In tsunami risk-reduction programs the survivors’ life history provides first-hand information about how they responded during and after a catastrophe. However, knowledge of tsunami-related experiences is not always systematically managed and institutionally communicated across generations. Some risk reduction programs lack of informed knowledge of tsunami-related experiences and consequently tend to be insensitive towards survivors’ life history. The aim of this paper is to examine how tsunami survivors constructed their tsunami-related knowledge and collective memories, taking the cases of Banda Aceh, Indonesia after the 2004 tsunami and Sendai, Japan after the 2011 tsunami. This paper, in particular, seeks to explore how the survivors’ experience helped to institutionalize their tsunami-related knowledge in a transferrable risk-reduction consciousness. Using first-hand interviews as well as interview recordings which were accessible online, this paper argues that in both cases of tsunami survivor cohorts, knowledge of tsunami-related experience was constructed through survival strategies and recovery processes in the aftermath of the events. Knowledge of survival strategies was constructed over time; and the longer period from the time of event, the more tacit the knowledge was. The process of knowledge construction was systematic in the Sendai case but was vernacular in the Banda Aceh case. However, in both cases the need for more engaged institutional communication between the government agencies and the people was evident.

Just over 1.5 years have past since the December 26, 2004, tsunami devastated the Province of Aceh, killing or injuring some 100,000 people and multiplying the problems of the province, which was already suffering from battles between the Indonesian army and armed independence forces of the Free Aceh Movement (GAM: Gerkan Aceh Mardeka). The half-century conflict has killed more than 15,000 soldiers and citizens of Banda Aceh, and the government placed Banda Aceh under martial law, limiting the number of foreign visitors. After the tsunami brought the previously unknown city to world attention, most people had to seek answers about where it was on the Internet or in atlases.

Abstract. More than 4 million Indonesians live in tsunami-prone areas along the southern and western coasts of Sumatra, Java and Bali. Although a Tsunami Early Warning Center in Jakarta now exists, installed after the devastating 2004 tsunami, it is essential to develop tsunami risk knowledge within the exposed communities as a basis for tsunami disaster management. These communities need to implement risk reduction strategies to mitigate potential consequences. The major aims of this paper are to present a risk assessment methodology which (1) identifies areas of high tsunami risk in terms of potential loss of life, (2) bridges the gaps between research and practical application, and (3) can be implemented at community level. High risk areas have a great need for action to improve people's response capabilities towards a disaster, thus reducing the risk. The methodology developed here is based on a GIS approach and combines hazard probability, hazard intensity, population density and people's response capability to assess the risk. Within the framework of the GITEWS (German-Indonesian Tsunami Early Warning System) project, the methodology was applied to three pilot areas, one of which is southern Bali. Bali's tourism is concentrated for a great part in the communities of Kuta, Legian and Seminyak. Here alone, about 20 000 people live in high and very high tsunami risk areas. The development of risk reduction strategies is therefore of significant interest. A risk map produced for the study area in Bali can be used for local planning activities and the development of risk reduction strategies.

La reciente crisis del ébola ha puesto de relieve lo importante que es la comunicación en tiempo de crisis. En este estudio se hace un repaso de los acontecimentos y los errores de comunicación institucional operados para poner de manifiesto que lo importante es el mensaje adecuado para los públicos a los que va destinado, en este caso los ciudadanos. The recent Ebola crisis has highlighted the importance of communication in time of crisis. This study reviews the events and institutional communication errors, to show that what really matters is the right message to the public to whom is addressed, in this case the citizens.

