This article elaborates citizens’ participation in shaping local development in the Indonesian context. The main question is how to make local development more participatory as a guarantee that citizens’ rights are fully realized. In that respects, social accountability is a key that should be improved from supply and demand sides simultaneously. From the supply side, there is a need to reform local governance, in order to improve the quality of local regulations, local planning, local budgeting, and local public service provision. While from the demand side, there is a need to empower local citizens so that they are engaged in five forms or local development efforts: local regulation formulation, local development planning, local budgeting, community driven development, and public service provision.

Communities are responsible for a range of public services and represent critical experiential contexts for social interactions between residents. However, the role of local governance and public service provision for creating social trust has received limited attention so far. This study examines how quality, efficiency and fairness of local public service provision relates to social trust. Using multilevel models on repeated cross-sectional survey data from the Quality of Life in European Cities project, we test the relationship between time-varying city-level indicators of quality of local government and social trust. The empirical results show that an increase in the dimension of local public service quality is substantially associated with an increase in social trust. We find improvements in sport and leisure facilities as well as the state of public spaces, streets and buildings to be particularly relevant.

This article examines the changing landscape of public service provision in the UK during austerity. Austerity is presented through the notions of retrenchment, decentralisation and shifts in governance. The analysis shows that retrenchment and decentralisation eroded the capacity of public institutions to protect the provision of vital public services. This is revealed through the reduced provision of non-statutory services and the reinforcement of inequalities in service provision. Shifts in governance have led to mixed outcomes in the quality of services. This article also addresses how austerity influenced many of the problems observed in service provision during the COVID-19 pandemic. Vital public services in the UK faced the pandemic with a diminished resource base, heightened inequalities and significant fragmentation in service provision.

AbstractIn this article, we examine the administrative functions that have been carried out by social organizations (SOs) in China since 2013. We use evidence from Guangdong to demonstrate that the transfer of authority to SOs is selective, tends to create more burdens for local government, and generally does not lead to greater autonomy for SOs. We focus on five types of SOs that are undertaking new administrative functions with varying degrees of operational autonomy, which relates to the consultative authoritarian model proposed by Jessica Teets. Consultative authoritarianism allows for the expansion of relatively autonomous SOs and the development of indirect state control mechanisms. The model is designed to improve governance without democratization by expanding the role played by intermediaries such as SOs in public administration and service delivery. The evidence from Guangdong permits us to conclude that the transfer of authority to SOs allows for innovations in public administration, but that politics continues to motivate government decisions as to which functions are suitable for SOs to undertake, casting doubt on the ability of the Chinese Communist Party to achieve sustainable improvements in local governance and public service provision.

Advancement in the information and communication technology make possible the development of e-government. The Indonesian government already grasped the opportunity to develop its own e-government system in providing public services. The obvious intent is to increase the quality of public service provision by the bureaucracy. This is hoped to be achieved by securing transparency and accountability of public officials. It is also to be expected that e-governance will be able to eradicate or at least decrease the possibility of corruptive behaviour.  Unfortunately, fact speaks differently. Cases to be analysed here are: corruption committed by public officials working at the Investment and One Stop Service Office of the Bandung Municipality and those performed by public officials managing e-procurement services. In particular, this article shall discuss the issue how to develop e-government as to better at eradicating and preventing corruption by public officials.
