This study assesses absorption level of aid in Burkina Faso and analyzes the factors that determine this level. The analysis postulates that the level in absorbing aid is low and assumes that this level is determined by the multiplicity of donors and by mechanisms used to coordinate aid. To test this assumption, the study uses secondary data collected from 10 sectors of public administration over the period 2000-2019. Aid allocated to these sectors represented at least 75% of total aid received by the country during this period. The assessment indicate that about 58.46% of aid allocated to these sectors was effectively spent. Factors determining this absorption level were estimated using a Tobit model. The results conclude that the limiting factors lie both in donors’ behavior and in aid coordination mechanisms. Thus, better donors’ coordination could be an effective mechanism to improve aid absorption in these sectors.

Fast and effective public services are a supporter of public administration so that continuous innovation is needed to improve the quality of public services. The city of Surabaya as one of the cities with the title of smart city has tried to always make innovations in an effort to improve the quality of public services, one of which is through the Surabaya Single Window. Surabaya Single Window is an online-based licensing service created to create effective public services. This article attempts to describe how the licensing service innovation carried out by the City Government of Suraya through the Surabaya Single Window covers five important aspects. The method used is descriptive qualitative using secondary data. It was found that the City of Surabaya succeeded in creating public service innovations through the Surabaya Single Window. The Surabaya Single Window has a positive impact on licensing services in the City of Surabaya, although in its implementation there are still certain guarantees.

In the formation of a transparent and accountable public administration system and an understanding of administration, such institutions like the Ombudsman have important functions. The Ombudsman Institution, which undertakes an effective role in the solution of the problems experienced between the state and the citizen, has important responsibilities to institutionalize human rights and democratization, reduce the bad administration practices and most importantly, make the accountability mechanism the built-in in public administration. The Ombudsman Institution, which has been formed with different names in many countries in the world, has been established in Germany with the name of “the Defense Ombudsman,” and it carries out its activities under this framework.The main objective of the study is to examine the Ombudsman Institution as an extension of accountability mechanism in public administration and to asses “the Defense Ombudsman Institution”, which operates in Germany. Under the study prepared for this purpose, it is treated the concept of accountability in public administration with its general terms and examined the Ombudsman Institution, departing from the case of Germany. The study is terminated with an overview and a chapter of conclusion.In the study, it has been benefited from the scientific methods of descriptive analysis and critical review of the literature and set out from the secondary sources written about the subject and the primary sources like constitutional and legal regulations that are the basis of the Ombudsman Institution in Germany. ÖzetŞeffaf ve hesap verebilir bir kamu yönetimi sisteminin ve yönetim anlayışının oluşumunda Ombudsmanlık benzeri kurumlara önemli işlevler düşmektedir. Devlet ve vatandaş arasında yaşanan sorunların çözümü noktasında etkili bir rol üstlenen ombudsmanlık kurumuna, insan haklarının ve demokratikleşmenin kurumsallaşmasında, kötü yönetim uygulamalarının azaltılmasında ve en önemlisi kamu yönetiminde hesap verebilirlik mekanizmasının yerleşik hale gelmesinde önemli sorumluluklar düşmektedir. Dünyada birçok ülkede farklı adlarla oluşturulmuş olan Ombudsmanlık Kurumu, Almanya'da Savunma Ombudsmanlığı ismiyle kurulmuş ve faaliyetlerini yürütmektedir.Çalışmanın temel amacı, kamu yönetiminde hesap verebilirlik mekanizmasının bir uzantısı olarak Ombudsmanlık kurumunun incelenerek, Almanya'da faaliyet gösteren "Savunma Ombudsmanlığı Kurumu"nun değerlendirmeye tabi tutulmasıdır. Bu amaç doğrultusunda hazırlanan çalışma kapsamında, kamu yönetiminde hesap verebilirlik kavramı genel hatlarıyla ele alınmakta, Ombudsmanlık Kurumu Almanya örneğinden hareketle irdelenmektedir. Çalışma genel bir değerlendirme ve sonuç kısmıyla nihayetlendirilmektedir.Bu kapsamda hazırlanan çalışmada, betimsel analiz yönteminden ve eleştirel literatür taramasından yararlanılmış, konu ile ilgili yazılmış ikinci kaynaklardan ve Almanya'da Ombudsmanlık Kurumu'nun dayanağı olan anayasal ve yasal düzenlemeler gibi birincil kaynaklardan faydalanılmıştır.

