In this paper IPA (importance–performance analysis) is used to assess location attractiveness for investments as a competitiveness factor in Serbian tourism. Based on the theory of Dunning’s eclectic paradigm, regarding locational advantages as a factor for investments, twelve key indicators were selected for assessment by stakeholders in the private and public sectors. The conclusion derived from the analysis implies that Serbia is under performing in relation to the importance of the selected indicators. The largest proportion of indicators is classified as the ‘concentrate here’ strategy type in the IPA matrix. The conclusions regarding the importance and performance of indicators allocated to other quadrants (especially ‘low priority’ and ‘possible overkill’) are also significant. This paper establishes the bases for analysis that can help both the public and the private sector to develop strategies for the development of tourism and the competitiveness of Serbia as a tourist destination, referring to investments (locational advantages) as a competitiveness factor.

Background Public–private mix (PPM) programs on tuberculosis (TB) have a critical role in engaging and integrating the private sector into the national TB control efforts in order to meet the End TB Strategy targets. South Korea’s PPM program can provide important insights on the long-term impact and policy gaps in the development and expansion of PPM as a nationwide program. Methods and findings Healthcare is privatized in South Korea, and a majority (80.3% in 2009) of TB patients sought care in the private sector. Since 2009, South Korea has rapidly expanded its PPM program coverage under the National Health Insurance (NHI) scheme as a formal national program with dedicated PPM nurses managing TB patients in both the private and public sectors. Using the difference in differences (DID) analytic framework, we compared relative changes in TB treatment outcomes—treatment success (TS) and loss to follow-up (LTFU)—in the private and public sector between the 2009 and 2014 TB patient cohorts. Propensity score matching (PSM) using the kernel method was done to adjust for imbalances in the covariates between the 2 population cohorts. The 2009 cohort included 6,195 (63.0% male, 37.0% female; mean age: 42.1) and 27,396 (56.1% male, 43.9% female; mean age: 45.7) TB patients in the public and private sectors, respectively. The 2014 cohort included 2,803 (63.2% male, 36.8% female; mean age: 50.1) and 29,988 (56.5% male, 43.5% female; mean age: 54.7) patients. In both the private and public sectors, the proportion of patients with transfer history decreased (public: 23.8% to 21.7% and private: 20.8% to 17.6%), and bacteriological confirmed disease increased (public: 48.9% to 62.3% and private: 48.8% to 58.1%) in 2014 compared to 2009. After expanding nationwide PPM, absolute TS rates improved by 9.10% (87.5% to 93.4%) and by 13.6% (from 70.3% to 83.9%) in the public and private sectors. Relative to the public, the private saw 4.1% (95% confidence interval [CI] 2.9% to 5.3%, p-value < 0.001) and −8.7% (95% CI −9.7% to −7.7%, p-value <0.001) higher rates of improvement in TS and reduction in LTFU. Treatment outcomes did not improve in patients who experienced at least 1 transfer during their TB treatment. Study limitations include non-longitudinal nature of our original dataset, inability to assess the regional disparities, and verify PPM program’s impact on TB mortality. Conclusions We found that the nationwide scale-up of the PPM program was associated with improvements in TB treatment outcomes in the private sector in South Korea. Centralized financial governance and regulatory mechanisms were integral in facilitating the integration of highly diverse South Korean private sector into the national TB control program and scaling up of the PPM intervention nationwide. However, TB care gaps continued to exist for patients who transferred at least once during their treatment. These programmatic gaps may be improved through reducing administrative hurdles and making programmatic amendments that can help facilitate management TB patients between institutions and healthcare sectors, as well as across administrative regions.

