Emphasizing the development capabilities of the units of local self-government (ULSG) and the effects they can have on the market became increasingly visible in the last couple of years. The public sector to which ULSG belong represents a complex system with the objective to satisfy the needs of public interest. The contemporary local government gains a new dimension in a sense that it creates favorable conditions for local development. These tendencies point to the importance of strengthening local capacities aimed at creation of stimulating investment environment. The investments are considered an important source of new capital; but to attract them, a series of actions in local institutions need to be performed to meet the requirements of investors. In order to gain a large volume of investment, ULSG must not disregard social responsibility towards the local community. This work should draw attention to the importance of adequate management of municipal revenues and effects that investments may have on them. In this work, by comparative analysis, is examined the relationship of income and investments in ULSG in rural areas of the Republic of Serbia and the Republic of Croatia.

The bombardment of civilians from the air was a regular feature of the Spanish Civil War from 1936 to 1939. It is estimated some 15,000 Spaniards died as a result of air bombings during the Civil War, most civilians, and 11,000 were victims of bombing from the Francoist side that rebelled against the Republican government, supported by German and Italian aviation that joined the rebellion against the Republic. In Catalonia alone, some 1062 municipalities experienced aerial bombardments by the Francoist side of the civil war. In cities across Spain, municipal and regional authorities developed detailed plans for civilian defense in response to these air campaigns. In Barcelona, the municipality created the Junta Local de Defensa Passiva de Barcelona, to build bomb shelters, warn the public of bombings, and educate them on how to protect themselves against aerial bombardment. They mobilized civilians around the concept of ‘passive defense.’ This proactive response by civilians and local government to what they recognized as a war targeting them is an important and under-studied aspect of the Spanish Civil War.

SMEs snacks in Gondangan village has the potential to be developed. The village has the potential to be Gondangan Agro-industry region, although it is still much that needs to be repaired and prepared.This study aims to determine the attitude of the public about the development of SMEs in rural areas Gondangan into Agro-industry clusters and how community participation in the development of SMEs in rural areas Gondangan to be Agroindustri. Respondents in this study were the leaders and local community leaders, citizens, snack home industry in the region.This study is a descriptive study with a qualitative approach. The data of this study is primary data and secondary data consists of qualitative and quantitative data. Primary data were obtained with the interview and focus group discussion.The results showed that the attitude of the public, snack ho,e industri actor and local governments support the development of the region as an area of Agro-Industry cluster. In terms of participation, the government showed a high participation and support by facilitating a variety of activities to realize the region of Agro-Industry cluster, while the snacks businessman as the main actor of Agro-industry development of the area did not show a high level of participation.

One of the key factors for success of sustainable tourism industry in all areas, including rural, is the support of community members. The paper aims to analyze how rural residents’ perceptions of sustainable tourism development (expressed through economic, social, environmental, and physical benefits) can affect residents’ intentions to support tourism. The second aim was to determine if attachment to the particular community and perceived quality of life can have influence on attitudes towards sustainable development of tourism in rural communities. Using a sample of 881 residents living in rural areas of the Republic of Serbia, the results highlighted that perceived values of tourism were important for evaluating how tourism is developed, if it is sustainable for a community, and how it affects quality of residents’ life. The study provided better understanding of factors that can have impact on residents’ attitudes in relation to tourism and highlighted the importance of paying attention to local community as significant player for tourism development, especially in those regions that want to boost its economy by developing sustainable tourism.

The considerations of the article focus on the planning power exercised by a municipality as a unilateral and authoritative determination of the purpose of the land and its development. The municipality in the capacity of a planning au­thority cannot assume an absolute and unlimited power and must act within the limits determined by applicable and binding laws. Hence, in the implementation of its land development tasks, the municipality (or local authorities) are bound by the provisions of the Constitution of the Republic of Poland and other relevant laws that govern the planning authority granted to municipalities. Exceeding the limits of this planning power will occur when planning solutions prove to be arbitrary and lack substantive justification. Defective legal solutions include not only solutions that violate the law, but also those that result from a potential abuse of the competence of the municipality. Determining the land purpose and the manner of its management must reflect a reasonable and real need for the solution adopted. When the latter is detached from the legal and factual status of the land in question, a violation of planning power arises. When a municipality adopts a local plan which introduces certain restrictions in the use of the property right that is protected in the Constitution, it is obliged to apply legal measures that will be the least onerous for individual entities and which will remain in a rational proportion to the intended purposes. However, certain situations that will lead to the conflict of interests are unavoidable. Settling these conflicts in the process of law-making requires, each time, the weighing off the interests of individual property owners and the public interest of the whole local community. Individual owners may sue the municipal planning authority on the grounds of the abuse of its planning power when adopting a local land management plan and such legal actions may be effective.

