With the proposal of construction ideas of smart earth, the smart city construction becomes a kind of global consensus. In addition, the smart Quanzhou construction also becomes one of the important construction missions and targets in the city development of Quanzhou. This paper, by means of analyzing the necessity of smart Quanzhou construction, summarizes some problems that exist in the city informatization of Quanzhou. Moreover, this paper also proposes the general idea of the construction of the smart Quanzhou by studying and summarizing the successful case of smart city construction in the domestic and overseas.

The rapid expansion of urbanization both in scale and population leads to a series of serious urban diseases, which become a huge obstacle to the healthy and sustainable development of cities. To alleviate these problems and challenges, China launched a smart city construction program in the past decade and has taken the lead in smart city construction in the world. However, there is still a lack of reflection and summary on the practice of smart cities in China. Based on the definition and concept of smart city, this paper points out the internal and external driving factors of China’s smart city development, then summarizes the four major characteristics of China’s smart city construction practice, and explores the main problems existing in the process of China’s smart city construction. Through the reflection and summary, we can facilitate development of smart cities in China, provide useful reference to urban planners and smart city practitioners in other countries and regions, and promote the healthy and sustainable development of cities.

In view of the current construction practice of sponge city, effective rainwater system planning and rainwater control and utilization facility design are the key to give full play to its sponge function. Taking the sponge city construction of a city as an example, this paper explains the planning system, overall goal and planning strategy of the sponge city rainwater system, mainly discusses the design of storm—water control and utilization facilities, and carries out the sponge construction for the recently built and under construction projects as well as the demand of sponge construction, which plays an exemplary role for reference.

Abstract. TV news are essentially cultural phenomena. Previous research suggests that the often-overlooked formal and implicit characteristics of newscasts may be systematically related to culture-specific characteristics. Investigating these characteristics by means of a frame-by-frame content analysis is identified as a particularly promising methodological approach. To examine the relationship between culture and selected formal characteristics of newscasts, we present an explorative study that compares material from the USA, the Arab world, and Germany. Results indicate that there are many significant differences, some of which are in line with expectations derived from cultural specifics. Specifically, we argue that the number of persons presented as well as the context in which they are presented can be interpreted as indicators of Individualism/Collectivism. The conclusions underline the validity of the chosen methodological approach, but also demonstrate the need for more comprehensive and theory-driven category schemes.
