This study aims to investigate the implementation of performance appraisal of public services in the Village Cemorokandang as a form of affirmation of bureaucratic reform. This research method using qualitative descriptive through surveys, interviews and distributing questionnaires. The result showed that the implementation of performance appraisal of public services in the Village Cemorokandang was successful. The performance assessment it done using the Sasaran Kerja Pegawai (SKP). SKP has significant impacts on the assessment using such as motivation in the competitive performance, namely as a form of motivation in the competition's performance, an objective in its research and targeted who is rated, control the behavior of employees and enhancements to the character of the civil state apparatus.

Based on preliminary studies in Air Saga Village, the problems faced by villages to form BUM Desa are lack of ability to map village potentials, it is difficulty to find human resources who will manage BUM Desa, lack of understanding to start establishing BUM Desa, and lack of ability to compile BUM Desa administration.  These problems must be addressed immediately by conducting research activities aimed at formulating management strategies for the formation of BUM Desa, especially in Air Saga Village. The research method uses qualitative methods with the following steps: (1) conducting observations to obtain information about the potential of the village, (2) conducting interviews with village heads and BPD, (3) conducting FGD. The collected data were analyzed using qualitative descriptive techniques. The results showed that an aggressive strategy is the right strategy to form a BUM Desa in Air Saga Village, Tanjungpandan District, Belitung Regency. The implementation of the strategy for establishing BUM Desa must involve village facilitators and be evaluated in each of its activities

<p><em>Bukit Buluh temple is one of the kawitan of the homeland / Tutuan people who are in the village of Adat Gunaksa Dawan District Klungkung Regency. Pura Center citizens Tutuan Bukit Buluh has an inscription which until now still stored and awake its existence in Pura Bukit Buluh.</em><em> </em><em>Issues to be discussed include: (1) The contents of the Inscription Ki Mantri Tutuan. (2) The Value of Hindu Religious Education In Prayer Ki Mantri Tutuan. (3) The Function of Inscription Ki Mantri Tutuan. This study aims to determine: (1) the contents of the Inscription Ki Mantri Tutuan. (2) The value of Hindu Religious Education contained in the Inscription Ki Mantri Tutuan. (3). Function of Inscription Ki Mantri Tutuan.</em><em> </em><em>Theories used to analyze problems are: Value theory, hermeneutical theory and structural functional theory. Subject of this research is Inscription Ki Mantri Tutuan. Methods of data collection are interviews, observations, literature studies and documentation. Data that has been collected is analyzed by qualitative descriptive analysis research method.</em></p><p><em>The results showed: (1) The content of Prasati Ki Mantri Tutuan is telling about the birth of  Ki Mantri Tutuan in the kingdom of Keling Kediri Java until becoming the king of Bali Ida Dalem Tegal Besung and established pasraman in the reed hill which is now known as pura hill reed. (2) The value of Hindu Religious Education contained in the inscription Ki Mantri Tutuan namely: Education Yadnya (a). Manusa Yadnya (b). Pitra Yadnya (c) Punarbhawa (d) Master Chess (e). Satya Wecana. (3). Function Inscription Ki Mantri Tutuan namely: (a) Religious Functions. (b) Socio function.l (c) Historical Functions. (d) Cultural preservation function.</em></p>

Functional position is applied for librarians who work in the library of government agency or librarian of Civil State Apparatus. The implementation of functional position is the effort to assign and measure the performance of librarian through the assessment system of work implementation with credit numbers. Librarian as profession and functional position is demanded to have good performance in doing his/her task and function. Librarians perform professional performance in the field of library based on Permenpan Reformasi Birokrasi No. 9 tahun 2014 (Regulation of the Minister of the State Apparatus Utilization and Bureaucratic Reform Number 9 Year 2014). How is the perception of librarian in that regulation? Does this perception influence the implementation of performance standard in library? Both questions are studied by using descriptive quantitative method and the research sample is purposive sampling, which use 14 librarians in central library of Indonesia University of Education. Fifty percent of librarians agree, and 36 % of them very agree that the cluster, task, function, and stage of librarian functional position concretely provide explanation and comprehension in doing their performance. Fifty four percent of respondents significantly agree while 23% of them very agree that their comprehension in the standard of professional performance contributes to the implementation of performance, which includes quality, quantity, and teamwork.

AbstrakPelayanan publik merupakan salah satu perwujudan dari fungsi pada aparatur negara sebagai abdi masyarakat. Pelayanan publik yang professional itu artinya pelayanan publik yang bercirikan oleh adanya akuntabilitas dan responsibilitas dari pemberi layanan. Pelayanan publik pada dasarnya merupakan sebuah upaya individu, kelompok atau birokrasi untuk memberikan bantuan serta kemudahan kepada masyarakat untuk mencapai suatu tujuan tertentu. Tugas terpenting dari pelayanan publik ini adalah memberikan pelayanan terbaik kepada masyarakat. Pelayanan publik memiliki suatu tujuan untuk memenuhi kebutuhan masyarakat. Penelitian ini ditujukan untuk mengetahui bagaimana Pelayanan Publik di Badan Penanggulangan Bencana Daerah (BPBD) Kota Kediri serta mengetahui strategi posko siaga penanganan penyebaran Covid-19. Metode penelitian yang digunakan dalam penelitian ini adalah metode deskriptif kualitatif dan teknik pengumpulan data melalui observasi, wawancara secara mendalam kepada informan, dan dokumentasi. Hasil penelitian menujukkan bahwa kualitas pelayanan publik di Kantor Badan Penanggulangan Bencana Daerah (BPBD) Kota Kediri sudah baik dan sudah memberikan pelayanan publik dengan tepat kepada masyarakat yang membutuhkan bantuan dengan posko siaga.Kata Kunci: Kualitas; Pelayanan Publik; Prinsip Pelayanan. AbstractPublic service is one manifestation of the function of the state apparatus as a public servant. Professional public service means public service characterized by accountability and responsibility from service providers. Public service is basically an individual, group or bureaucratic effort to provide assistance and convenience to the community to achieve a certain goal. The most important task of this public service is to provide the best service to the community. Public services have a purpose to meet the needs of the community. This study was aimed to find out how the Public Service in the Regional Disaster Management Agency (BPBD) of Kediri City and to find out the strategy of the standby post for handling the spread of Covid-19. The research method used in this study is a qualitative descriptive method and data collection techniques through observation, in-depth interviews with informants, and documentation. The results of the study show that the quality of public services at the Office of the Regional Disaster Management Agency (BPBD) of Kediri City is good and has provided appropriate public services to people who need assistance with standby posts.Keywords: Quality; Public service; Service Principles.

