The incorrect labeling of people with disabilities as people with special needs constitutes not only a violation of equality but also a special criminological and criminal justice phenomenon. There are no special needs, but just different ways of satisfying them. The subject of this paper is an analyses of the impact of labeling people with disabilities and language disability on a discriminatory process and considers whether the victimization of persons with disabilities engenders inequality. The labeling of people with disabilities throughout history will also be considered. A questionnaire was distributed via Facebook in order to explore the opinions of users of social networks on language disability and its impact on discrimination. The aim of the paper is to highlight the effect labeling has on the overall social situation of people with disabilities. It is argued that the accurate usage of appropriate linguistic terminology would help prevent the victimization of persons with disabilities and accentuate the realization of their full participation in contemporary society.

The article examines the impact of political processes caused by political decisions of various branches of government, and their consequences for the participation of persons with disabilities in the socio-political life of the state. The legislation of Ukraine on the regulation of public relations in terms of integration of persons with disabilities into society through employment is analyzed. Emphasis is placed on the dynamics of growth in the number of people with disabilities, which is associated with the general aging of the population and increasing the risk of disability, the reduction of economic activity in this category, which in some countries translates it into subsidies at the state level. The normative regulation of integration processes and stimulation of labor activity of persons with disabilities in the developed countries of the world is considered. It was found that the policy aimed at social integration of people with special needs needs to be modernized and improved at all levels, including the activities of local governments, national and international level. The author notes that only in synergy and joint work, using common socio-political tools, it is possible to achieve the inclusion of people with disabilities in the life of communities and achieve high results in the development of the state. Based on the declared, defined in the Constitution of Ukraine content, activities, directions and direction of development of the state in relation to the citizen of Ukraine, it is proved that the relationship of every citizen, not excluding people with special needs, should be considered as a union of power-man relations. And if a person with a disability has the right, it means that the state is obliged to provide him with the opportunity to exercise this right. It was stressed that social security, which guarantees the right of a citizen to a decent standard of living, should not be limited to the payment of benefits, subsidies, but should be aimed at creating conditions for "disclosure" in various spheres of public life, including formal employment. It is proved that in Ukraine there are measures to create conditions aimed at socialization and participation of persons with disabilities in the life of the state. But given that at the constitutional level, persons with disabilities have equal rights along with other categories of citizens, there is a need to amend the Constitution in order to improve the legal framework for persons with disabilities, as the terms "equality" and "non-discrimination" in relation to the disabled are not identical and differ significantly in content. According to the author, this will allow to realize the strategic goal of a modern civilized state - to provide high living standards for its citizens, taking into account the category of people with special needs.

The aim of this study was to determine the impact of the impairment of the body functions on the participation of people with disabilities in sports activities. Material and methods. The study was carried out in the institutions mostly attended by people with severe physical disabilities. The participants took a modified Kenny test and answered the questions of a questionnaire. The study sample consisted of 35 persons with severe physical disabilities. Results. The findings of this study showed that people with disabilities who were not engaged in sports were of much worse opinion about their health condition (P=0.02) and they needed more help from family or friends (P=0.035) compared to the disabled who were not engaged in sports, but in the group of people with disabilities who were engaged in sports, the correlations of those indicators were statistically significant (r=0.59 and r=0.68, respectively). The main motivation of sports participation of people with disabilities (about 80%) was the need for communication and gaining independence. Health improvement was mentioned by less than half of people with disabilities (about 41%) engaged in sports. Conclusions. The syndrome of movement function impairment, duration of impairment, marital status, the age of persons with disabilities, and objectively determined impairment of biosocial self-service functions did not impact sports participation of people with disabilities. However, subjective sensation of pain and the need of medical aid, which did not match the objective functional impairments, could be the obstacle for people with disabilities to participate in sports.

Culturally shaped attitudes towards persons with disabilities pose significant barriers to full participation in employment. Even with the enactment of the Americans with Disabilities Act of 1990, implementation of the law will occur within the culturally defined stereotypes and assumptions which exist within society. A significant task for rehabilitation professionals will be the inclusion of positive perceptions of persons with disabilities into the conceptual ideology of individualism and equality.. This paper reviews the cultural difficulties of implementing civil rights legislation and addresses the role of rehabilitation professionals in promoting attitudinal changes in society.

The financial crisis of 2008 has had a greater effect on people with disabilities than on those without disabilities in Spain. In recent years, the number of persons with disabilities registered as part of the labor force and having a higher educational level has increased. However, the unemployment rate among people with disabilities has grown at a faster pace, especially for women and young people. A similar situation has occurred with respect to the annual gross average wage; the gap between those with and without disabilities has increased in the years following the crisis. The present study reveals that Spanish public policies aimed at improving levels of employment for people with disabilities have not achieved the expected results. Here, we explore the possible causes and compare the results with those obtained in the United States.
