Eastern Whites in Western AfricaMy article on Zaburro was written in the expectation that it would stimulate discussion over the antiquity of maize in West Africa, and the matter has been taken up by Professor Portères (1959), on whose publication Mr. Willett has relied for certain inferences in his article in Africa for January 1962. Among the interesting points brought forward by Professor Portères (1959, vi) are the groups of African vernacular names which indicate that maize was introduced by foreigners, strangers, whitemen. A similar observation had been made more than a hundred years ago by Koelle (a. 1854, v), a missionary in Sierra Leone, who wrote: ‘…the names for onion, rice, maize, &c. show that in many countries [in Africa] these articles have been introduced by foreigners.…’ Who these foreigners were Koelle, with his long list of vernacular words for whiteman to choose from, leaves indeterminate. On the other hand, underlying Professor Portères's view that it was the Portuguese or the Dutch who brought maize to the Guynee coast, lies the assumption that the foreigners, the strangers, the whitemen indicated by these vernacular names were the Portuguese and the Dutch.

This chapter describes the history, role, and structural properties of English in the West African countries the Gambia, Sierra Leone, Liberia, Ghana, Nigeria, the anglophone part of Cameroon, and the island of Saint Helena. It provides an overview of the historical phases of trading contact, British colonization and missionary activities and describes the current role of English in these multilingual countries. Further, it outlines the commonalities and differences in the vocabulary, phonology, morphology, and syntax of the varieties of English spoken in anglophone West Africa. It shows that Liberian Settler English and Saint Helenian English have distinct phonological and morphosyntactic features compared to the other West African Englishes. While some phonological areal features shared by several West African Englishes can be identified, an areal profile does not seem to exist on the level of morphosyntax.

Opening ParagraphCredit is a vital economic institution without which trade becomes very limited. In the industrial Western societies, where it is highly developed, it operates through formal, standardized arrangements and procedures by which the solvency of the debtor is closely assessed, securities against possible default are provided, and the conditions of the agreement are documented and endorsed by the parties concerned. Ultimately, these arrangements and procedures are upheld by legislated rules and sanctions administered by central, bureaucratized, fairly impartial, efficient, and effective courts and police. In West Africa, on the other hand, where long-distance trade has been fostered by varying ecological circumstances, such organization has not yet evolved, particularly for long-distance trade. Nevertheless extensive systems of credit have been developed.

This paper draws attention to an ambitious project in the publication of source material for the precolonial history of West Africa, which has recently been approved for inclusion in the Fontes Historiae Africanae series of the British Academy. In addition to self-promotion, however, I wish also to take the opportunity to air some of the problems of editorial strategy and choice which arise with regard to the editing and presentation of this material, in the hope of provoking some helpful feedback on these issues.The material to be published consists of correspondence of the Royal African Company of England relating to the West African coast in the late seventeenth century. The history of the Royal African Company (hereafter RAC) is in general terms well known, especially through the pioneering (and still not superseded) study by K.G. Davies (1957). The Company was chartered in 1672 with a legal monopoly of English trade with Africa. Its headquarters in West Africa was at Cape Coast (or, in the original form of the name, Cabo Corso) Castle on the Gold Coast, and it maintained forts or factories not only on the Gold Coast itself, but also at the Gambia, in Sierra Leone, and at Offra and Whydah on the Slave Coast. It lost its monopoly of the African trade in 1698, and thereafter went into decline, effectively ceasing to operate as a trading concern in the 1720s, although it continued to manage the English possessions on the coast of West Africa until it was replaced by a regulated company (i.e., one open to all traders), the Company of Merchants Trading to Africa, in 1750.

The case for narrating the history of slavery and emancipation through the biography of enslaved Africans is strongly supported by the life and experiences of Samuel Ajayi Crowther. Kidnapped into slavery in 1821, recaptured and settled in Sierra Leone in 1822, he became a missionary in 1845, founder of the Niger mission in 1857, and Bishop of the Niger Mission in 1864. His life and career covered the span of the 19th century during which revolutionary forces like jihadist revolutions, the abolition of the slave trade, the rise of a new Westernized elite, and European colonization created the roots of the modern state system in West Africa. He was intricately tied to the Christian Missionary Society (CMS), Britain’s antislavery evangelical movement, resulting in Ajayi becoming the poster face of slavery, its acclaimed product of abolitionism, the preeminent advocate of evangelical emancipation, and the organizer of practical emancipation in West Africa. The leader of a very small group of Africans who worked diligently against the slave trade and domestic slavery, Ajayi also became a victim of the use of that agenda by imperialists. Thus, the contrasts of his life (i.e., slavery/freedom, nationalist/hybrid, preacher/investor, leader/weakling, linguist/literalist, etc.) were celebrated by himself, his patrons, and his evangelical followers on one hand, and denounced by his critics on the other. They underline the disagreements over his legacy, and indeed over the understanding of the institution of slavery, abolition, and emancipation in West Africa.

