Durante los últimos años la Caja Costarricense de Seguro Social (CCSS) ha experimentado una serie de problemas que en última instancia están afectando los servicios de salud que brinda a la población. Surgió así el interés de la ciudadanía por participar en el análisis de la situación y proponer acciones al respecto, como es el caso de Pérez Zeledón, cantón de la provincia de San José. En esta comunidad consideran necesario establecer un conjunto de indicadores que permitan monitorear aspectos fundamentales de la atención que brinda la CCSS en su cantón. Sobre esta base, este artículo desarrolla y ofrece una propuesta de indicadores con el fin de proveer a todas las personas que necesiten y usen los servicios de salud de la CCSS, la oportunidad de evaluar y dar una retroalimentación que pueda ayudar a que la institución mejore sus servicios y desempeño. ABSTRACT During the last recent years, the Caja Costarricense de Seguro Social (CCSS) from Costa Rica, has suffered different problems that are damaging the health services that it provides to the population. Based on that fact, citizenry participation becomes an important tool in order to promote accountability and responsibility in the management of this very important institution. As a response to this claim, some social organizations from the canton of Pérez Zeledón paid attention to timportance of having a range of different indicators concerning the quality and opportunity of the priorly mentioned health services and their efficiency. On this base, this article develops and offers a proposal of indicators with the aim of providing all the people that need and use the Caja health services, the opportunity of evaluating them and giving some feedback that can help that institution improve its services and performance.

En este artículo, se analiza en qué medida el ateísmo y el descreimiento se habían extendido en la ciudad de San José (Costa Rica) a inicios del siglo XX entre distintas categorías ocupacionales. Este fenómeno es considerado en el marco de la expansión de la alfabetización popular y de los esfuerzos de intelectuales liberales y radicales por secularizar la enseñanza, proceso fuertemente combatido por la Iglesia católica. Abstract This article analyzes to what extent atheism and disbelief were extended among the people from different occupations in the city of San José (Costa Rica) at the beginning of the twentieth century. This process was part of the expansion of popular literacy and the efforts of the liberal and radical intellectuals to secularize education, which was highly opposed by the Catholic Church. Laws and regulations backing and governing public administration in subsoil use and protection in Ukraine is gradually gaining priority and importance given incoming energy security and resource self-sufficiency risks alerts for the State as one of the warrants for political and economic independence and guarantees for the people of Ukraine to enjoy and plenipotentiary implement its propitiatory rights set forth in the Constitution of Ukraine with regard to natural resources and benefits that constitute the genuine wealth of the nation. The article is written with the application of inductive reasoning and performance of various research methods, such as case studies, phenomenological study with some focus on nature and source of laws and administrative functions, grounded theory study; also a deep comparative analysis of domestic and overseas legal patterns is carried out. The article is devoted to the research of problems with regard to public administration in the field of subsoil use and protection in Ukraine. The author emphasizes that determination of public administration in the field of subsoil use and protection is a form of public managerial activities of public administration authorities (state authorities, local self-government bodies, self-governing public organizations with the respective competence). It is suggested that these activities are aimed at implementation of the policies in the field of geological exploration of mineral resources, mineral extraction, construction of underground and terrestrial facilities not related to the extraction of minerals, subsoil and environmental protection and they are based on the principles of interaction between subject and object of public administration, discretion, mutual responsibility, self-governance and decentralization when public services are provided. Also, the article presents many judicial practice of the European Court of Human Rights and Citizen, the Supreme Court in the field of public administration in the field of subsoil use and protection. In concluding notes amendments to Subsoil Code of Ukraine, methodology for calculating the initial selling price for the sale of special permit, selection procedures for open special permit tender bid winners and responsibility for subsoil use abandonment costs are suggested by the author.

Much has been written about the link between HR and performance, however consensus has yet not been found concerning the understanding on how that relationship comes together. Empirically, no direct impact has been found and research has only suggested an indirect impact. Consequently, the Strategic HRM field is particularly interested on the understanding of the mediating variables that impact the organization performance. Besides the integrated and business strategy alignment of the HR function, it should be considered that it is the people (HR) of the organization and not their practices that determine the company´s competitive advantage. (Messersmith & Guthrie, 2010) argue that it is the impact of those practices that represent “the true resource and enable a sustainable advantage over industry rivals”. The objetive of this research proposal is to study the impact of strategic human resources practices on the organization performance through a case study methodology, supported by longitudinal data. Namely, the project aims to achieve a deeper understanding of the variables that affect the process stream during strategy implementation. How the HR practices impact on people? And why human resources are the most valuable asset? These core premises are in line with the most recent economic concerns about people productivity, employment policies and labor flexibility.

La libertad de expresión es un derecho humano que está reconoci-do en la Constitución Política del Estado, en su Art. 21 inc. 3, y se halla también en tratados y convenios internacionales, de los cua-les el más importante a juicio de la autora, por ser a nivel inter-americano, es la Convención Americana de Derechos Humanos o Pacto de San José de Costa Rica de 22 de noviembre de 1969. Esta convención ha sido ratificada por Bolivia, por tanto está en la obligación de cumplirla y establecer los mecanismos necesarios para exigir, a su vez, su cumplimiento.

Con el propósito de aportar elementos a una discusión sobre el mejoramiento de la calidad de la educación y sobre los esfuerzos orientados en tal dirección, se estudió el rendimiento escolar de 1,320 estudiantes matriculados en 1999 en el sexto año en escuelas de la Dirección Regional de Enseñanza de San José, Costa Rica. Mediante análisis correlacionales, de varianza simples y multivariados y de regresión múltiple, se procuró determinar en qué medida los factores socioeconómicos y educativos relacionados con el proceso educativo escolar inciden en el rendimiento académico de los estudiantes. Se analizaron datos (a) proporcionados por los padres para determinar la ocupación del padre y de la madre, el nivel educativo del padre y de la madre, el nivel de ingreso económico del hogar y el tamaño de la biblioteca del hogar; (b) aportados por los maestros, con el fin de indagar su grado académico, su antigüedad docente, su salario, el tamaño de la clase, el número de horas lectivas y el número de libros de texto utilizados por cada estudiante en la escuela; (c) proporcionados por los directores de la escuela respecto del presupuesto escolar para materiales didácticos y al tamaño de la biblioteca de la institución; y (d) resultantes de la administración de pruebas comprensivas en las disciplinas de Español y Matemáticas. Los resultados muestran que, a excepción del tamaño de la matrícula escolar, todas las variables independientes involucradas en el estudio están asociadas significativamente con el rendimiento académico. Se propone el mejor modelo predictor del rendimiento académico en la población del estudio.

The number of inpatient visits in RSU Anutapura Palu, where in 2015 inpatient visits of 5,640, then in 2016 patient visits decreased to 5,451, in 2017 also decreased to 3,999 and in 2018 also decreased Drastic to 1,146 patient visits. This research aims to determine the utilization of health services in patients in general hospitalization in RSU Anutapura Palu. This type of research is quantitative descriptive. Research was conducted from May-June 2019. The population in the study is a visitor (number of hospitalizations) at the General Hospital (RSU) Anutapura Palu. In this case the people who use health services in the General Hospital (RSU) Anutapura Palu recorded as many as 1,146 visitors (patients) in the year 2018. Primary data collection is through questionnaires and secondary data through the study of patient record documents and other supporting documents. The utilization of health services in patients in general hospitalization in RSU Anutapura Palu is well from the aspects of health beliefs, abilities and needs. RSU Anutapura Palu is expected to be able to improve the promotion of health services so that people use the health services provided.