AbstractThe objective of this research is to verify the level of relationship between the mechanisms of corporate governance and the performance of the companies of the public subsector, listed on BM&FBovespa. The research was based on the financial statements from 2010 to 2014, obtained on the BM&FBovespa website, resulting in a sample of 63 companies with 315 observations. In order to calculate the performance proxy of the company, the ROA was used, and for the calculation of the proxies of the corporate governance mechanisms were used for the quality of the audit, the concentration of ownership in common shares and preferred shares, participation in the levels of governance of BM&FBovespa, number of shares held by the government and number of directors in the Board, adapted from the Mollah and Zaman (2015) survey. Convergence with national and international research, the findings of the study showed that such variables as quality of profit, concentration of ownership in preferred shares, participation in governance levels and size of the Board are positively related to the performance of the company; already a concentration of ownership in common shares and number of shares held by the government are negatively related to performance. For future reference, it is recommended to expand other sectors of the market as well as to use other mechanisms of corporate governance, presented in the literature.Keywords: Corporate Governance. A pesquisa teve como base os dados das demonstrações financeiras de 2010 a 2014, obtidas no sítio eletrônico da BM&FBovespa, resultando assim, em uma amostra de 63 empresas, com 315 observações. Para o cálculo da proxy de desempenho da empresa foi utilizado o ROA, e para o cálculo das proxies dos mecanismos de governança corporativa foram utilizadas a qualidade da auditoria, concentração de propriedade em ações ordinárias e em ações preferenciais, participação nos níveis de governança da BM&FBovespa, número de ações mantidas pelo governo e número de diretores no Conselho, adaptado da pesquisa de Mollah e Zaman (2015). Convergente com pesquisas nacionais e internacionais, os achados desse estudo evidenciaram que as variáveis qualidade do lucro, concentração de propriedade em ações preferenciais, participação nos níveis de governança e tamanho do Conselho são positivamente relacionados com o desempenho da empresa; já a concentração de propriedade em ações ordinárias e o número de ações mantidas pelo governo são negativamente relacionadas com o desempenho. Para pesquisas futuras, recomenda-se ampliar a outros setores do mercado bem como utilizar outros mecanismos de governança corporativa, presentes na literatura.Palavras-chave: Governança Corporativa. I introduce the performance management from the area of human resource management that I examined at organizations operating in market environment and in the public sphere as well. The reason of my choice of subject is that the performance management got into the centre of interest also in Hungary lately.The scale of values connecting traditionally to the organizations of the private and public sphere is different vitally, what affected substantive differences of the organization, the management and the human resources management environment. Within these I tried to reveal their performance management system and with their comparison to draw conclusions. I did my surveys at profit oriented organizations and at organizations operating at the public sphere.Performance management is one centre field of modern human resource managing, as the basis of the successful functioning of any company is the possibly most effective operation of its resources. Performance management is a possibility for the company and for the employer to overview the realization of the determined aims and the factors that block or promote accomplishments. Considering the results, the employee and the manager could determine subsequent realistic and accessible aims for the following period. Achievement management is extremelyimportant in those positions where achievement could not be measured accurately.I carried out my surveys according to performance management by observation and data acquisition. I applied questionnaire survey to collect data, or rather made deep interviews; I talked personally with more employees as well.The questionnaire consisted of one data format and performance management questionnaire. I processed the gathered data by computer and visualized graphically. I also did examinations by using statistic methods, by which I was able to get to know the certain organizations deeper and thus it was possible for me to reveal more connections.

Fairytale forests must face reality (essay) Swiss forest enterprises are finding it increasingly difficult to fulfill the demands on the forest economically. The problem is complex. To address it, we analyzed this situation from the points of view of production, industrial and new institutional economics. Swiss forest enterprises are multi-product firms. They are usually publicly owned and aim to provide crucial ecosystem services for the economy in the form of private and public goods that are mostly closely connected with the production of wood. Providing these goods can be made more efficient, especially by adopting organizational measures involving cooperation and information technologies. Another more difficult but necessary measure is to ensure the required public goods are paid for. No incentives, market-like structures or tools for this have yet been introduced. This paper is a plea for providing public goods under private-sector conditions, changing management structures accordingly, even reducing the demands on the forest and developing market-based mechanisms for paying for the public goods.

Research background: The digitalization of the global economy is the most common phenomenon in the 21st century. Most Public sector organizations have already started their journeys towards digitalization, and many of them have dealt with their contemporary challenges with success. At the center of these transformations are metrics and indicators used for evaluating digital progress. Already existing measures focus on numerical measures of the presence of digital technology in the public sector (output measures), but do not evaluate the quality of the digitalized public sector (outcome measures). Purpose of the article: This paper attempts to evaluate metrics and indicators used for measuring the digital progress in the public sector. Methods: Three particular aspects of digitalization in the top five leading countries (Finland, Sweden, Denmark, Netherlands, and Malta) were examined: I. success rate of public sector IT projects (measured by how often projects are scrapped); II. The price comparability between the public sector and private sector IT projects; and III. The relative modernity of government IT systems (compared to private sector systems). Findings & Value added: The findings of this paper present key metrics and indicators that can be used to evaluate public sector digital progress. Policymakers will need to redefine digitalization goals and areas of investments, while researchers can contribute more insights to the individual impact of these metrics and indicators on the development of a digital public sector. To this end, the paper contributes to a better understanding of the essential metrics and indicators to measure digitalization progress in the public sector.

