This paper discusses democratisation practiced in Surakarta, Indonesia, which has been claimed by many experts as a municipality with "best practices" of democratic local governance in Indonesia. Their analyses focus on the actors and claim that participation is a possible way of crafting stable democracy. This participation in turn, they suggest, is a result of decentralisation which thus strengthen local democracy. Presenting the civil society participation and the decentralisation in the city of Surakarta, this paper shows that what actually happens is otherwise. It argues that the rise of popular participation was rooted in contentious local politics. Besides, the constitution of the new forms of popular representation are not supported by, and produced within, a clear ideological framework from the people in Surakarta.

O presente artigo visa analisar o Orçamento Participativo de Porto Alegre (OPPOA) como política orçamentária de auxílio na tomada de decisão dos gastos públicos através da participação popular. Embasa-se no marco teórico de promoção desta participação nas democracias ao longo dos anos e na formação do conceito de “democracia participativa”, onde a sociedade civil assume maior relevância no momento de tomada de decisões. Apresenta a formação histórica do OPPOA e a evolução das instâncias participativas em Porto Alegre. Revisa sua estrutura jurídica-legal e seu processo de tomada de decisão, considerando o envolvimento da sociedade civil. Analisa-o como instrumento de incentivo à atuação dos cidadãos na administração conjunta da cidade, através da elaboração do orçamento municipal e da escolha, em assembleias populares, das obras públicas prioritárias para sua região e para o município. Ao fim, analisa a participação popular nas suas instâncias nos anos de 2011 a 2015, comparando dados fornecidos pela prefeitura de Porto Alegre, o volume da participação popular e os valores dispendidos pelo programa. Por se tratar de pesquisa descritiva e quantitativa, a metodologia utilizada enfatizou a coleta de dados, a revisão bibliográfica e a análise documental, em especial leis municipais e normas relacionadas com o OPPOA.  Palavras-Chave: Orçamento Público; Orçamento Participativo; Participação Popular; Políticas Públicas; Porto AlegreAbstract This article aims at analyzing Porto Alegre’s participatory budget (OPPOA) as a budget policy that helps the decision-making process of the public expenditure through popular participation. It’s based in the theoretical framework of promoting participation in democracies over the years and creating a "participatory democracy" concept, in which the civil society takes on a greater relevance in the decision-making moments. It presents the historical formation of the OPPOA and the evolution of participative instances in Porto Alegre. It reviews its legal structure and its decision-making process, considering the value of civil society participation. It analyzes the OPPOA as a tool for encouraging popular participation in the joint administration of the city, through the elaboration of the municipal budget and the choice, in popular meetings, of the priority public constructions for their region and their municipality. Finally, analyze the popular participation in the OPPOA’s instances between the years of 2011 until 2015, comparing data supplied by Porto Alegre’s administration, the volume of popular participation in the program and the values spent. Since this research is descriptive and quantitative, the methodology emphasized data collection, literature review and document analysis, in particular Porto Alegre’s municipality laws and standards regarding the OPPOA.  Keywords: Public Budget; Participatory Budgeting; Popular Participation. O princípio da participação popular na elaboração do Plano Diretor: o resgate dos motivos pelos quais o homem busca viver em cidades Resumo: A cidade é uma construção antropológica que deve ser entendida como casa, lugar de convivência, de moradia, de segurança, de bem-estar e de qualidade de vida ao homem. Os motivos que levam o homem a viver em cidade são objeto de seu planejamento, preocupação atual, que clama por uma postura epistêmica. O princípio da participação popular resgata a origem das cidades, devolve o poder de decidir ao seu verdadeiro ‘dono’ – o povo – e faz do Plano Diretor um projeto de planejamento com espírito de cidadania. O projeto de cidade não pode ser, apenas, um projeto de governo; deve ter natureza cultural e popular e respeitar a diversidade, cujo governante precisa, tão somente, administrar sua construção, dar-lhe continuidade e manter a preservação. A gestão poderá modernizar e/ou construir cidades inteligentes, mas nunca deverá se afastar das bases, que deram origem às cidades, bem como do espírito de seus cidadãos. Palavras-chave: Cidade. Princípio da participação popular. ______ Popular participation principle in the Managing Plan: the rescue of the motives why the man seeks to live in cities Abstract: The city is an anthropological construction which should be understood as a house, acquaintanceship place, dwelling, security, and welfare and life quality for the man. Motives that lead men and women to live in a city are object of their planning, present concern, which cries out for an epistemic posture. Popular involvement principle rescues the cities rise, it gives back the power of deciding his true ‘owner’ – the people – and it makes the Managing Plan a planning project with citizenship spirit. The city project should not be just a government project; it must have a cultural and popular nature and respecting diversity whose ruler must only manage its construction, continuity and preservation. Management can modernize and/or build smart cities, but it should never stand back from the foundations that they gave rise at the spirit of their cities, as well as the citizens. Keywords: City. AbstractStructural reforms, institutional arrangements, and the dominant mode of political party-base linkage all militate against effective popular participation in Chilean local democracy. Structural reforms have constrained local leaders' resources as well as their policymaking prerogatives; institutional arrangements limit public officials' accountability to their constituents and citizens' opportunities for input in decisionmaking. The parties of the center-left Concertación have reinforced this vicious cycle by pursuing a mode of linkage with civil society designed to promote their electoral success with only minimal organization and participation by their grassroots constituents. Such conditions fit well with the desire of elites of the Concertación and the right to depoliticize civil society in order to preserve macroeconomic and political stability. Yet they leave in doubt the efficacy of popular participation and the strength of local democracy in Chile.

The 21st meeting of the Conference of the Parties (COP) to the United Nations Framework Convention on Climate Change in Paris faced two particular challenges: the growth of civil society participation in the negotiations, and significant security concerns following the terrorist attacks on the city two weeks prior to the start of the negotiations. This report reflects on the impacts of these two challenges through an overview of civil society participation at the COP, highlighting the implications for the accountability of the negotiations.

It is often argued that local governance conflicts with the prescribed functioning of local councillors. We could wonder if councillors have become fragments of local democracy, rather than the foundation they are supposed to be. This article empirically assesses the classic role-set (representation, policy, control) of local councillors in Belgian governance. Besides pointing to a gap between theory and practice, it underlines a substantial discrepancy between councillors’ role attitude and subsequent behaviour. This democratic deficit seems mainly due to the informal decision-making culture in Belgian (local) politics, i.e. the dominance of the local executive and stringent party discipline. Given the union of individuals by a convention, as idealized by Jean-Jacques Rousseau in The social contract, the political body that is formed will be directed by the general will, which gives unity to the people, considering the person of each associate, their assets and their freedom. Although the general will is the foundation for the maintenance of citizens' political freedom, it is possible to ask whether it will really prevail in all spheres of civil society, if the individuals who deliberate in the exercise of sovereignty are sufficiently informed about what is good common, or if they are led to accept what suits the Legislator, that is, if the general will is not manipulated, corrupted or deceived by this extraordinary figure, considered a guide endowed with superior intelligence to better lead citizens to pass good laws and preserving the common good. We are interested, then, in contrasting the very important issue of the popular participation of individuals in public subjects, highlighted by Rousseau, with the apparent limits that such participation would encounter in a republican state, and its consequences for political freedom.