The purpose of this study is to classify which village government is good and bad in managing village funds in Tolitoli regency to be a reference for local government to control the performance of village government in managing village funds. The method used in this research is naïve bayes classification based on PHP programming computerization is expected to help assess village government performance in village fund management so that it is faster and more accurate in classifying village government performance. Based on the analysis of calculations that have been done, the application of the naïve Bayes method of classification in village government performance appraisal has been done against 2 (two) village with criteria used: budget amount, government budget, development budget, empowerment budget, guidance field budget, unexpected budget and remaining budget so that the final result of village government performance assessment in management village funds namely villages with the name Teluk Jaya village are declared good because they have a good likelihood value of 3.57921E ^ (- 58)> bad likelihood value of 3.39635E ^ (- 60) while the village with the name Salumpaga village is declared bad because it has a good likelihood value of 2.421E ^ (-139) <bad likelihood value 3.20355E ^ (- 83)

The Population Data Utilization System (Sidampak) in Wukirsari Village, Sleman Regency is a population administration service program that has provided many benefits. The background lacks clear planning in developing services to the community and a low level of community participation in the administration of population documents which then becomes the basis for creating a population administration service system that can provide complete, accurate, fast, easy and integrated results. This then led to a commitment for the village government of Wukirsari in making public service innovations. This innovation is not only the value of fast, easy, inexpensive, but more on the value of services that can be adapted to the culture of the Wukirsari community. Related, this study found that there are public services that consist of the Population Data Utilization System (Sidampak) program in Wukirsari Village which can then change service policies to better suit the social conditions of the community. Meanwhile, the research method used by researchers is a qualitative descriptive research method

The research objective was to analyze the structure of drama manuscript of Musi Rawas folklore. The approach used was qualitative descriptive approach with library research method. The data were collected through reading technique, inventory technique and noting technique. The data were obtained from reading and coding were classified based on the object, described, organized into the report. The results presented: the conflict was when Gentayu recognized her mother was still alive and she kept meeting her, so that  Remas Samar, whose father, was angry. It becomes the main problem in drama manuscript in Musi Rawas folklore "Gentayu Ulak Dalam". The plot in the drama was straightforward. The settings were in the village, forest, Baru Hill and river. In conclusion, according to the analysis, the drama included as tragedy because the climax of the story described the sadness and death.  Keywords: Analysis, drama manuscript, structural approach

Village government isn't delivering basic public services: education, health, and social economy. It is just levy tax land, legitimate of letters, and building infrastructure with mutual cooperation as heritage colonial policy, heerendiensten. Base on this problem, the qualitative research conduct in Loireng Village, Sayung Under District, Demak Regency/District, Central Jawa Province. The objective of this research is to analyze why the village government does not deliver basic public services. Data were collected by observation, document study, and interview. Data analyzed with qualitative descriptive. The new public service theory Denhardt and Denhardt used to analyze it. This research found that village government isn’t formal government but state corporatism which not formed to deliver citizen public services.

This study aims to determine community participation in the development of village facilities and infrastructure in Nagari Ladang Panjang, Pasaman Regency. This community partipation is seen from how the community responds to conditions in the long field area, such as community participation in the development of village facilities and infrastructure. The research method used in this study is a qualitative descriptive research method that describes phenomena that actually occur in the field. The data source obtained through the interview process with informants and documents related to research. Data collection techniques are by means of observation, documentation and interviews. The data analysis technique used is an interactive analysis technique which consists of three components, namely data reduction, data presentation, and conclusion drawing. The results showed that community participation in the development of village facilities and infrastructure in Nagari Ladang Panjang was still lacking. In the construction of the new village guardian's office, for example, the community was reluctant to give away their land for free, even though in the end the village was able to convince the community to donate their land to build a new Nagari guardian office. In addition, not many people are willing to attend the deliberations for village development organized by the nagari government, this indicates a lack of public awareness or participation in village development in Nagari Ladang Panjang. Therefore, there is a need for approaches and counseling by the village government to the community on the importance of community participation in village development in Nagari Ladang Panjang

Public policy to assess the performance of public services has been regulated in Law Number 25 Year 2009 on Public Service, Government Regulation No. 96 Year 2012 on Implementation of Law Number 25 Year 2009 on Public Service. Technically regulated in the Regulation of the Minister of Administrative Reform and Bureaucratic Reform No. 38 of 2012 on Guidelines for Assessment of Performance of Public Service Units. Various performance appraisal policies of public service units in public organizations need to be continuously socialized and applied within the Ministry/ Institution/Government environment. Given such an assessment it strongly encourages the innovation of various types of public services to create better public services over time. With the realization of a better public service this is one of the goals of bureaucracy reform.
