В статье рассматривается развитие региональной системы образования, обращается внимание на существующие противоречия исследуемой проблемы в теории и практике дополнительного профессионального образования, обосновывается высокая востребованность поиска эффективных способов формирования профессиональной готовности педагогических кадров региональной системы образования к инновационной деятельности. Представлены научные подходы к данной проблеме (В. П. Панасюк, М. М. Поташник, Н. В. Третьякова, А. В. Хуторской и др.); раскрыто авторское содержательное наполнение понятия «управленческая модель научно-методического сопровождения системы оценки качества образования» как совокупность принципов, целей, содержания и технологии управления региональной системой оценки качества образования; структурные компоненты модели и практика функционирования региональной системы дополнительного профессионального образования. Описаны результаты исследования, проведенного на базе ОГБУ ДПО «Рязанский институт развития образования» с целью исследования эффективных управленческих моделей научно-методического сопровождения развития региональной системы образования и выявления уровня готовности руководителей к управленческой деятельности при помощи методов теоретического анализа и обобщения научно-педагогической литературы, анкетирования, беседы, эксперимента по апробации управленческой модели развития региональной системы образования. Доказана гипотеза об эффективности развития региональной системы образования в соответствии с разработанной управленческой моделью ее научно-методического сопровождения. Предложены перспективные направления развития системы дополнительного профессионального образования путем включения в содержание программ научно-методической деятельности региональных и муниципальных специалистов практико-ориентированных курсов, расширения возможностей системы дополнительного профессионального образования для повышения квалификации работников образования региона в инновационных формах, создание информационных баз данных в цифровом формате. Обновление содержания управленческой деятельности по повышению квалификации педагогических кадров в контексте их практико-ориентированной деятельности по оценке качества образования; разработка системы управления научно-методического сопровождения региональной системы оценки качества образования, внедрение современных структур, технологий по управлению образованием. составляют новизну данного исследования, а возможность использования этой модели для повышения готовности к научно-методическому сопровождению процессов оценки качества образования руководителей и педагогических работников в учреждениях дополнительного профессионального образования различных регионов — его практическую значимость. The article treats the development of regional education system and focuses on problems associated with theoretical and applied aspects of supplementary vocational education. The authors substantiate the necessity of searching for effective strategies for ensuring regional teachers’ professional readiness for innovation. The article presents various approaches to the issue (V. P. Panasyuk, M. M. Potashnik, N. V. Tretyakova, A. V. Khutorskoy, etc.) and provides an interpretation of the management model of research and methodological support of the regional system of education quality assessment. The article describes the results of the research performed at Ryazan Institute of Education Development and aimed to investigate effective management models for providing research and methodological support to regional teachers, to assess education managers’ readiness to ensure effective leadership. The investigation and assessment are performed by means of such methods as theoretical analysis, overview of research literature, questionnaire, interview, experimental approbation. The article proves the hypothesis that the proposed management model of research and methodological support of the regional system of education quality assessment is effective. The article presents effective models of vocational education system development by means of introducing practice-oriented courses to the curriculum, by means of expanding the choice of supplementary vocational education courses, by means of enhancing innovation, by means of creating digital information databases. The theoretical novelty of the research is accounted for by the fact that it presents innovative content, develops a system of research and methodological support of the regional system of education quality assessment, and introduces modern education management technologies. The practical significance of the research is accounted for by the fact that the proposed model can be used to enhance and improve education managers’ and teachers’ readiness to assess education quality in regional institutions of supplementary vocational education.

Problem statement. This article is devoted to such a topical issue as the use of the dynamic mathematics system (DMS) GeoGebra in teaching mathematics. DMSs are gradually being introduced into mathematics education, but the question is raised about the effectiveness of their application. The purpose of the article is to study the influence of GeoGebra on the quality of the solving of tasks on the topic «Second order curves» by 2nd year students studying in the specialty “Applied Informatics (by branches)” at NovosibirskProfessional and Pedagogical Vocational Education Institution. The research methodology consisted in the analysis and synthesis of scientific literature on the chosen topic, pedagogical experiment, mathematical methods of processing the results of this experiment and observation of the participants in the pedagogical process.The obtained results of the research indicate that the use of the GeoGebra program has a positive effect on the academic performance of students. Statistical processing of the obtained data shows that there are no differences in the selected criteria between the group that worked in the GeoGebra and the group that worked without computer programs. However, the use of DMSmakes it possible to visually demonstrate the material, draw the attention of students to the academic discipline, promotes the development of creative thinking, and allows students to experiment with mathematical objects on their own. Conclusion. Due to the widespread use of dynamic systems in mathematics education, the study of their influence on the development of various cognitive abilities and personal qualities of students is of practical and scientific interest. The materials of the work can be used in the educational process when teaching and learning the course EN.01 Mathematics at the level of secondary vocational education and distributed to various topics and sections of mathematical disciplines at other levels of education.

