Factors Affecting Inspection Staffing Needs for Highway Construction Projects

In highway construction projects, labor-oriented work is an integral part of the management process, requiring analysis of factors affecting labor productivity during Covid-19 pandemic. This research identified 53 influential factors affecting construction labor productivity at selected cities and towns in Cagayan Valley Region, Philippines. Due to the pandemic, the construction industries incurred substantial profit losses. More so, the construction workers are too much affected because of the Enhance Community Quarantine (ECQ) imposed by the local government. Results indicated there was laxity on the Covid-19 protocols. No health worker in the project site ranked the highest in the health & safety factor group with an RII of 0.97 and ranked 1st among 53 factors on the different groups. Besides, no safety engineer was assigned to the projects and ranked 2nd with an RII of 0.93. Among the 7 groups of factors, the health and safety group ranked 1st with 0.81, followed by the schedule compression group with an RII of 0.78. Hence, these two groups of factors have a strong relationship, as evidenced by number of workers reduced. It was learned that the contractors’ strategy was to increase the number of working days to cope with their schedules. Hypothesis testing supported that there are various significant factors influencing labor productivity loss during the Covid-19 pandemic, as suggested by more than 50% of the respondents.

Highway construction projects are divided into new roadway construction and rehabilitation projects. In Korea total contract value of highway construction projects was over $2 Billion in 2011, which took over 24% of the total budget of the Korea Highway Corporation, and the volume is expected to be increase due to many rehabilitation projects for the existing roadways. Highway construction is known as a collection of linear and repetitive operations that are highly equipment intensive. Typically, construction equipment costs made up to 40% of the total construction costs on the highway construction projects. Therefore, construction cost and time for the highway construction projects are highly dependent upon the effective usage of construction equipment. In other words, the utilization of construction equipment has a great impact on the entire construction process and the optimal selection of the equipment becomes the key factor to the project success. However, most construction projects rely on experience or intuition without proper consideration or planning when it comes to select construction equipment. This research involves analyzing current equipment utilization to identify the major factors affecting equipment selection process for the asphalt pavement operation with the help of a computer simulation technique. The methodology developed can replace educated-guessing in the planning process for the equipment selection process.

UAE construction industry frequently faces poor cost performance which commonly known as cost overrun problem. This problem is resulted from several factors and it is important to identify these cost overrun factors in order to avoid and minimize it. Hence, this paper focused on determined the relevancy of factors affecting cost performance in construction projects of UAE. Through a review of past research works conducted globally, 27 factors of cost overrun were listed and used for developing a structured questionnaire. A survey was conducted with 33 practitioners from client, consultant and contractors organizations involved in handling construction projects in UAE. The respondents were requested to state their perception regarding the relevancy of each of the factors that was perceived in context with cost overrun issue using 5-points Likert scale. The responses were analysed using average index method and the results found that all the 27 factors are relevant with construction industry of UAE in causing cost overrun. These factors can be used for further investigation to uncover critical problems of cost overrun.