The public participation (PP) is widely legitimised as a vital prerequisite to achieve sustainable development and as a basic principle of democracy. Under the conditions of the new territorial administrative-territorial division of local government units in the Republic of Albania, the Malesia e Madhe (MM) Municipality is a new one. The purpose of this study was the assessment of attitudes of the local community of areas under the administration of MM Municipality on PP in local planning and decision-making in order to influence future behaviours of the local community to take active part in local decision-making processes. The questionnaire was used as a research instrument for the local community of this Municipality. The research results showed that the local community of this area was generally aware of the need for their involvement in local decision-making, but they considered the municipality as the main responsibility for their involvement in this process. Abstract The article analyzes the contribution of the public administration authorities of the Republic of Moldova towards the protection and enhancement of the national cultural heritage. The competencies of the Parliament, the Executive and Ministry of Education, Culture and Research are investigated as central public authorities in the field of national heritage, as well as the attributions of local public authorities in this field. The attention is on the relationship of cooperation between the central public authorities and the local ones in certain areas. It is underlined the contribution of the European Union’s projects towards the reconstruction of some historical value objectives as part of the national heritage. Particular attention is given to the role of cultural heritage in the education of citizens by systematizing the knowledge about national and global cultural heritage.

The theme of this year’s Commonwealth Local Government Conference was Improving local government: the Commonwealth vision. This theme is fundamental to all of us working in and with local government, but particularly so in the current economic climate where councils are having to once again look at how they can tighten their purse strings while they are facing greater demands with less income - doing more with fewer resources.The conference was held in Freeport, Grand Bahama, hosted by the Government of the Bahamas and the councils of Grand Bahama at the Our Lucaya Conference Centre. More than 550 local government ministry, association and council representatives from 48 countries attended the conference. Previous conferences set out Aberdeen Agenda and Auckland Accord as to the kind of local government we want to strive to achieve: local democracy and good governance for effective services to respond to the needs of the local community and strong local leadership to drive development and support local communities. This conference builds on these previous outcomes, with speakers and delegates calling for local government to continue to improve as part of a broader process of development. Jamaican Minister Robert Montague summed up what is needed as a shift in attitude to include the public as important partners – a shift he called ‘business unusual’ to encompass improving service delivery, improving revenue streams, increasing community dialogue, finding new partners and leading from the front.

We have analyzed human resources in healthcare of Kazakhstan over 1985-2011, and determined general trends and regularities. By the level of provision with physicians, Kazakhstan ranks as one of the leaders in the world, at the same time there have been a deficit of physicians in the Republic over the last 20 years, particularly in rural areas. As per its regions, there is an irregularity in the physicians provision rate: the most part of specialists is concentrated in cities – Almaty and Astana, there is a deficit of physicians in the Almaty, Коstanai, North-Kazakhstan and Jambyl Oblasts. The effective use of human resources will enable to optimize expenditure for the public health and to improve the medical service quality.

Writing in 1962, Professor Roland Young of Northwestern University observed, with reference to both rural and urban Africa, ‘In carrying on research in African politics an area which compels attention is the local community, defined however one wishes: tribal cluster, village, or adrninistrative district. One might wish that political scientists had become interested at an earlier date in the study of small political systems indigenous to Africa.’1 There should be little doubt that local government is important in Africa because its operations are more or less coterminous with the rural areas in which the majority of Africans live. Indigenous Africa does not lie in the westernised cities but in the rural areas, where central governments appear remote, impersonal, and incomprehensibly awesome. Because of its closeness to the community, local government is one of the most realistic agencies for the transformation of rural Africa. Local governments are thus strategically placed to playa crucial role in the politics of development.

The mutual relationship between spatial and development planning at the local level is a very current topic that has concrete consequences for development processes in local government units in the territory of Republika Srpska (RS). Although it is still unregulated from the legislative point of view, local development planning is much more present in practice, which is primarily manifested in the almost complete coverage of the territory of the RS by local development strategies. The connection of these documents to spatial and urban plans has not been treated in an appropriate way, which leads to a certain degree of their mutual inconsistency. The basic hypothesis of this paper arises from this statement, and that is that the lack of a clearly defined connection with spatial planning in the methodology of drafting local development documents leads to the inconsistency of these documents as the final result. As an auxiliary hypothesis, the assumption will be investigated that a large discrepancy in the coverage of the territory of the Republika Srpska between local development strategies and spatial plans of local government units also contributed to this inconsistency.