The urgency of the problem under consideration here has been necessitated by a need for training more vocational teachers for the system; they are to be specialists in developing and implementing the basic and optional educational programs designed for workshop force and mid-tier specialists; this means preparing the personnel resource for innovation industry. The goal of the paper is to reveal the changes that are necessary to be brought about for improving the quality of training delivered to students of vocational pedagogy and continuing vocational education. The key approach to the study of the problem is the systems activity approach that allows us to employ the systems concepts for building domain-specific schema linked to the investigation of how vocational teacher training is organized today, with regard to the requirements set by Russia's educational standard "Teacher of vocational training and continuing vocational education". Analysis of theory and findings in the literature led us to the conclusion that, considering the particular properties and logic of vocational teacher’s education, as well as reliance on the approaches and concepts under consideration, is what shall cater to the ever increasing demands to it from man, society and state. In view of the analysis' results, we suggest recommendations for improving vocational teacher training that would lead to vocational education/training/continuing education quality enhancement, including training offered in corporate training centers and innovation industries. The materials herein may be of value to educational managers in forming their personnel resource.

The recently discussed issues of education quality are devoted full attention. The systems of quality control are developed, services are certified etc. All EU countries point to education quality as one of the most important political priorities. Despite the fact it is an excellent idea, the questions of how to ensure adequate education and how to achieve equally ranked education certification in all countries of the European Union arise. We can note that different legal and political documents approved by Lithuanian authorities in one way or another emphasize that ensuring quality education is a priority field. What is quality? This question is not so simple. We can agree with general definition that quality generally refers to a certain degree (level) of excellence. It is obvious that there are at least two main perspectives of defining quality, one from the customer of education services and the other one from the producer (education institution). It is obvious, that the quality aspiration is important not only for the companies which produce products or offer service, but also for education institutions of all levels. The central point is the understanding that quality cannot be bought in the market and is not something beyond institution boundaries. Everything will be determined by awareness that quality in a broad sense is conditioned by the quality of management (administration). Only professional management leads to qualified processes (institution work) whereas the latter ensure high-quality service. Another main point is that education and research belongs together. It is as axiomatic truth. Without high-level research a quality management system seems to be a useless thing. As the understanding of quality may vary, a general agreement on the issue discussing quality is very important at least inside the institution. Quality is differently treated by academic staff, teachers, students, employers, social partners of institution, authorities and society in general. Education is a complex system having different levels, sub-systems etc. that closely correlate and determine one another. Finally, we can notice that the best organizations have a systemic and comprehensive focus on quality. Key words: quality of education, managing quality, systemic approach.

This article is a case study on the education of Orang Asli in Malaysia. Indigenous people or “orang asli” are the oldest inhabitants of Peninsular Malaysia but they are the minority among the total population in Malaysia.  A study showed that around 50 percent of the students from the Orang Asli community do not further their study in secondary school after finishing their primary school and only 30 percent of students of Orang Asli finish their secondary school, which is less than half of the national average. The statistics of the education progress of Orang Asli are quite worrisome for a lot of parties especially the government and there are a lot of factors that contribute to those, not good-looking results. In order to improve the quality of education, studies on the challenges faced by the Orang Asli are a must. There are a lot of factors causing that specific problem. One of the factors is would be the awareness amongst the Orang Asli community towards education and another factor is would be the Orang Asli accessibility to their nearest education institution. In a nutshell, the Orang Asli are the minority communities that had been marginalized for decades and to achieve the aim to reduce poverty and uplift quality of life them, education is the main key to success.

The article is devoted to the analysis of modern demands of education quality management in the conditions of higher education institution operation. The methodological basis of the study is the concept of management, based on a system of philosophical and general scientific doctrines about the quality of education and its specifics in higher education, the concept of personality-oriented learning, systems theory, modeling and development. The authors systematized methodological approaches to modeling the quality management system of education in higher education. The study developed a model of quality management, which is presented at the levels of: subsystems of management approaches, theoretical and methodological foundations, the value of the components and factors of education of different nature; defined a system of principles of internal quality management of higher education, aimed at performing a regulatory function at the general scientific, strategic, practice-oriented, technical, specific scientific and factor levels; an algorithm for building an education quality management system in a higher education institution is presented. It is shown that the quality management of education should be carried out at levels that ensure the manufacturability of the process, the possibility of its improvement with further analysis of the results and the adoption of appropriate management decisions.

This article makes a map of education management in school by looking at the developed potentials in every school elements, starting from the headmaster, teachers, education staffs and students. The potential contributed is the expectation of school. It is not only as a known list, but also to be implemented through good and correct map. Through school based management certainly it gives authority to head master to develop the school along the vision-mission and work-program which have been planned. Through descriptive analysis approach, this article conclude that school based management is a management paradigm which put forward an autonomy and involvement of community. Education autonomy means an effort to give a large space for the head master to develop and manage the institution. The article analyzes the life plans of graduates of technical and vocational education institutions. The sociological study was conducted in 5 cities of the Republic of Tatarstan, which is a part of the Russian Federation. At present there is a significant contradiction in the labor market. On the one hand, Russia’s national economy needs workers. On the other hand, Russian young people are very skeptical about working professions, although there is much demand for workers. The study shows that graduates are not professionally oriented, i.e. they are not likely to work in their professions after graduating from colleges. The findings of the study show that professional self-determination of graduates of technical and vocational education institutions depends on the type of parental environment. The authors conclude that the key thing that determines the nature of the parents’ influence on the plans of graduates is the educational background of the parents.