In this study, we explore how clinical decision support features can be designed to aid teams in caring for patients during time-critical medical emergencies. We interviewed 12 clinicians with experience in leading pediatric trauma resuscitations to elicit design requirements for decision support alerts and how these alerts should be designed for teams with shared leadership. Based on the interview data, we identified three types of decision support alerts: reminders to perform tasks, alerts to changes in patient status, and suggestions for interventions. We also found that clinicians perceived alerts in this setting as coordination mechanisms and that some alert preferences were associated with leader experience levels. From these findings, we contribute three perspectives on how alerts can aid coordination and discuss implications for designing decision support alerts for shared leadership in time-critical medical processes.

Abstract The Valencian autonomous community is a bilingual Spanish region where, alongside Spanish, a second language is officially recognized. Yet in many areas of the Valencian administration the language law is not implemented. This article explores the presence of the two official languages in the electronic communications of this region’s city and town council agencies. It combines a variety of methods (use of secondary data, content analysis and a variation of the “mystery shopping” technique) with statistical analysis of data merged into a unit matrix of 397 municipalities. A comparison of present web page data with data from 2005 to 2010 reveals that there has been advancement on the implementation of legal provisions: Spanish monolingual web pages are being replaced by bilingual portals. Evidence also shows a greater presence of Valencian in the official social media accounts and in telephone and email interactions. However, the use of Spanish on public administration websites is still prevalent. Likewise, this study confirms the significant power of the social use of language, influenced in part by the political party in power.

The waqf land certification is free charged whereas the general land is not. The research analyzes the article 22 from the government regulation Number 13 Year 2010 concerning the government policy of tax exemption of waqf land certification based on public administration law. The purpose of the research is to understand and to analyze the reasons of government publishing this kind of policy in the perspective of Administrative Law. The kind of research is library research, it needs secondary data, which consists of the material of primary, secondary and tertiary laws. The approach is juridical normative and the analysis is qualitative. The result of the research explains that the government publish the policy of tax exemption with the objective to make Waqf land useful for the society, to accelerate of Waqf land legalization, to protect and to optimize the function of Waqf land. This policy is one effort to understand the waqf action that having a sense of religious service as well as having law certainty. The government policy is the implementation of Administrative Law function in order to create a clean and appropriate government with the good general government principal, such as legality, equity, justice, law protection, wisdom, general need implementation and smart action.

Corruption is a complex phenomenon that confronts all types of organizations. It also takes place in the underground of the organizational life. However, due to the difficulty in obtaining data it is not as researched and studied as it should be in organizational studies. The goal of this paper is to analyze the corruption in Brazilian public administration based upon the perception of law enforcement agents. The paper is based on qualitative research which used primary and secondary data, however most part of the data was obtained in depth interviews with 12 Brazilian law enforcement agents. The results of the research point out seven main findings. The interviewees also highlighted that corruption can be seen in all areas of citizen's life, including in daily practices, so it is important to find new forms to combat Transparency, greater social participation, control and punishment were listed as the main elements to be explored in the fight against corruption. The main contribution of this article is to discuss the limitations of the rationality of law enforcement agents in relation to a complex phenomenon, as corruption in public administration, in a country with high corruption incidence, as Brazil.

Purpose: Higher education institutions assume an effective role in enriching the education quality of a nation. The curriculum developed or approved by the ministry, which is an apex body in the country, has a direct impact on the outcomes of the educational system. This paper has made an attempt to critically evaluate the entrepreneurial initiatives developed by the students who pursue their MBA programme.Methodology: This research work is based on both primary and secondary sources of data and the primary data required for the study were collected through a structured questionnaire from rightly designed sample size while for the secondary data, the researchers have relied on previous research works in the same field, apart from other sources like, magazines, e-library resources, text books and websites. The data were analysed by Percentage Analysis and Henry Garrett Ranking Technique to attain the objectives of the study.Findings: The results of the study indicate that most of the students who pursue MBA programme are willing to initiate own business to make a career.Practical Implications: This research work implies that if MBA programmes offered by HEIs incorporate more of practical sessions involving the students in real world problem analysis and decision making mechanism, the students would be able to become successful entrepreneurs.Social Implications: The results of the study indicate that when more of entrepreneurial oriented master programmes are offered, the country will be able to ensure sustainable growth in the business field focusing on SME.Result Limitations/Implications: The present research study has focused on only the MBA students whereas there are other master degree programmes having courses in entrepreneurship, creativity and innovation, which are not covered by the study.Originality/Value: The result outcomes and suggestions would be of valuable basis for any authority who is involved in reviving the curriculum of academic programmes in entrepreneurship.