This chapter explores how Mary Kingsley believed the British merchants and traders in West Africa were better placed than missionaries or colonial officials to understand West African beliefs, laws and social practices; she supported the liquor trade. It looks at her two major books, Travels in West Africa and West African Studies, analyzing Kingsley’s literary style and the challenges her observations and arguments posed to the British colonial authorities and the Colonial Secretary Joseph Chamberlain. In this chapter we see the emergence of Kingsley as a political campaigner for the rights of Africans, as she campaigns against the Hut Tax that was imposed on the people of Sierra Leone in 1898. The South African War offered her an excuse to leave England and return to the Africa she loved.

WHILST the tonal languages spoken in West Africa have latterly received W a good deal of attention, it has not been generally realized that such languages are found also in parts of New Guinea. In New Guinea there are in fact two types of tonal languages. In one, the tones may be described as ” ornamental”, i.e. though they exist they do not seem to have semantic value, but rather to be connected with a certain type of sentence rhythm; in the other the tone systems are more definitely akin to those of Western Africa, and in such languages tones do possess semantic value. It is interesting that one at least of the latter group of languages tends also to be monosyllabic. It is hoped to provide a study of the former class of languages—at least one representative of which is also found in Northern Australia—at a later date. The present paper is occupied with the languages in which tones do have semantic value.These languages, so far as has been observed yet, are two in number, and they are spoken along the shores of Huon Gulf, in north-eastern New Guinea. The map on p. 186 will show their locations. Both belong to the group of languages known as Melanesian, and this makes the occurrence of tones even less expected. A considerable number of other languages are spoken round about this area, and though some of these also are Melanesian, they do not seem to have developed tones. Moreover, it would seem that the use of tones in these two languages antedates the coming of the Melanesian languages, for reasons that will be given towards the end of this paper.

Opening ParagraphThe development of large centralized states in West Africa has long been recognized. The complexity of organization of the few well-known kingdoms, but not their differences in size and structure, is constantly emphasized in the literature. The number and variety of West African groups which have not developed states have, on the other hand, frequently been underestimated. In a comparative review by Professors Fortes and Evans-Pritchard two types of political system, centralized and segmentary, have been described for Africa as a whole, with examples of each in West Africa. A survey of West African societies suggests, however, that finer distinctions are possible and that not all these societies can be placed in one or other of these two categories. In particular, this classification omits consideration of ‘stateless’ societies in which associations, rather than a segmentary lineage system, regulate political relations; and it fails to distinguish different types of authority and political structure in states.

The aim to this article is to analyse the judgments and opinions of Africans about Europeans during the early Portuguese expeditions to West Africa in the fifteenth and early sixteenth centuries. While opinions of Europeans about Africans are for that period certified by numerous and varied sources, the opinions of Africans are difficult to examine. Cultures of the West African coast in the fifteen and early sixteen century were illiterate. Local oral traditions do not go back – within the scope of this field of interest – to such distant centuries. There are two types of sources: Firstly, African statements written down in European texts, which require a particularly critical approach; secondly, some Africans expressed their opinions about Europeans in works of Art. These include the statues of Europeans from the area of present-day Sierra Leone (the Sapi people), and from the state of Benin (the Edo people). In this article the author examines: 1) the circumstances in which the Africans expressed their opinions (ad hoc meetings, political negotiations, trade, court ceremonies); 2) the authors (individuals or social and ethnic groups), which were attributed the judgments; 3) the content of speeches; and 4) the motives which guided the Africans. Then author compares individual cases, analyses the common characteristics and the distinct features of judgments and opinions known to us, and discusses the possibility of identification of general traits of Africans’ opinions about Europeans.

The Third West African Languages Congress took place in Freetown, Sierra Leone, from March 26 to April 1, 1963. This was the third of the annual meetings of those interested in West African languages sponsored by the West African Languages Survey, previous meetings having been held in Accra (1961) and Dakar (1962). The West African Languages Survey is a Ford Foundation project. Additional financial assistance from UNESCO and other sources contributed materially to the scope and success of the meeting. This meeting was larger than previous ones both in attendance and in number of papers presented and, it may be said, in regard to the scientific level of the papers presented. The official participants, seventy-two in number, came from virtually every country in West Africa, from Western European countries and from the United States. The linguistic theme of the meeting was the syntax of West African languages, and a substantial portion of the papers presented were on this topic. In addition, there was for the first time at these meetings a symposium on the teaching of English, French and African languages in Africa. The papers of this symposium will be published in the forthcoming series of monographs planned as a supplement to the new Journal of West African Languages. The other papers are to appear in the Journal of African Languages edited by Jack Berry of the School of Oriental and African Studies.
