The problem researched in this paper refers to the possibilities of applications of the rural development programs in the framework of the regional development programs and regional policy. Namely, the rural areas are one of resources of a given region, its potential or limitation, and therefore actively participate in the process of endogen development of the region, and the reactivation of its developmental potential. The village restoration program is thus considered a plan element, of the integrated approach to the spatial planning, defined at a national and operationalized at a regional and a local level as a means of more regular and endogenously based regional and rural development. .

AbstractRural Development Policy is a priority for the E.U., as half of the Union’s population lives in rural areas. This policy is focused on society’s durable development, under all its aspects: economic, social, cultural, and so on. The challenges which rural areas of member states face must be addressed, while at the same time applying European norms and standards for rural development. After Romania became a part of the E.U., rural areas here were supported through several national rural development programs, so as to create a durable and sustainable rural economy. Major changes are required to achieve this kind of development, such as replacing old agricultural structures, modernizing the village, while at the same time maintaining cultural and local identity. Rural areas in Romania are often affected by natural disasters. During the last 17 years, national rural development programs implied contracts worth billions of Euros. For instance, through the 2020 NRDP, a budget of 9.5 billion Euros was allocated, 8.1 billion Euros coming from E.U. funding and 1.34 billion Euros as national cofinancing. At the moment, Romania’s absorption degree for the 2020 NRDP is of 20% and is expected to surpass 50% by 2020. Another regional program includes the concept of Spatial Development - Romania - 2025. Spatial planning supports the avoidance of rural dispersion. The betterment of infrastructure is supported, such as access roads, expanding base utilities, consolidated works to prevent flooding or landslides, and so on.

The article emphasizes the limited possibilities within a market mechanism for regulating externalities and providing citizens with public goods. Therefore, there is a necessity for state regulation of the economy and the related areas such as life of people and the use of natural resources. It is noted that regional programming is an important tool for such regulation (regarding sustainable development of various territories, in particular, rural ones). The purpose of the article is to find the scientific and practical ground for programming rural sustainable development in Ukraine by means of a series reforms. In the article, regional programming is considered as an important tool of state regional policy, which is implemented by using long-term strategies, plans and programs for development of territories or regions. It is noted that regional programs are a type of state target programs, which may be either complex or special considering content, and either short or medium or long-term in terms of implementation. Examples of complex (development of the Tennessee Valley in the USA) and special (sustainable development of rural areas of the EU) regional programs are shown in the article. The article suggests including suburbs and territories outside a city or town with private buildings to rural area. The author proves that sustainable development is a good decision for the territories as well as for other ones. For that purpose, it is important to harmonize the interaction of three components - the environment, society and economy. That is possible in case of achieving Pareto optimum, which does not allow increasing the effect of one of the components, without reducing the effect on other constituents. The features of regional programming of rural sustainable development are shown with the example of the regional program "Rural Development" development and implementation (hereinafter - the Program) based on presentation and scientific analysis of individual components of its conceptual scheme. The normative-legal support of the Program consists of documents of a methodological and informative nature. It is noted that the content of the Program should be based on the provisions of the Constitution of Ukraine, the Law of Ukraine "On the Principles of State Regional Policy", the State Strategy for Regional Development up to 2020 (hereinafter - the Strategy) and other important documents. The strategy focuses on intensifying the endogenous potential of territories (regions), in particular, rural, rather than on their direct state support. At the same time, sustainable development of rural areas is directly related to the problems of territorial and political unity of Ukrainian regions. The author considers that significant impact on the implementation of the Program was made by adoption of the Cabinet of Ministers of Ukraine the Resolution "Some Issues of National Strategy Implementation for Regional Development for the period up to 2020", dated September 12, 2018, which includes the concepts presented by Min Region of Ukraine. After having conducted a rigorous analysis of the Program the author concluded that, it is presented in a schematic form, and therefore requires in-depth scientific analysis, refinement and concretization, starting from the preconditions for its development and ending with the justification of corrections. It is shown that in order to solve the problems of sustainable development of rural areas in Ukraine; a dialectical approach is needed that involves coordinating the development trends of rural and urban areas. It is noted that this was reflected in the purpose of the Program. The objectives of the Program, in accordance with the Strategy, are set out in three directions: 1) diversification of entrepreneurship in the countryside; 2) improving the quality of life in rural areas; 3) creation of conditions for social development. It specifies the persons responsible for the implementation of the Program, outlines its geography and features of financing. The research says that since the Program is very important for the future of Ukraine, it is necessary to use not only EU grants but also financial resources from other sources envisaged by the legislation for its realization. One of the significant shortcomings of the Program is the lack of necessary pre-investment research. It is indicated that the most popular are studies aimed at justifying which regional development projects (in the direction of the Program) should be supported by the state. The importance of the most critical projects of the Program is foreseen: in its first direction - diversification of agricultural production, as well as development of alternative types of economic activities, organic farming and processing and service enterprises on the basis of cooperation; the second - creation (improvement) of conditions for returning youth in rural areas, improvement of engineering, informational and educational, social and ecological infrastructure of the countryside; the third - planning of rural development, development of partnership of business and government, activation of rural development on the basis of the received support. In each of the three areas, the author advises to set the expected results and indicators of the implementation of the Program, which is necessary for its adjustment, based on the possibilities of state support for individual projects.

