Brown-Collar Jobs: Occupational Segregation and Earnings of Recent-Immigrant Latinos

I theorize immigrant employment as a case of occupational segregation and investigate earnings and segregation of recent-immigrant Latinos relative to native workers. Analyses of greater Los Angeles 1980 and 1990 Census 5% PUMS demonstrate increased marginalization of immigrant Latinos in “brown-collar” occupations (where Latino immigrants are vastly overrepresented among incumbents). During the 1980s earnings inequality grew between recent immigrants and native-born whites, blacks, and Latinos, even controlling for group differences in labor market characteristics. Yet pay inequality did not rise between whites and native minorities, suggesting deleterious processes particular to immigrant Latinos. Analyses of occupational dissimilarity demonstrate that native minorities are less segregated from immigrant Latinos than are whites; and segregation of recent-immigrant Latinos from native workers intensified in the 1980s, but segregation from earlier-immigrant co-ethnics remained fairly constant. A number of low-level occupations in Los Angeles are now clearly identifiable as brown collar.

Using data from special supplements to the Current Population Survey (CPS), the authors track the education and hourly earnings of recent male immigrants to the United States. In terms of these measures of labor market skills, the CPS data suggest that immigrants who came in the late 1980s were more skilled than those who arrived earlier in the decade. This pattern represents a break from the steady decline in immigrant skill levels observed in 1940–80 Census data. Despite the encouraging trend over the 1980s, however, the average skills of recent immigrants remain low by historical standards.

Understanding population characteristics and residential patterns of recent and long-standing older immigrants is important to ensure that settlement services are adequately supporting a diverse and vulnerable population. This research paper represents a pilot study to fill in the gap found in the already limited scholarship on the characterization, spatial distribution and in-group differences of older immigrants in the Toronto CMA. Firstly, it explores the nuanced differences in population composition of four ethnocultural-specific subgroups representing long-standing (Italian and Portuguese) and recent immigrants (Chinese and South Asian) and secondly, it identifies clusters of recent immigrants that are settling outside of the long-standing ethnocultural enclaves. Despite having higher rates of education than their long-standing counterparts, Chinese and South Asian are characterized by low income prevalence and lack of knowledge of an official language. Hence, determining the multilingual composition of the South Asian and Chinese subgroups can facilitate language-specific settlement services within recent older South Asian and Chinese immigrant clusters. This paper presents an overview of recent trends in U.S. earnings inequality with a focus on gender differences. Data from the 1980, 1990, and 2000 Censuses are used. Earnings and per capita household income inequality measures have risen from 1980 to 2000, both overall and among women and men separately. Theil index decompositions illustrate that within-gender inequality is rising. Simulations that treat women “more like men” in the labor market raise women’s earnings relative to men but also have the effect of increasing within-gender inequality for women.

This article examines the employment of undocumented workers by Los Angeles manufacturers of automobile parts. It suggests that this is part of a broad trend towards primary labor market erosion. The labor force is termed transitional because it is seen as facilitating firms during the current period of industrial change. Insight into the role of these workers is derived from eight case studies representing 926 workers. Regressions on the determinants of wages and the percent undocumented in the workplace are developed from 21 firms and 2,321 workers.

Two broad orientations have motivated scholarship on the relationship between immigration and labor market outcomes in the United States. The first, the supply-side perspective, often focuses on how immigration affects a variety of outcomes such as unemployment, casualization, and earnings inequality. The second, the demand-side perspective, generally contends that these labor market outcomes result mainly from economic restructuring that subsequently attracts immigrants to labor markets. Previous studies have often reached divergent conclusions due to differing assumptions about the direction of causality in these relationships. In this paper, we use three-stage least squares regression, a technique that allows for nonrecursive relationships, to adjudicate the direction of causality between immigration and labor market outcomes. Using 2010 data for 366 U.S. metropolitan statistical areas, we find support for the demand-side perspective, or that economic restructuring results in higher unemployment, casualization, and earnings inequality, which subsequently increases levels of immigration in metropolitan labor markets.
