Policy expectation moderates the relationship between merit pay policy effectiveness and public service motivation

We explored how policy expectation influences the relationship between public service motivation (PSM) and perceived merit pay policy effectiveness among public sector employees. Using survey data from 581 Chinese compulsory school teachers, we tested the influence of merit pay policy on PSM using multiple regression analysis. The results demonstrated that the relationship between the perceived effectiveness of merit pay policy and PSM is U-shaped. That is, teachers' PSM declined in the case of a weak perception of policy effectiveness but improved when teachers perceived that policy effectiveness was high. In addition, policy expectations moderated this link, suggesting that taking this variable into account can help to improve teachers' acceptance of the reward policy. The theoretical and managerial implications relating to strategies for implementing performance pay systems, study limitations, and possible future research directions are discussed.

When pressure on human resource departments to make government more efficient is increasing, it is of great relevance to understand employees’ motivation and the fit of an employee with their job, as both contribute strongly to service performance. Therefore, this chapter discusses the role of public employees’ motivation and its relationship to individual performance. More specifically, this relationship is examined by focusing on public service motivation (PSM), a stream of research developed during the last three decades stressing the service orientation of public employees’ identity. Theoretically, how the relationship between PSM and individual performance is dependent on institutions is discussed, and an overview of the existing empirical evidence concerning this relationship is provided. The literature review discusses a variety of aspects such as direct vs. indirect effects, type of performance used, how performance is measured, and effect sizes. Finally, several avenues for future research are proposed, including methodological strategies.

Co-creation is a special type of collaboration that co-opts individuals in an innovative way for creating value. Engaging in co-creation can result in mutual benefit for the participants as they obtain favourable end results or exchange knowledge and skills but may be challenging when an individual may not be ready or willing to co-create. This makes it imperative that an individual's readiness to co-create (RTCC) is understood and factored into the management of co-creative processes. Drawing from research on readiness to collaborate, factors that determine RTCC are examined in this article. Specifically, the relationship between constructs of individual value system (IVS), organisational value system (OVS), contextual-environmental conditions (EC), intrapersonal characteristics (IntraCharac), interpersonal characteristics (InterCharac), and RTCC are examined. Post confirmatory factor analysis indicated that most of the variables of the six constructs had loaded on a particular factor except for IntraCharac that loaded only 2 variables. Based on these results, multiple regressions were performed, which indicated that environmental conditions and InterCharac did have significant influence on RTCC whereas IntraCharac did not have a strong effect. Managerial implications and potential future research directions are also highlighted.

Much research has focused on finding and explaining the antecedents, correlates, and outcomes of public service motivation (PSM), but little is known about the influence of national context on individuals’ PSM. Previous research suggests that national culture may exert an independent influence on individuals’ PSM. This article examines PSM as an individual-level variable that is related to national culture, which is represented by Hofstede’s cultural dimensions. Using data from the International Social Survey Programme (2005), I investigate the relationship between cultural dimensions and individuals’ PSM. This article demonstrates that masculinity and indulgence are positively related to individuals’ PSM, whereas individualism is negatively associated with individuals’ PSM. However, power distance and uncertainty avoidance have a non-significant relationship with PSM. This article provides partial support for the thesis that national culture is associated with individuals’ PSM, but future research is required to explicate the relationship of cultural characteristics to individuals’ PSM. Points for practitioners Culture influences certain types of behavior both directly and indirectly. The article suggests that cultural tendencies such as masculinity, indulgence, and collectivism have a significant positive influence on individuals’ PSM. Organizational education and socialization enhancing these cultural values are likely to foster employees’ PSM.

This essay provides a reflective commentary outlining Hawai’i’s unconventional response for employing a volunteer workforce of public servants when faced with the task of processing an unprecedented backlog of unemployment insurance claims triggered by the COVID-19 pandemic. Although efforts are still ongoing, this essay applies volunteerism and public service motivation as a framework to explain why public servants would serve in a voluntary capacity at another public agency. The intent of this essay is to spur conversation on how public servants are further stepping up to the frontlines during times of crisis, as well as expand knowledge on the relationship between volunteerism and public service motivation.

