps three, temperatures, one corresponding to the milling temperature, another to the warm storing temperature of stock after it has left the mill or calender, and a third to room temperature, although the experimental results on the last named are not complete at this time. If these determinations are made, the scorching tendencies of an accelerator under actual factory use can be predicted with accuracy.

The government at Nanking set up in April, 1927, by the Kuomintang (Nationalist party), in promulgating an “organic act” on October 4, 1928, took the title “national government.” On the seventeenth anniversary of the outbreak of the Republican revolution, October 10, 1928, the system of government provided for by the act was inaugurated. The act was drafted by the law codification bureau at Nanking and revised by a committee composed of Wang Chung-hui, deputy judge of the Permanent Court of International Justice, Hu Han-min, and Tai Chi-t'ao.Since November, 1924, when, upon the ousting of President T'sao K'un, the “permanent” constitution adopted a year before was suspended, China has been without a fundamental instrument of government. The four intervening years, like the eight which preceded them, have been filled with interregional warfare. At Peking a provisional president, Tuan Ch'i-jui, was followed by a dictator, Chang Tso-lin. Elsewhere, regional capitals exercised the actual powers of government. From Canton in May, 1926, was initiated a campaign to bring all China under Kuomintang authority. The success of the campaign enabled the Nationalists to establish a government which received recognition by the United States on July 25, 1928, and has since been recognized by every state having important relations with the country. Japan has extended recognition of the government as de facto only.

(In their article “Can a Holding Company be an Effectiye Buffer for Government Enterprise?” (Vikalpa, July-September 1988), K R S Murthy and N C B Nath argued that the holding companies for public enterprises set up by the Government of India, so far, had been unable to buffer the operating units from governmental planning and control. Agreeing with their thesis, Ramaswamy R Iyer says that no , holding company in the real sense of the term has been tried in the Indian public sector. S V S Raghavan points out that the Arjun Sengupta Commi'ttee had envisaged a new concept of the holding company that involved new norms for government planning and control. He elaborates on that concept and provides the rationale for the recommendation-Ed.)

Background: The 550th Birth Anniversary (Parkash Utsav) celebrations of Shri Guru Nanak Dev Ji, the first Sikh Guru, was celebrated with great devotion and fervor at Sultanpur Lodhi, Punjab, India, from November 1 to 14, 2019. The authors aimed to shed light on the planning and management of the event and the factors that led to its success. Methods: The researchers conducted key informant interviews with authority figures, resource mapping, and observations. The researchers focused on the event’s medical lounge. Open-ended questions were asked to gather information regarding various measures taken to organize and execute the event. The data were entered and analyzed using Microsoft Excel 7.0 and SPSS 20.0 (Trial version).Results: About three million people attended the Parkash Utsav 550 celebrations. Three tent cities were set up in Sultanpur Lodhi with the consideration for incoming road traffic. The state government deployed 820 medical personnel, including 150 doctors, 470 paramedics, and 200 volunteers. A total of 19,521 patients were seen in the outpatient department of the Medical Lounge. The government made sufficient arrangements for various services, such as drinking water, langar (or community kitchens), sanitation, and security. Approximately 37 langar halls were constructed in the town to provide healthy food to the devotees. An integrated command and control center was set up for surveillance and monitoring. For the convenience of the devotees, 1,908 toilets, 1,476 urinals, and 132 bathing units were installed. The District Administration of Kapurthala launched an event-specific mobile application, “Parkash Utsav 550,” for the use of pilgrims as well as government officials. No stampedes, outbreaks, and fire incidents were reported.Conclusions: Parkash Utsav 550 was successfully celebrated. Studying the Parkash Utsav 550 presented a unique opportunity to generate an evidence base for the development of solutions and recommendations for the prevention, management, and control of infectious diseases, stampedes, and fire incidents during mass gatherings. In-depth studies of the Parkash Utsav in the future are required to produce evidence for context-specific measures for addressing the complex health challenges of mass gatherings.
