In early May, 1-m sections of trembling aspen (Populus tremuloides Michx.) roots in a forest cutblock were carefully exposed and examined for damage. Undamaged roots were subjected to one of three wounding treatments (scrape, sever, or uninjured control) and were then reburied to either the full normal organic layer depth or to one third of the normal depth. Following one growing season, the roots were reexposed and assessed for aspen sucker numbers and growth rates. Results indicate that injured roots produced suckers nearly twice as often as uninjured roots. Further, injured roots produced more suckers per root, and these suckers were taller and had greater leaf area. Roots buried under shallow organic layers also generated more suckers, regardless of injury type. The side of injury (distal or proximal) did not affect any of the measured variables. The present study suggests that moderate wounding of aspen roots increases initial sucker numbers and growth rates.Key words: trembling aspen, root sucker, root injury, regeneration.

An experimental burn in conjunction with a seed-tree system was successful in regenerating jack pine (Pinus banksiana Lamb.) on a fresh to somewhat moist upland, loamy till, cutover site in central Saskatchewan. About 20 well-formed, uniformly spaced seed trees per hectare were left standing during timber harvest. The ignition of logging slash was carried out under preselected weather and fuel conditions so that favorable seedbeds and adequate seed dispersal from the seed trees were produced. Four growing seasons after burning, jack pine stocking by 4-m2 quadrats was 90% with 12 195 seedlings/ha. Aspen (Populus tremuloides Michx.), to a lesser degree black spruce (Picea mariana [Mill.] B.S.P.), and other companion tree species also regenerated with the pine. Various seedbed and regeneration characteristics as well as height growth rates are discussed. Abstract Height, breast height diameter, and basal diameter growth responses of 7- to 12-year-old naturally regenerated eastern white pine (Pinus strobus L.) to partial release from juvenile (15-year-old) trembling and bigtooth aspen (Populus tremuloides Michx. and Populus grandidentata Michx.) and pathological pruning were monitored over four growing seasons. Pathological pruning is the removal of disease-infected branches before the disease can reach the stem or the removal of lower branches that are most susceptible to infection. Results indicated that seedling growth responses to release and pruning depended strongly on the height stratum to which a seedling belonged. Whereas growth rates of small white pine up to 190 cm tall were significantly reduced by increasing aspen densities and by pruning, growth rates of white pine taller than 190 cm were not significantly affected by either aspen density or pruning. Effects of pruning on small white pine were restricted to the first 2 years after release, after which growth rates were similar between pruned and unpruned individuals. This likely was due to natural crown recession of unpruned white pine, which brought crown lengths and crown ratios closer to those of pruned individuals. Besides affecting natural crown recession rates and growth of small unpruned white pines, release intensity also affected upper stratum aspen, which responded vigorously to release. Findings of this study suggest that early release from upper stratum juvenile aspen should enable the conversion of an aspen cover type to a mixture of aspen and white pine, but may have to be followed up by repeated interventions into the upper canopy stratum. It is, however, questionable if the expense of pruning to prevent blister-rust infections under a partial canopy is warranted. North. J. Appl. For. 22(1):27–34.

In unequal societies, the rich may benefit from shaping economic institutions in their favor. This paper analyzes the dynamics of institutional subversion by focusing on public protection of property rights. If this institution functions imperfectly, agents have incentives to invest in private protection of property rights. The ability to maintain private protection systems makes the rich natural opponents of public protection of property rights and precludes grass-roots demand to drive the development of the market-friendly institution. The economy becomes stuck in a bad equilibrium with low growth rates, high inequality of income, and wide-spread rent-seeking. The Russian oligarchs of the 1990s, who controlled large stakes of newly privatized property, provide motivation for this paper.

The paper applies multiregional CGE Economic Policy Projection and Analysis (EPPA) model to analyze major risks the Paris Agreement on climate change adopted in 2015 brings to Russia. The authors come to the conclusion that if parties of the Agreement meet their targets that were set for 2030 it may lead to the decrease of average annual GDP growth rates by 0.2-0.3 p. p. Stricter climate policies beyond this year would bring GDP growth rates reduction in2035-2050 by additional 0.5 p. p. If Russia doesn’t ratify Paris Agreement, these losses may increase. In order to mitigate these risks, diversification of Russian economy is required.

The problem of the Russian economy’s growth rates is considered in the article in the context of Russia’s backwardness regarding GDP per capita in comparison with the developed countries. The author stresses the urgency of modernization of the real sector of the economy and the recovery of the country’s human capital. For reaching these goals short- or mid-term programs are not sufficient. Economic policy needs a long-term (15-20 years) strategy, otherwise Russia will be condemned to economic inertia and multiplying structural disproportions.

The transition of the Russian economy from plan to market is considered at a qualitative level. The analysis of economic dynamics in the transformation paradigm is conducted. The main stages of the transition process are discussed. Bonuses and costs due to the transition to market economy are considered. The reasons for the outstripping growth of well-being as compared to the growth of output are discussed. The signs of exhaustion of the potential of factors ensuring an abnormally high rate of recovery and accompanying welfare growth are discussed. The conclusion is made that the transformational recovery has been completed. The Russian economy has moved to the stage of development with relatively low growth rates of output and welfare, typical for stable (nontransition) economies.