The study was conducted to understand the perceptions and local adaptation strategies of rural sahelian communities in Burkina Faso to climate change on ruminant rearing practices. For this purpose, the study was carried out in the rural commune of Bani by collecting primary from semi-structured interviews with 143 producers and secondary data of temperature, rainfall and their spatial and temporal evolution from 2005 to 2016. Analysis of these data reveals that 67.13% of the producers are male and 32.86% female, with an average age of 55 ± 0.3 years. These respondents were agropastoralists with an average of 3.5 ha of cultivated land, using traditional seeds (100% of respondents) and improved seeds (58.7%) and rearing local breeds of ruminants. For climate change, respondents notified an increase in temperature and a decrease in rainfall that corroborates the analysis of the meteorological data collected. The consequences of climate change on livestock farmers' resources are food insecurity, lack of pasture, drought and low animal productivity. The local adaptation strategies applied by livestock farmers are the diversification of agro-sylvo-pastoral production (88.11%) and income-generating activities (70%).  In the study area, diversification is the strategy adopted by agro-pastoralists to ensure food security and provide income to meet the daily needs of families.

Le statut social de la femme est un critère de différenciation dans le domaine de la migration internationale féminine. Cependant la littérature reste peu prolixe sur la relation entre celui-ci et la pratique migratoire. Cette étude vise à documenter les liens entre le statut des femmes et leurs comportements migratoires dans le contexte burkinabè. Elle s’appuie sur des données secondaires, 3 880 femmes âgées de 15 ans et plus, issues de l’enquête sur l’Interaction entre Politiques Publiques, Migrations et Développement (IPPMD) au Burkina Faso en 2014 collectées auprès de 2 200 ménages. L’analyse a été à la fois descriptive (bivariée et multivariée) et explicative (régression logistique). Les résultats montrent que le statut social de la femme est négativement associé à l’émigration internationale des femmes. Les émigrées sont celles qui ont un statut faible. Elles résident en milieu rural, dans des ménages ayant une expérience migratoire et un niveau de vie faible. Le statut social de la femme explique le départ vers l’étranger chez les femmes Burkinabè et contribue à l’exacerbation des flux migratoires au Burkina Faso. Le sexe du chef de ménage et la taille du ménage constituent un autre groupe de variables qui influencent directement l’émigration des femmes mais aussi de façon indirecte via le statut de celles-ci. En conclusion, cette étude aurait contribué à une compréhension plus large sur les migrations féminines au Burkina Faso. Au regard de ces résultats, l’amélioration des conditions de vie des femmes et l’analyse de l’impact de l’émigration internationale de cellesci sur certains secteurs de développement local telles que la santé et l’éducation constituent des pistes à explorer afin de contribuer à l’autonomisation des femmes d’une part et de tirer les avantages qu’offre la migration d’autre part.   The social status of women is a criterion of differentiation in the field of international female migration. However, the literature is not very prolific on the relationship between this and the practice of migration. This study aims to document the links between the status of women and their migratory behavior in the Burkina Faso context. The study is based on secondary data, 3,880 women aged 15 and over, from the survey on the Interaction between Public Policies, Migration and Development (IPPMD) in Burkina Faso in 2014 collected from 2,200 households. The analysis was both descriptive (bivariate and multivariate) and explanatory. Results show that the social status of women is negatively associated with the international emigration of women. The emigrants are those who have a weak status. They live in rural areas, in households with migratory experience and a low standard of living. The social status of women explains the departure abroad among Burkinabè women and contributes to the exacerbation of migratory flows in Burkina Faso. The sex of the head of the household and the size of the household constitute another group of variables that directly influence the emigration of women but also indirectly via their status. In conclusion, this study would have contributed to a broader understanding of female migration in Burkina Faso. Based on these results, improving the living conditions of women and analyzing the impact of their international emigration on sectors of local development such as health and education are avenues for consideration to explore in order to contribute to the empowerment of women on the one hand and to reap the benefits of migration on the other.
