The Comex company went through a large number of changes in administrative matters, in sales, in labor processes and in the implementation of technological innovations; It started with Mexican capital and sold its entire operation to foreign companies. The main objective of this document is to explain how one of its main problems was solved in the transformation of its products, for which we describe the implementation of a technological development consisting of the matching of colors by means of a computerized equipment. The method used for the exhibition is the qualitative one and in particular it is based on testimonies of life of the dealers. The results can be analyzed from the perspective of business, administrative or human resources; For any of them, the success that this internal change in painting production produced is remarkable.

Despite the fact that Russia remained among the ten leading countries by the share of costs for technological innovations in the total volume of delivered products, the gap in the level of innovation performance remained serious. In terms of the specific weight of technological innovation costs in the total volume of the delivered goods, performed works and rendered services (2,1%), Russia in 2018 ranked 9 th among European countries. In terms of its share of the research and development costs in the total cost of technological innovations (45,2%) – 14th place and in terms of the specific weight of the innovative goods, works, services in the total volume of goods delivered, works performed, services rendered (6,5%) – 24th place out of 30. An analysis of the foreign and Russian experience of the innovation organization showed that in order to multiply the share of innovative industrial products in the total production, it was necessary to create such a system of organization and management of scientific and tech- nological development, which, unlike current practice and by analogy with the key principle of modern concepts of the production organization – the principle of “pulling” – would be able to form a real paid demand for applied R & D and subsequently for basic research. At the same time, in addition to the existing stream of ideas from academic science to production, it is necessary to organize a back-stream of demand – from the factory science, which is at the forefront of understanding the current needs of industry – to the applied one and then to academic science within the range of issues really essential for production.

The article is devoted to the development of methods and instruments for solving the problem of non-stochastic uncertainty in the management of technological innovations. In this regard, the methodology of fuzzy-multiple modeling of systems is considered. It allows you to take into account both deterministic and stochastic data, as well as mental knowledge of the system on the part of decision makers, presented in the lexical description and based on fuzzy evaluation mechanism. The construction of fuzzy-multiple models is aimed at reproducing the logic of decision making and is based on the use of intelligent methods of information processing, including those presented in fuzzy and verbal characteristics, by mathematical language means, which can be transferred to machine processing. The basis of the study is the provision on the vector form of the efficiency indicator and the implementation of the correspondence function between the basic parameters of efficiency through fuzzy inference. The article describes the developed basic conditions for simulation of fuzzy-multiple modeling in assessing the effectiveness of technological innovation management systems - the structure of the model and methods for its construction; presents the means of software implementation of a simulation fuzzy-plural model developed in accordance with these conditions and the results of its practical testing. The developed conditions of fuzzy-multiple modeling in assessing the effectiveness of technological innovations form the basis of a comprehensive analysis of the conditions of technological development of the enterprise, allow to identify significant management factors and form the content of an effective innovative strategy for the technological development of the enterprise; the fuzzy model itself can be considered as a platform for the integration of deterministic, stochastic, expert knowledge of the system.

Innovation holds an important role in the economic development process. The competitive potential of national and regional economies is based on the ability to manage the changing technological process. Economic competition does no longer exclusively depend on the factor costs, which vary geographicaly, because technology can now eliminate the territory disadvantages. Productivity is the crucial element in the competitive capacity of any economy. Productivity, as can easily be proved, is deeply dependent on technological development; this is only possible if there is constant innovation. This paper starts with a brief discussion on the theoretical issues regarding innovation in relation to regional economies. In the second section the Portuguese R&D system is analised in terms of finance and human resources. Particular attention is paid to the entrepreneurial R&D effort, namely in manufacturing activity. Finally, some limitations of the innovation policy in the EU are pointed out, together with its consequences for the least favoured regions.

The intimate, though as yet imperfectly understood, causal relation-ship between scientific and technological development and the economic growth in industrially advanced countries over the past 30 years has been investigated and refined over a number of years, and attempts have been made to quantify the relationship. Although a strong scientific and technological (S & T) base does not by itself guarantee rapid economic growth, most observers consider it to be a necessary prerequisite, after a certain level of development has been reached. One of the main ways that S & T act on the economic system is by the generation of new knowledge through research activities and the application of this in production. Such application often results in new products and processes which are grouped under the term “technological innovations.” The innovation process is usually defined as “the technical, industrial and commercial steps which lead to the successful marketing of new manufactured products and/or to the commercial use of technically new processes or equipment.”

Micro, Small and Medium Business activities have a very important role in promoting the economy because this sector has been tested to have resistance to the economic crisis. Micro, Small and Medium Business provides wide employment opportunities that can improve people’s welfare. But the facts above are not as easy as Micro, Small and Medium Business also has some problems, where small businesses often face natural examinations with various difficulties, such as capital constraints, human resources, changing government policies, business locations, competition, technological development, etc,. It is above the same set of money with entrepreneur. Being a successful entrepreneur is not easy to manifest, many things that need to be studied to be able to open the horizon, not only with experience but also must be equipped with expertise, hard work without tenancy will be empty and include resistant to be disturbing temptations in business activity. Surely the above should have tricks or tips so that the goal in entrepreneurship to be successful. The above matter of course has an influence on others that want to certainly advance in entrepreneurship. Students are the embryo that has a good potential for realizing entrepreneurial activities. An important element of the policy of development and modernization of each country is the establishment of a program of balanced long-term development, which must be complementary with strategic priorities and national characteristics, as well as the real state and prospects of technical and technological development of science and industry. Therefore, manufacturing entrepreneurship today, would have to combine scientific research activities, education sector and public administration with production, in order to ensure efficient acquisition of new knowledge and skills, along the generation and production-economic valorization of innovations and diffusion and implementation of technical-technological innovations and new technologies, with priority reliance on ICT (information and communication technologies). It is obvious that sustainable competitiveness, in times of general and business globalization, is no longer in quantitative-qualitative aspects of production, but in new elements of production specialization, adequate and timely implementation of technical-technological innovations, in organizational innovations, in the way cluster business and in global efficiency, as well as in close and flexible connection of design, planning, production technologies and production, with the possibility of quick response (JustInTime and QuickResponseSystem) to the changes required by the market. That is why today the issue of redefining the way of work and business of textile/clothing industry companies is more than current, in fact the issue of redefining the strategic programs of economic development of developing countries.
