Starting from the fact that land use regulations can directly affect assignment and reassignment of property rights over land, the authors examine the link between land use regulation and property rights in Serbia by analyzing relevant literature, as well as legislation and regulations. Current legal framework that regulates property rights over land is inconsistent in many parts, while the effects of land use regulations are very dependent on structural institutional transformations and interdependent on property rights. In this regard, the paper gives a critical overview of framework of property rights regime over land and urban construction and agricultural land regulation in Serbia. After reviewing existing literature, legislation and institutional regulation on the main issues of land use regulations and property rights, the authors discuss in particular redefinition of property rights over land, processes of privatization and restitution of land. The authors indicate that resolving property rights over land is very important both for social issues and for economy and regarding this, land restitution, supported by efficient land administration, is the precondition for successful privatization process.

Due to low industrial land prices and inefficiently used industrial land, China’s central government has reformed land regulations in order to promote more market-oriented industrial land. Considering the differences in land management between developed and developing countries, this study aims to investigate the impact of land use regulations on industrial land prices in China and the effect of market-oriented reforms of industrial land policy. Measures that capture multiple dimensions of land use regulation tools are incorporated into OLS models based on a micro dataset from 1999 to 2016 that covers Jiaxing City in Eastern China. The results show that (1) The land policy implemented in 2006 to promote industrial land marketization has had a very limited effect; (2) The impact of land supply on industrial land prices was decreased for land transferred through listings after 2006, which implies an immature marketization; (3) Zoning instruments has obvious effects on industrial land prices; (4) The results imply that the effect of land use regulations varies with firm ownership and development zones. The findings in this paper clearly show that the industrial land market should be more open and competitive and combined with a rational land supply to promote the market-oriented price mechanism.

Abstract The aim of the work described here has been to point to the relationships between the field-forest boundary and crop productivity as regards the present agrarian land-use structure in Poland, and to provide new opportunities for arranging the agrarian process and the spatial planning of the rural landscape in the context of the sustainable shaping of the field-forest boundary. Impacts of forests and woodlands on crop productivity have been assessed using available data from relevant Polish literature. An assessment of the plot-distribution pattern characterising farms in Poland was made on the basis of reference data from the Agency for the Restructuring and Modernisation of Agriculture. Finally, the possibility of afforestation of agricultural land has been evaluated within the existing legal framework, and on the basis of available data, with attention paid to the need to include organization of the field-forest boundary within the comprehensive management and planning of rural areas, and to preserve woody elements in patchy landscapes. This all creates an opportunity to test innovative approaches to integrated land use which combines the creation of public goods and local products based on participatory learning processes that bring in local stakeholders and decision-makers.

The study analyzes the possibilities of using cost estimates of ecosystem services to assess the effects of transformations in land use. The consequences of transformations were assessed by comparing the value of basic ecosystem services for different patterns of the land use structure, taking into account the fact that the volume of ecosystem services provided is limited by the ecosystem sustainability limits. To estimate ecosystem services, the methodology developed by the author was used. It is based on the indicators of agricultural land productivity and their value terms. The assessment was carried out for the Zarinsky district of Altai Krai, located at the junction of the West Siberian and Altai-Sayan physicogeographical countries. The study has revealed that the greatest value of basic ecosystem services in the region with agricultural specialization can be achieved by optimizing the agricultural load – reducing the share of arable land and increasing the share of forage land in the total area. It is proposed to implement this by involving plots of fallow lands in circulation: some of the plots are proposed to be used for reforestation, while others – for haying and grazing. This will balance the need to maximize agricultural production, while not reducing the sustainability of the ecosystems.

The article examines theoretical foundations of socio-economic consequences of land reform in Ukraine. Prospects and possibilities for opening of the market of agricultural land in Ukraine through foreign experience in land reform are analyzed. It is determined that threre are a lot of agricultural enterprises, which use agricultural land mainly for maximum self-enrichment, while neglecting norms of rational land use. It is determined that attracted capital will be played the critical role in the process of agrarian reform, which within the legal framework of the mechanism of circulation of agricultural land will be used by all participants, namely the state and owners / sellers with buyers / tenants. The effectiveness of implementation and functioning of the land market will be carried out on the basis of the established scientific base, the operating activity of state bodies and taking into account the interests of market participants. The level of centralization and decentralization of land potential management is taken significant value in foreign countries, representative bodies of territorial communities have specific powers for land use, organizational and legal forms of land use and forms of ownership of land resources are exceptional. It is determined that results of land reform are assessed by identifying the social, economic and environmental consequences, which are considered in physical and qualitative terms. The consequences of land reform are manifested in real economy and have the long-term impact not only on it but also on life of society in general. Totally, this will concern not only the regulatory implementation of the rules for organizing of the market of agricultural land, but also the practical aspect of ensuring the implementation of land reform.

The Spring Creek Representative and Experimental Watershed Project was initiated in 1965 to understand the effects of land-use conversion from boreal forest to agricultural land on mid-size watersheds typical to northern Alberta. The initial project was deactivated in 1986 and the treatment was never completed. In 1991, Daishowa-Marubeni International Ltd. and the Alberta Department of Environmental Protection restarted the project with new objectives to determine the hydrologic effects of aspen harvesting and the hydrologic recovery of water yield post-harvest. The impacts of basin morphology and forest harvesting on water quality were also investigated. The objectives of this manuscript are to summarize the novel results and data collected for this project.
