Population should be in the central focus of local community institutions and the local community may constitute its population policy which will supplement state population policy measures, considering the local specific various traditions, values and models of living. The paper's basic goal is to critically perceive the characteristics, significance and role of local self-governments in the current population policy of Serbia. Social situation and social policy characteristics in Serbia are analyzed in the context of the population policy. It is pointed out that poverty, unemployment, the economic crisis, the process of privatization, the issue of system decentralization and social expectations of the population, as current expressions of transition, all have a consequence on the demographic development and population policy. A critical estimation of the activities in the field of population policies which are carried out by local and provincial self-governments in Serbia in the last decade are brought into focus, with a special review to the activities of provincial and local governments in the Autonomous Province of Vojvodina. As a result of the analysis it is pointed out that the population and social policy measures have been separated since the year 2000 and that they have been directed only to stimulating births and not child raising and that solutions regarding maternity leave brought improvements, however shortened maternity leave for the third child. The new conception of the population policy brought a whole series of restrictions such as: suspension of aid for newborn essentials; discontinuance of the right to maternity allowance; abolishing of compensation for preschool expenses for the third child; children?s allowance lost its population measures character along with considerable tightening of the census and decreasing of amount; the activities of preschool facilities have been reduced only to an educational function, and the terms for realizing rights to preschool education for children without parents and children with special needs have been tightened. The authors point out to the values and principles on which a contemporary population policy of local self-governments in Serbia should be established, such as: stability of established measures, a clear message on the needs of society, compatibility and not uniformity with measures of other bodies, compassion and uniformity with aspirations of couples and individuals, respect for the rights and freedom of man, information availability, equality of birth and raising children in measures. The establishment of population policy municipality funds is suggested and that local population policy measures are both material and non-material type, as well as in the form of organizational measures which could use the existing resources in a better way. The municipal assembly should create organizational suppositions by appointing a Population Policy Commission as its permanent body. The Commission would propose to the Municipal Assembly to adopt a strategic document - the Population Policy Strategy in the municipality. The Municipality Assembly should adopt the Action Plan for carrying out of the population policy every year, which would define the measures, bearers, terms and methods of evaluating measures with a plan for the following year. The population policy of the local self-government should be a constant process which manages, follows and evaluates, which is public and which understands the engagement of competent people, participation of citizens-volunteers and civil organizations.

Abstract Liberalitas was one of the most important forms of social activities of the Roman emperors. In quantitative terms, it is also one of the five most important imperial virtues. It appeared on coins as Liberalitas Augusti, which gave this virtue an additional, divine dimension. The first Empress to depict the idea of imperial generosity on the coins issued on her behalf was Julia Domna. In this respect, her liberalitas coins mark a breakthrough in the exposition of this imperial virtue. The well-known female liberalitas coin issues, or imperial issues with empresses’ portraits, date back to the third century and clearly articulate the liberalitas, both iconographically and literally, through the legend on the reverse of the coin. Other coins, issued on behalf of the emperors (mainly medallions), accentuate in some cases (Julia Mamaea, Salonina) the personal and active participation of women from the imperial house in congiarium-type activities. The issues discussed and analysed, which appeared on behalf of the emperors or the imperial women – with a clear emphasis on the role of women – undoubtedly demonstrate the feminine support for the emperor’s social policy towards the people of Rome, including the various social undertakings of incumbent emperors, to whom they were related. They prove their active involvement and support for the image of the princeps created by the emperors through the propaganda of virtues (such as liberalitas). The dynastic policy of the emperors, in which the empresses played a key role, was also of considerable importance.

ABSTRACTAfter a sharp increase, the public debt of French local communities has been stabilized in real terms: its amount reached 54 per cent of total public debt in 1980. In the French institutional framework, local government borrowing policy is under the tight control of central agencies. An econometric model of the borrowing behaviour of local governments since 1965 is presented; it emphasizes the role of internal determinants of local debt (needs for investment, self-financing ability of governments), external constraints (e.g. interest rates and the financial resources of lenders, such as households savings), and finally the impact of macroeconomic policy measures from the central government.

The Object of the Study. Municipal social policy.The Subject of the Study. The role of scientific research in realizing municipal social policy.The Purpose of the Study. Identifying the role of scientific research in realizing social policy at the municipal level.The Main Provisions of the Article. The main theoretic methodological and philosophy approaches to the science integration to the social policy realization are analyzed. There is the substantiation of the efficiency of the scientific potential use in the social policy implementation at the local level. Scientific achievements and innovations involvement in solving social problems of the city of Barnaul are considered through the implementation of the grant mechanism of interaction in the municipality. A special contribution of the authors is the analysis of legislation in the field of grant support for research projects, monitoring the efficiency of the competition, as well as the correlation of the results of the grant competition with the directions of social policy at the city level (based on the results of monitoring the implementation of grant forms of support in the city in the period from 2014 to 2017). The main problems have been identified that make it difficult to use the potential of science in the implementation of social policy of the city, namely the lack of strong and extensive network of grant competitions in this area, the "frozen" amount of funding for the competition and weak differentiation in the degree of scientific experience among applicants for the grant. According to the study results the place and role of scientific research in the implementation of the activities of local governments in the city of Barnaul in order to implement social policy have been defined, as well as recommendations to improve this activity for the city management developed.

