Regional Sustainable Development Frameworks (RSDFs) have been prepared in each of the 8 English regions as a means of progressing sustainable development at the regional level. Promoted by central government, which has emphasised the overarching role of the Frameworks as a key reference for all regional plans, strategies and policies, their preparation and use in practice has offered scope for innovation and variety which are revealing of the relationships and tensions between various interests at the regional level. This paper assesses the effectiveness of the Frameworks, focusing in particular on their use in practice in appraising the sustainability of other regional plans and strategies, and their role in resolving conflicts. The paper also examines their role in integrating a consistent understanding of sustainable development, and reflects on the implications for different meanings of sustainability. It draws on work commissioned by the English Regions Network from CAG Consultants and Oxford Brookes University. A central aim of the research project was to evaluate how effective RSDFs have been in providing a direction and a vision for regional activity to progress sustainable development.

At the present stage, there is an objective need for the competent use of strategic planning tools at the regional level. The authors analyze the strategy of regional development by the example of Omsk, Rostov, Yekaterinburg and other regions and St. Petersburg. They show the supporting role of marketing in the strategic planning of the regions and the priorities of TICK strategy. The authors highlight the interrelation between the development of mining sector and the development of social programs and tourism in the Eastern Donbas. They conclude that it is necessary to develop marketing strategies and implement the MARKETNET regional concept in the Omsk region and distribute it in other regions of the country.

In this paper, the author focuses on the fundamental hypothesis that the adoption of a concept of regional sustainable development and the use of renewable energy sources are preconditions to organising an acceptable regional tourism offering based on an eco-philosophy The renewable development of tourism regions is the basic framework for research regarding opportunities for introducing renewable energy sources such as hydro energy, wind power, solar energy, geothermal energy, and biomass energy. The purpose of this paper is to indicate the real opportunities that exist for substituting conventional energy sources with renewable ones and the role of renewables in regional development from economic, environmental and sociological viewpoints. It should also be noted that renewable energy sources have a strong regional importance and can contribute significantly to local employment.

The main goal of the article is to summarise existing methods of assessment of sustainable development at different levels (world, national, regional) and to consider the usage of one set of indicators – European common indicators – in the conditions of the Czech Republic and its regions. As there are many different methods for evaluating the sustainable development and this methodology has not been unified so far, it is not all clear, especially for regional authorities, what methodology to use, if they are willing to monitor and analyse the level of sustainable development in their regions. Most of the worldwide or national set of indicators are not very suitable for the regional level and vice versa.In the course of the analysis of existing methodology the authors selected one of them, which seemed to be perfectly suitable for the regional sustainable development and set out the hypothesis concer­ning the question if this methodology could be transferred and applied into the Czech regional conditions without any change and how does it interfere with the national set of indicators.In the final part of this article and in the discussion these two methodologies are compared, partial changes are proposed and certain new considerations are offered.

Starting from the premise that sustainable development is an overall objective of EU Member States,that can be achieved through international cooperation that aims at economic growth, social development and environmental protection, the European Commission analyzed the socio-economic and investment context of the member states, identified risks and opportunities and made some recommendations.This paper presents the best practices of the European funding system to improve the accountability of business or institutional operators accessing European funds and the measures taken by some Member States for good governance.We emphasize the need to know the socio-economic and investment context by all stakeholders and initiate concrete measures of action to ensure real and sustainable economic growth by identifying feasible and lasting solutions; what is the role of business or institutional operators at local and regional level and how it could ensure good governance at local and regional level by applying for grants.