"The society based on knowledge and innovation brings to the fore the role of universities as research and learning spaces, with the purpose for sustainable development, at local, regional, national and global levels. Following this approach, we explore the capacity of spreading the knowledge and innovation capital in the North-West region of Romania between universities, the private sector and the public sector. Also, the study explores the role taken by the university system in Romania, locally and regionally, emphasizing what type of relationship defines the exchange of outputs and what are the most useful know-how transfer mechanisms from universities to the private and public sectors. The empirical research in this paper has shown that there is a growing relationship between universities – private sector – public sector, which is characterized as ‘in an incipient phase’, ‘based on urgent needs of the parties’. All of the actors involved in this triad want to develop the links between universities – private sector – public sector in communication, research, innovation and technology, and they suggest standardization and regulation of this interaction and developing a legal framework to correspond to the actual needs at local and regional levels."

This study examines union wage premiums by occupation in the public sector in the U.S. for the 2000-2004 period.  In examining union-nonunion wage differences for public sector workers in occupations accounting for 66 percent of all public workers in the 2000-2004 Current Population Survey, we find positive and statistically significant union premiums for 27 out of 41 occupations examined.  We also find large differences among occupations, with miscellaneous teachers and instructors receiving a 61 percent premium, secretaries and administrative assistants receiving a 5 percent premium, and 14 occupations receiving no statistically significant premium.  In comparing union premiums by occupation between the private and public sectors, we find, in most cases, that private sector premiums are larger than public sector premiums.  Finally, an Oaxaca decomposition shows that the majority of the differential between private sector union premiums and public sector union premiums appears to be due to differences in the way unions reward workers in the private and public sectors, not because of differences in the types of workers in the private and public sectors.

Abstract Background Large numbers of tuberculosis (TB) patients seek care from private for-profit providers. This study aimed to assess and compare TB control activities in the private for-profit and public sectors in Kenya between 2013 and 2017. Methods We conducted a retrospective cross-sectional study using routinely collected data from the National Tuberculosis, Leprosy and Lung Disease Program. Results Of 421 409 patients registered and treated between 2013 and 2017, 86 894 (21%) were from the private sector. Data collection was less complete in the private sector for nutritional assessment and follow-up sputum smear examinations (p&lt;0.001). The private sector notified less bacteriologically confirmed TB (43.1% vs 52.6%; p&lt;0.001) and had less malnutrition (body mass index &lt;18.5 kg/m2; 36.4% vs 43.3%; p&lt;0.001) than the public sector. Rates of human immunodeficiency virus (HIV) testing and antiretroviral therapy initiation were &gt;95% and &gt;90%, respectively, in both sectors, but more patients were HIV positive in the private sector (39.6% vs 31.6%; p&lt;0.001). For bacteriologically confirmed pulmonary TB, cure rates were lower in the private sector, especially for HIV-negative patients (p&lt;0.001). The private sector had an overall treatment success of 86.3% as compared with the public sector at 85.7% (p&lt;0.001). Conclusions The private sector is performing well in Kenya although there are programmatic challenges that need to be addressed.

This study focuses on the service quality and customer satisfaction among the private and public sector banks in India. Today customers are supposed to have awareness about the financial services provided by the banking sector. An attempt has therefore, been made in this paper to quantify the ‘awareness level’ of the customers and analyze the ‘service quality experience’ of the customers from their banks. The study has been carried out to compare the service quality experienced by customers of the public and private sector banks and to study the link between service quality and customer satisfaction. For that reason a well structured questionnaire was used to collect the views of customers on various service dimensions and the satisfaction of the customers regarding the services offered by the public and private sector banks. Various statistical tools like ANOVA, Factor Analysis and Multiple Regressions were used for analyzing the data collected on five service dimensions of SERVQUAL and satisfaction of customers. The results indicate that the private sector bank was better in terms of providing services and creating awareness about their products and services. The study also proves that an increase in service quality will most likely lead to customer satisfaction.

This chapter addresses halal-related developments in Malaysia, and in particular highlights the following: halal standards, halal certificates, halal parks, and disparity issues in the management of halal industry. According to an industry specialist, Malaysia is the only country in the Muslim world where the halal industry development agenda is also backed by the government, which translates into the existence of a unique ecosystem that allows a synergy between the private and public sectors. In this ecosystem, the private-sector players focus on production, manufacturing, and services, while the public agencies facilitate and coordinate the industry’s progress by providing certification and training.