Significant research explores effectiveness of entrepreneurial curriculum, teaching innovations and programs, but less often studied is the role of entrepreneurship educators. The way that the educator sees his or her role relative to the students is of critical importance because this directly influences pedagogy choices, expectations for students and learning outcomes, as well as job satisfaction. While recent studies propose typologies characterizing pedagogical approaches of educators, few of these are based on the data from entrepreneurship educators. Framed within role identity theory, we conducted 13 in–depth interviews to examine how entrepreneurship educators perceive their role. Using the qualitative data analysis tool (NVivo), we analyzed how the relationship between their perceptions of their role and core value orientation is connected to teaching approaches. Results show that these educators view their roles as teacher-focused, network-focused, or student-focused and that these perspectives are associated with different perceptions of students’ role and learning objectives. Further, we find different levels of emphasis on roles and that personal core values are differentially linked to these roles. Implications and future research directions are discussed.

Mobile services are heralded to create a tremendous spectrum of business opportunities. User acceptance of these services is of paramount importance. Consequently, a deeper insight into theory-based research is required to better understand the underlying motivations that lead users to adopting mobile services. As mobile services bring additional functional dimensions, including hedonic and experiential aspects, using extant models for predicting mobile services acceptance by individuals may be inadequate. The aim of this paper is to explore, analyse and critically assess the use of existing acceptance theories in the light of the evolving and ubiquitous mobile services and their underlying technologies. Constructs affecting consumer adoption behaviour are discussed and relevant propositions are made. Managerial implications are explored and future research directions are also identified.

Purpose The purpose of this paper is to examine the relationship of business strategies with executive staffing of multinational companies (MNCs). Design/methodology/approach Based on in-depth interviews conducted with top executives of 22 MNCs’, the authors identify important connections between international business strategies and staffing orientation. The authors used the qualitative research approach of building theory from interviews; thus, creating theoretical propositions from empirical evidence. Findings The authors find that when the pressure for global integration is high, MNCs use more parent-country national (PCNs) (ethnocentric staffing) as against the use of host-country managers (HCNs) (polycentric staffing) when this pressure is low. Additionally, MNCs using a global strategy are more likely to use an ethnocentric staffing approach, those using a multi-domestic strategy use a polycentric approach and firms using transnational strategy adopt a mix of ethnocentric and polycentric approaches. Research limitations/implications Although the authors derive theoretical patterns based on rich qualitative data, their sample is relatively small and comprises mostly of French MNCs. Generalizability to a broader context is limited. However, the authors’ findings have critical implications for future research. Practical implications The authors’ findings provide critical managerial implications for MNCs in matching their HR strategies with business strategies. These are important for effective strategy implementation. Originality/value Although MNC staffing orientations have been studied for a long time, their relationship to international business strategies is still not clearly understood. The authors contribute to the literature by investigating the relationship between MNCs’ business strategy types with staffing orientations.

PurposeInnovations are imperative for organizational growth and sustainability. This study focuses on the employees' innovative behavior, a source of organizational innovations, which has received substantial attention from the researchers. Based on the psychological empowerment theory, the study exposes the effect of the various dimensions of public service motivation (PSM) on employees' innovative behavior (IB) in public sector institutions especially in the context of developing countries such as Pakistan. Moreover, the study also investigates the mediating role of psychological empowerment (PSE) between the dimensions of PSM and IB.Design/methodology/approachThis study used the cross-sectional research design. By using random sampling, the adapted survey questionnaires were used to collect data from 346 faculty members of public sector universities located in provincial capitals of Pakistan. A partial least square–structural equation modeling (PLS-SEM) tool was used to assess the proposed hypotheses through SMART-PLS software.FindingsResults revealed that attraction to policymaking (APM), compassion (COM), self-sacrifice (SS) have a significant impact on employees' PSE and their innovative behavior, while the relationship of commitment to the public interest (CPI) with PSE and IB was found insignificant. Moreover, PSE partially mediated the relationship between PSM dimensions and employees' IB.Originality/valueThere was a scarcity of research on IB especially in public sector institutions such as academia. This study theoretically contributed to the literature by providing a refined picture in assessing the proposed relationship of the constructs. This is also one of the original studies that examine the relationship between the dimensions of PSM and IB.
