The success of innovation activities of industrial enterprises to create product innovations depends on many factors. One of the main factors in this list is an objective assessment of their market prospects. This assessment can be carried out using the procedure of marketing testing, as it contains necessary methodological support and tools to determine the commercial prospects of product innovation at each stage of the innovation cycle. The effectiveness of marketing testing largely depends on how successfully organized this process in the enterprise, which actualizes the development of organizational and economic mechanism for managing marketing testing of market prospects for product innovations. This research is devoted to this question. The article presents the organizational and economic mechanism for managing marketing testing of market prospects of product innovations of industrial enterprises. The developed mechanism contains: subsystem of information support (internal and external information), target subsystem (tasks and purposes, criteria and principles of management of marketing testing), control subsystem (subjects which carry out management and functions which they carry out), the managed subsystem (divisions of the enterprise). Involved in marketing testing), providing a subsystem (methods and resources of management) and a subsystem of controlling the procedure of marketing testing of market prospects of product innovations. The mechanism also includes a subsystem of marketing testing, which consists of the author’s theoretical and methodological approaches to assessing the market prospects of product innovations at the stages of the innovation cycle of their development. It is based on the following approaches: theoretical and methodological approach to foresight research of future needs in product innovations; theoretical and methodological approach to the criterion base of evaluation and selection from a number of alternatives of innovative projects for the development of product innovations; theoretical and methodological approach to marketing testing and evaluation of market prospects of product innovations; theoretical and methodological approach to the diagnosis and strengthening of consumer capital of the enterprise; methodical approach, by which decisions are made on the readiness of product innovations to enter the market and complete the work on the procedure of marketing testing. The marketing testing mechanism contains the relationships between the subsystems (influence, coordination, and adjustment, feedback) to obtain an overall result. The result of the implementation of the proposed mechanism is tested for market success, developed product innovation, which is ready for commercialization, which is predicted to succeed, and the developer, thus, will receive all planned revenues and profits from its sale on the market. The conducted analysis is a future basis for the implementation of the developed organizational and economic testing mechanism in the practical activities of domestic innovative industrial enterprises.

The article provides a research survey in the area of innovation development and innovation process management. It offerstechno-policy model of information maintenance of innovation development. А соnсеpt is given related to industrial andadministrative-territorial information flows synthesis to form а common base of knowledge in the field of management andinnovation development. The growing use of new knowledge in a developed system of innovation processes has become thebasis for sustainable socio-economic development of countries that are entering the late industrial and post-industrial phases ofdevelopment. The analysis of current trends and the role of this new sector of the world economy, conducted by the authors,gives grounds for the following conclusions: – the results of scientific and technical (innovative) activities are one of the mainresources that determines the rate of economic growth of developed countries; – the role of the new sector in the distribution ofspheres of influence on the international markets of tangible assets (production volume and profit from their sale) is growing; –the role of the market of innovative products in the redistribution of price policy factors between industrialized countries andcountries exporting raw materials (through a system of world prices for raw materials and prices for products made usingknowledge-intensive and high technology). It is fundamentally important that the effectiveness of development in modern societyis achieved not only through the development of science and industry, but also by ensuring the entire innovation cycle, from theprocess of acquiring new knowledge, transferring it to productive sectors of the economy and ending with their use andimplementation. Since the use of new knowledge is usually carried out in order to obtain economically significant competitiveadvantages in the final product market, all stages of the innovation cycle are under the informational, organizational and financialinfluence of market factors.

The article presents the results of research on innovation activity based on the analysis of the directions of innovative development of Kazakhstan and suggests a set of measures, the implementation of which will allow building a connected system of measures for the formation of an innovative ecosystem. The main focus is given to improving the efficiency of innovation activities based on an institutional approach, which is aimed at the formation of a stable system of relationships between participants in the innovation cycle, each of which is individually interested in improving competitiveness based on the use of innovations. The formation of an innovation ecosystem also includes the development of two innovation clusters as the basis for the formation of a knowledge-based economy. Based on the analysis provided, we concluded that the organization of innovative infrastructure did not provide the required pace of innovative development of Kazakhstan for a number of reasons. To date, the Republic has successfully implemented state programs that aim to create conditions for the transition to the fourth industrial revolution. The focus on innovative development remains important and mandatory for achieving the goals set out in the program documents.

Eco-innovations have become a clear target of EU policy strategies. Consequently, measuring eco-innovation performance at the country level has become crucial to detect eco-innovation patterns and to design eco-innovation policy implementation. This paper focuses on EU small and medium enterprises (SMEs) with the aim to understand to what extent EU funding programmes influence barriers and drivers towards SMEs’ eco-innovation performance. A correlation analysis between data from Eco-Innovation Scoreboard index and competitiveness and innovation framework programme/Entrepreneurship and innovation programme/Eco-innovation programme projects database reveals that the countries with the highest number of EU funded projects are those with the lowest levels of green early-stage investments. According to the findings, EU funding programmes reduce financial constraints that SMEs face for developing eco-innovations. This paper recommends that policymakers should keep in mind the dynamic interaction between private and public funding support, the latter is customised according to the entity of risk along the innovation cycle.   Keywords: Eco-innovation, barriers, drivers, policy strategies, index.

Abstract The development of the lifelong education system is one of the most important areas of educational activity, which implies the continuity of processes in the systems of preschool, general secondary, primary, secondary, higher, postgraduate and additional professional education. The effectiveness and the possibility of educational activities are determined by the interconnections between the various stages of the innovation cycle, producers and consumers of services; firms, market, government and other social partners. Continuing education can be seen as part of a lifelong learning concept. Continuing education is not just a pedagogical system, characterized by certain structural features, functional relationships and teaching technologies, but also a specific component of the whole society. It becomes continuous, connected with life, and not just final, prescribed to a person during his studies at school, secondary school or university. The development of the lifelong education system allows creating all the necessary conditions to ensure the response of the education system to the dynamically changing needs of the individual, society, and the economy. In addition, many scientists note that the continuing education system plays an important role in the formation of personnel for the innovative development of Russian regions. The development of the lifelong education system is aimed at supporting the competent development of the individual, at implementing the concept of developing education. A competency-based approach to education creates all the necessary conditions for the diverse development of the individual, the formation of competencies and personal qualities that allow effective action in various life situations. The concept of lifelong education is based on the principles of continuity, flexibility, fast dynamics associated with changing needs in the labor market, for the implementation of education “not FOR life, but THROUGH life”. The article is devoted to the problem of implementation of continuing education in Russia and its impact on the quality of education in our country.