The cooperation has long been a pillar of the national economy in Indonesia, especially in developing the economy in rural areas. The Village Unit Cooperation (KUD) was developed to accelerate agricultural development, aimed at improving the farmers 'and peasants' farming in rural areas. KUD has also assisted in the success of regional development programs based on the agricultural sector, one of the plantation sub-sector, which is a partner of the plasma of palm oil farmer group of People’s Core Plantation (PIR) program throughout Indonesia. In the province of West Sumatra, the PIR of palm oil plantations began in the 1980s as a base of regional development, and now the age of harvest has made the age of plants unproductive. Accordingly, KUD Bukit Jaya in Dharmasraya District, one of the KUDs who wishes to apply replanting to farmer groups whose members,t found some obstacles in the implementation. This activity aims to facilitate KUD Bukit Jaya in order to realize the replanting activities in its working area. This action research is conducted using four stages of approach, namely: [1] introduction of problems with dialogical approaches, using interview techniques and discussions with cooperative managers as well as farmers whose gardens have to implement replanting; [2] the team analyzes the problems found and contacts the parties related to issues conveyed by cooperatives and farmers; the parties are insurance companies, bappeda as coordinator of cooperative technical service; [3] holding discussions and discussions with the cooperation, farmer groups and involved parties (insurance companies, cooperative agencies, and district government); [4] agreed on assistance for the preparation of cooperative and peasant group work plans for the preparation and implementation of replanting

The paper discusses the integral rural development and its importance for the policy of a more balanced regional development. Highly emphasized regional disproportions in almost all domains, as well as the long-standing lagging behind in the development of village and agriculture, resulted in faltering and stagnation of total development of the country. Overcoming, this problem calls for application of a more complex model of developmental policy for the village and rural society, which demand a multidisciplinary approach. Active policy and promotion of integral rural development is not only in the interest of rural communities, but of the society as a whole. This implies that investment in a wide range of economic branches in rural areas is of vital importance for increasing the attractiveness of rural areas, encouragement of sustainable development and creation of new possibilities for employment, especially of young educated people who are ready and capable to accept the new philosophy of development of these areas. Although rural areas in Serbia observed as a whole are highly heterogeneous with respect to economic development, according to the basic parameters of development degree, they lag behind urban and industrial centers considerably, and much more attention should be devoted to this phenomenon in the future.

The paper treats the potential of incorporation of the rural development into the planning framework of regulation of a more uniform regional development. The initial assumption is that the regional, ?medium? level of management is necessary for a legitimate management of public business and that the problems of development of rural areas can be adequately regulated within the regional development policy through an integrated planning approach starting from the paradigm of sustainable development. The basic assumption, worked out in detail in the paper, is that the activities related to the rural development are operationally defined and realized in the framework of the regional policy, given that the rural areas are one of the resources of the given region, its potential or limitation, and thus actively participate in the process of development of a region and in reactivation of its developmental potentials.

