This study investigated the usefulness of the 1992 TSA in reading for state-level administrators of assessment. Data regarding their perceptions about the credibility and orientation of various components of the TSA were collected (using phone interviews) from 26 state directors of assessment, or their designees, and analyzed. Additionally, data about the utility of the manner of reporting TSA results, how results are currently used and could be improved, were collected and analyzed. The following four conclusions were drawn from the study: involve the International Reading Association and more teachers, continue but modify descriptors, disseminate results quicker, and make results more useful.

PurposeIn order to use the BS EN 15058-3 principle more scientifically to design the welding structure of rail vehicles, a method of stress state assessment of welding joints meeting the requirements of BS EN 15058-3 is proposed by using IIW-2008 and ASME-BPVC-VIII-2:2015 standard.Design/methodology/approachThe stress state evaluation process of two standards is studied, and the stress state evaluation method of two standards is programmed by computer language. Among them, ASME standard can evaluate the stress state of welding structures without defects and with defects. In order to verify the feasibility of the method, under the fatigue load of en13749 standard, the method is applied to the welding structure design of the rail car frame.FindingsThe results show that the evaluation based on IIW-2008 standard is stricter, and the stress factor of the weld between the crossbeam and the traction pull rod seat is the largest, the value is 0.881, and the stress state grade is medium. With the increase of the number of defects, the stress level of the welded joint increases and the fatigue life decreases.Originality/valueThis study can provide a reference for the welding design of rail vehicles and other complex structures and has a certain engineering guiding significance.

The National Assessment of Educational Progress (NAEP) has consistently pioneered new assessment methods in conjunction with developing the psychometric methodologies underlying them. Several NAEP developments—such as complex matrix item sampling designs, the introduction of performance-based items in large-scale assessments, vertical scaling, and an intelligent computer system that produces unique assessment reports for participating jurisdictions in the NAEP Trial State Assessment program—are presented in this chapter along with a discussion of their extensions and applications to other current and future assessment projects.

This paper will provide the school-based speech-language pathologist (SLP) with an overview of the federal requirements for Medicaid, including provider qualifications, “under the direction of” rule, medical necessity, and covered services. Billing, documentation, and reimbursement issues at the state level will be examined. A summary of the findings of the Office of Inspector General audits of state Medicaid plans is included as well as what SLPs need to do in order to ensure that services are delivered appropriately. Emerging trends and advocacy tools will complete the primer on Medicaid services in school settings.

Abstract. Past research suggests that transient mood influences the perception of facial expressions of emotion, but relatively little is known about how trait-level emotionality (i.e., temperament) may influence emotion perception or interact with mood in this process. Consequently, we extended earlier work by examining how temperamental dimensions of negative emotionality and extraversion were associated with the perception accuracy and perceived intensity of three basic emotions and how the trait-level temperamental effect interacted with state-level self-reported mood in a sample of 88 adults (27 men, 18–51 years of age). The results indicated that higher levels of negative mood were associated with higher perception accuracy of angry and sad facial expressions, and higher levels of perceived intensity of anger. For perceived intensity of sadness, negative mood was associated with lower levels of perceived intensity, whereas negative emotionality was associated with higher levels of perceived intensity of sadness. Overall, our findings added to the limited literature on adult temperament and emotion perception.