This research has an aim to examine the role of Sport Tourism through the program of Banyuwangi festival (B-Fest) and the impact of local content and deciding sustainable strategy of Sport Tourism Development. This research uses descriptive associative research method with qualitative and quantitative approach. Data Collection method done by observation, direct interview, questionnaire and collect the data from related instance. The result of this analysis shows that: (1) Banyuwangi Festival Program (B-fest) successfully increase the number of visitor in Kawah Ijen and Pulau Merah within total contribution of 75.9%; (2) The effect of sport tourism toward the change of local community in Kawah Ijen, on economic aspect contribute 100%. On social aspect contribute 11.6%. Environmental aspect, edelweiss flower no longer to be seen, Javan lutung and deer are rarely to be seen. Social Aspect contribute 2.6% toward people prosperity, 0.2% toward local satisfaction, 12.7% toward people participation; (3) Development strategy on sustainable sport tourism using the model of Sport tourism Participation and oriented to tourism characteristic.

The article analyzes the approaches to reforming the public administration system. Three types of reforms have been implemented in the world: first, economization is to increase the efficiency of administration while saving money; the second area of reform was the decentralization of public administration, which was clearly reflected in the growing role of local governments in European countries; The third area of reform was to increase the openness of public administration to the public, which should have helped to increase the legitimacy of the administration in the new environment. The article is devoted to determining the priority directions of local self-government bodies’ activity in the development of regions. Local self-government bodies are public entities that are empowered to deal with issues that are relevant to the well-being of the respective territorial community. Protecting the interests of the local community is a key objective of local self-government. The reform of local self-government in Ukraine is currently underway, the main purpose of which is decentralization of state power with the provision of territorial communities with resources and the mobilization of their internal reserves to provide the population with an adequate level of services. Such a goal could be achieved through effective local government action on regional development. The article analyzes the normative and legal support of the capacities of local self-government bodies to determine the priority opportunities for the development of regions and to provide support for such development. It is established that the local self-government bodies in determining the priority directions of development of the regions should take into account various factors such as: geographical, demographic, personnel, environmental, economic, historical and cultural. Attention is drawn to the need for a comprehensive approach to the analysis of such factors by local governments. The article analyzes a number of factors that have a negative impact on the current state of regional development. The directions of activity of local self-government bodies to avoid or minimize the consequences of such influence on the development of regions are suggested. It has been established that local governments can use tax, information, innovation and other measures of influence in order to stimulate priority directions of regional development. The emphasis is placed on the role of local authorities in the development of tourist attractiveness of regions, in particular in the field of international and interregional cooperation as a means of forming a positive image of the regions, providing information and financial support for the development of this area of regional development.

That paper shows the most important thesis of the author’s dissertation. The dissertation mainly realizes diagnostic aims. The problem takes up in it concerns the real role of local government in ecological safety promotion. The basis point of reference is the typology of instruments and styles of realization social policy. Ecological safety is one of the more important needs of humans. On the other hand, the local government in the typology of entity realizing social policy is located as a public and legal entity, which acts on a local scale. The adoption method of study case has been a way to realize cognitive aim and grant research appliqué value, comparison base for different local governments. The dissertation has theoretical value, too (there is indirectly check the accuracy of safety promotion definition during research). The statement, that local government ought to and able to be a teacher in ecological safety matters can be considered as basis conclusions.

The article explores the phenomenon of strong nexus between the development strategies of small cities, claiming for the status of supporting regional cities, and universities located there. The university community and urban public are inclined to the positioning of such cities as “university cities”. The authors dwell on the role of campuses in the implementation of the “third mission” by universities. Particular consideration is given to the specific component of the third mission and, accordingly, the campus infrastructure for the development of local communities, urban and regional environments. A model of the regional environment monitoring system is described, which is based on the system of sociological surveys including five subsystems (questionnaire of employers, questionnaire of schoolchildren aimed at vocational guidance, questionnaire of parents, questionnaire of communities, and internal monitoring). The article also focuses on the forms of using campus facilities for the implementation of various events and social projects involving the local community and aimed at the development of the urban and regional environment in the following areas: consolidation, education and community assistance, social mobilization and public branding.

The decommunization of urban symbolic space through the renaming of streets and settlements commemorating communist figures (toponymic remapping) has become a characteristic feature of the decommunization process across Eastern Europe. This paper provides an overview of the vigorous discussions over the toponymic remapping of urban space in the Ukrainian megalopolises of Kyiv, Kharkiv, Dnipro and Odesa. These case studies illustrate the important role of symbolic efficacy in consolidating Ukrainian society around the idea of democracy and the country’s aspirations for European integration. The main focus of our research was to analyse the actions taken to fulfil Ukraine’s decommunization laws, particularly with regard to the renaming of streets and settlements. We focus on the actions taken by local governments, the content of public debates, the decisions taken by regional authorities to step in if local outcomes did not fulfil the stipulations of national decommunization laws, and litigations initiated by local community groups aiming to push back against the changes. Our analysis of these debates allowed us to identify four key models of discourse, namely: case-law or litigation; the use of open letters; the Deputy’s address; and recommunization. We also consider how demographic characteristics of cities (especially age and ethnicity) affect the decommunization process, and look at how attitudes towards decommunization varies across the regions of Ukraine, finding. We argue that a multiperspective approach to Ukraine’s history, leading to a shared vision of its past, is vital in order to promote social cohesion, peace and democracy, whilst building the capacity of individual cities.
