BIM-Based Government Procurement System- The Likely Development in Taiwan

Nowadays, in terms of setting-up and placing government and municipal orders in the Russian Federation there is considered a government procurement system.The article reveals the key concepts used in the system of government procurement: the contracting system; participants of the contracting system; the unified information system; a purchase, a customer.The authors have set up the definition for a concept "Contract procurement system", as well as purposes of the contract system. The article introduces in greater detail the interrelations of all elements of the system: customers, supplier (performers, contractors), supervising authorities, legal environment, and the unified information system. Interrelation of the elements of government procurement system is given in the form of an algorithm disclosing the essence of this interrelation. The term "government procurement system" has been defined; the purposes of the system have been determined. The author underlines the need to improve the planning stage and the whole contracting system on the basis of investigation and analysis of the working experience both domestic and foreign government procurement system.