Resumen: Introducción: La publicación de notas de prensa es una práctica habitual de los gabinetes de comunicación de los Departamentos de Salud autonómicos mediante la que ofrecen información relevante para un mejor conocimiento y utilización del sistema, la difusión de sus actividades y la rendición de cuentas. Objetivo: Analizar las características de los comunicados de prensa emitidos por la Dirección de Comunicación del Gobierno de Aragón y verificar el grado en que los temas tratados en estas informaciones obtienen visibilidad en los medios impresos. Material y método: Revisión de las notas de prensa de contenido sanitario durante un año y comprobación de si los temas propuestos han sido llevados a las páginas de los dos periódicos de ámbito autonómico de la comunidad. Resultados: Se encontraron 190 notas de prensa, generalmente centradas en aspectos de la gestión sanitaria. Un 43% no obtuvieron reflejo en la prensa. Entre los dos medios estudiados se observa una concordancia moderada en cuanto a los temas publicados. Conclusiones: La comunicación institucional puede ser considerada un tipo de comunicación política, con unas características particulares, que es filtrada y contrapesada por los medios dentro de su labor de control de las instituciones públicas.Palabras clave: Salud, Comunicación institucional, Notas de prensa, PrensaAbstract: Introduction: The publication of press releases is a common practice of press offices of the Regional Departments of Health to offer relevant information for a better knowledge and use of the health system, to publicize their activities and for accountability purposes. Objective: To analyze some features of the press releases issued by the Directorate of Communication of the Government of Aragon and also verify the extent to which the subjects covered in these informations obtain visibility in the print media. Material and method: A review of the health-related press releases during one year was carried out; we also checked whether the proposed issues were brought to the pages of the two regional newspapers. Results: 190 press releases were found, mainly focused on aspects of health management. 43% of those reports were not mentioned in the newspapers. Between the two dailies studied, a moderate level of agreement in the selection of the subjects that were translated into news was observed. Conclusions: Institutional communication can be considered a type of political communication, with particular features, that is filtered and counterbalanced by the media, given that one of its tasks is the monitoring and control of the performance of public institutions.Keywords: Health, Institutional communication, Press releases, Press

This paper looks at the Acehnese women's movement in helping to respect women's work in the grassroots community. This effort was carried out to give recognition and appreciation for women who have dedicated themselves to upholding women's human rights in Aceh, because there are still many people who do not yet know the humanitarian work they have done. The women who were nominated were those who worked since the time of the conflict until now. This voluntary work they do without financial support on a regular basis from the government, although some of them are listed as volunteers in their respective city P2TP2A. The types of cases they handle vary, from domestic violence cases to women's empowerment and society. This research was conducted in the Banda Aceh, Bener Meriah and Central Aceh regions. The research method for this study was in-depth interviews of winners, nominees and implementers of activities shaded by the Ureung Inong Aceh Shura Hall. The results of this study indicate that there are ups and downs in the implementation of this activity. Some of the obstacles that hindered him were the unavailability of funds, weak government commitment and lack of coordination of women's institutions in Aceh in the success of this activity.Keywords: Aceh Women Award, Aceh Women's Movement, Empowerment

Pakistan is exposed to various natural calamities due to its geophysical condition and climatic changes. In addition, man-made disasters also pose a threat to human lives and properties which includes industrial and transport disasters including oil spills, civil unrest, wars and conflicts. Although it is not possible to stop or prevent natural disasters, but the negative impacts of natural disasters can be minimized through human efforts. The government of Pakistan has adopted participatory approach as part of its policy for disaster management. This research paper is based on the analysis of secondary data for reviewing the existing policies with emphasis on disaster risk reduction in pre and post disaster period. The paper concludes that participation of target community is indispensable for disaster risk reduction on sustainable basis. The article suggests that community should be meaningfully involved in disaster risk reduction efforts at the local level. In this connection the role of social workers is indispensable for disaster risk reduction on sustainable basis.

Using Mexico City (CDMX) as a paradigmatic example of seriously unbalanced water regimes, our project Resilient Code helps strengthen and communicate CDMX’s government efforts toward risk reduction and water resilience in marginal communities. Our project does so by bridging otherwise separate agents in the government towards a common goal: equitable resilience. Resilient Code provides design solutions that link the social infrastructure of PILARES (a network of 300 vocational schools distributed throughout the city) to CDMX’s environmental and risk reduction initiatives, including their Risk Atlas. This strategic program of design-based solutions began with “water resilience” as a Pilot to repurpose public space throughout underserviced barrios as a network of “water-commons”. Resilient Code helps partners in CDMX implement projects to reduce environmental risks and complement socio-economic programs, fostering growth of the “water-commons”. Resilient Code is socialized through a participatory game-based workshop, and through an online Atlas of Risk Reduction.