Abstract. The goal. The research is aimed at studying the role of rural areas from the perspective of the implementation of regional development programs in the process of state regulation. Methods. In the course of the study, methods of observation, abstraction, analysis and synthesis were used. The conceptual foundations of state regulation of rural development through the implementation of state programs in the period of a sustainable process of urbanization, in the conditions of a post-industrial (information) society are described. Results and practical significance. In the study presented by the author, from the position of state regulation carried out by implementing the relevant tasks of state development programs, a scientific assessment of the modern role of rural territories in the socio-economic and spatial development of Russia is given. The author's position on the issue of the conceptual foundations of the processes of rural development in relation to the current development programs is given. The importance of infrastructural support of connections between rural territories and agglomerations to reduce the «economic distance» between them is reflected. The scientific novelty of the study. The results of the study of the role of rural territories from the perspective of state regulation processes are presented. An updated idea of the position of rural territories at the present stage of socio-economic and spatial development of the regions of Russia is given.

Abstract Gender issues are of growing importance in the European and Spanish rural areas. The literature reflects that women have traditionally been linked to marginal positions in economic life, social activities and even political representation at the local level. Local development programs that have been implemented in Europe’s rural areas have had among its objectives the improvement of the articulation of local communities. To reach them, it has been fostered, among others, a gender perspective, promoting both productive activities led by women and their participation as stakeholders in the management and decision-making structures of such programmes. In this paper, we addressed this latter issue. The study focuses on a sample of 30 relevant social actors linked to the implementation of a rural development programme in the county of Rincón de Ademuz (Valencia, Spain) from the mid-1990s to recent date. Through Social Network Analysis, gender differences and women’s roles within the social network are studied in two differentiated periods. This analysis reveals that despite women representing a minority among the relevant stakeholders, their level of participation, prestige, position in the network, and frequency of relationships, among other indicators, are comparable with respect to those sustained by men. Therefore, it cannot be said, as reflected in some of the literature, that women tend to occupy marginal positions in the structure of social relations of local development programs.

The Indonesian government is currently carrying out overall development both in terms of infrastructure and economically for every corner of the region such as in rural areas. This is evidenced by the assistance in the form of village funds which are given annually by the government. Another proof of rural development is the four development programs launched by the Ministry of Village, Development of Disadvantaged Areas and Transmigration, one of them is the development of Village Enterprises (BUMDes). BUMDes are expected to be the main economic foundation for rural areas so that BUMDes can be a source of income for rural development. This study aims to provide information about the role of BUMDes in managing village funds to improve the prosperity of the Banyuanyar Village community, Ampel District, Boyolali Regency. This study uses a qualitative method by collecting data using analytical triangulation techniques. The results of the study show that BUMDes have performed their roles quite well in the welfare of society. The constraints of BUMDes in Banyuanyar Village refer more to the lack of human resources that can process the village's potential and are still skeptical of the village community about BUMDes itself.

As the Indonesian government has been committed, that the national development should be puting more focus from the outer-ring or rural areas. One of the instrument to boost the rural development is Village Fund. This decentralization transfer purposively targets to improve the village society’s welfare and alleviate social gap existed among societies. Village-owned enterprise (Badan Usaha Milik Desa or BUMDes) is provided as one of the strategic mechanism to create the welfare by proactively engage the community itsefl. In fact, BUMDes may incorporate Village Fund as capital alternative to support their establishment. This paper highlights the crucial factors in order to establish a village-owned enterprise (BUMDes) in case of Cibogo Village, Cisauk Sub-regency, Tangerang Regency. The study deploys a qualitative approach. To collect the data, we are scouting, interviewing and establishing Focused-Group Discussion that involving the possible parties which may contributes in creating BUMDes. The result has not yet concluded as the process of the research still going on. We predicts that the communities engagement, empowerment and also government support should be taken into account in the early process of establishing BUMDes. Eventually, proactive society’s control and participatory would be decent factors to support the operations of BUMDes itself.

The article analyzes the number, employment and dynamics of monetary income of the population of the Orenburg region for a long-term period. The production of social and engineering arrangement of rural territories of the region for a number of years is analyzed in detail. Negative destructive changes and trends in employment and social development of rural areas are revealed. The directions of improvement and dynamic development of agricultural production, rural areas, and employment of the rural population are proposed.
