It is common knowledge that development planning at the village level is rarely based on valid and updated data. Students and lecturers in the Public Administration Department Parahyangan Catholic University, who have been working with villages in West Java Province for several decades encountered situations to support that argument. It is difficult to obtain valid and updated data to use as evidence in developing initiatives and programs for the village development. Students’ Community Development Program (Kuliah Kerja Lapangan henceforth KKL themed Universities Contribution to Village Development was initiated with the goal of improving the quality of data in rural areas (Garut District) by collecting and updating village data, developing the capacity of village government leaders and staff to collect and update village data on their own. This paper discusses three major works that the Students’ Community Development Program (KKN) themed Universities Contribution to Village Development have made. The three areas relate to 1) elaboration of the logic of the program; (2) discussion of the process of data collection and analysis of data in the three villages; and (3) discussion of output and outcomes of the program. Research action, as Lewin argues, has three goals: to advance knowledge; to improve a concrete situation; and to improve behavioral science methodology. This paper presents a case study that shows the existence of a problem in a community, and concrete actions taken to solve it through the application of knowledge acquired through Community Development Program (KKL) experience of Universitas Membangun Desa.

Rural development in an integral part of regional development and national development as an effort to improve the quality of community’s life. The implementation of this rural development program is very important in the context of national development because rural areas occupy the largest portion in the entire country. The purpose of this study was to find out the village budget management sourced from the state budget in order to realize rural community development based on rural development in the perspective of Nawa Cita and the role of the village government in running the Nawa Cita program on peripheral community development on village government budget management based on people’s interest in order to realize equitable development. This study used a qualitative approach in order to investigate and understand the phenomena such as what happens, why it happens, and how it happens while understanding a social situation, events, and interaction roles. Data collection was carried out by conducting interview with the Head of BPMPD Department of Cirebon Regency, the Head of BPMPD Department of Kuningan Regency, the Head of BPMPD Department of Majalengka Regency and the Head of BPMPD Department of Indramayu Regency and all village heads in Cirebon, Indramayu, Majalengka, and Kuningan Regions. As well as the data were obtained from the documents in regency, disctrict, and village. The result of this study showed that village as the frontline of the development has strategic role in the success of the Nawa Cita Program. The village budget management is based on the principle of transparency, accountability, participatory, efficient, effective, orderly and budgetary discipline by paying attention to the justice principles, propriety and benefits for the village community. The implementation of activities in the APBD is carried out by the implementing team consisting of the elements from village apparatus and community institutions and supervised by the BPD, at the end of each fiscal year the Village Head has the obligation to submit a village government management report (LPPD) to the regional head through sub-district head and submit information to the LPPD to the BPD.

The article explores concerning evaluation program that the government has implemented in people's villages. This study conducted a reformulation policy to increase better family resilience in the rural areas. The study uses a qualitative method and collecting data with interviews, documentation, and observation. The research finds that community development in the village showed a new social sustainability pattern with three main goals: structure, culture, and process. It is a new program considering establishing a reformulation of social policy as an objective program that promotes sustainable development. While the program's implementation faced an obstacle driven by the local elite, it gained collaborative action with the regency government. Thus, the village development's family resilience failed not to internalize to deeply life confidence, but they do not feel they have awareness. Also, they still consider that family resilience is not a part of community development program, so it is not implemented very well. In summary, the planning village development has been the case to the local elite who are still focal figures to be “a small kingship” in the village.

AbstractRural Development Policy is a priority for the E.U., as half of the Union’s population lives in rural areas. This policy is focused on society’s durable development, under all its aspects: economic, social, cultural, and so on. The challenges which rural areas of member states face must be addressed, while at the same time applying European norms and standards for rural development. After Romania became a part of the E.U., rural areas here were supported through several national rural development programs, so as to create a durable and sustainable rural economy. Major changes are required to achieve this kind of development, such as replacing old agricultural structures, modernizing the village, while at the same time maintaining cultural and local identity. Rural areas in Romania are often affected by natural disasters. During the last 17 years, national rural development programs implied contracts worth billions of Euros. For instance, through the 2020 NRDP, a budget of 9.5 billion Euros was allocated, 8.1 billion Euros coming from E.U. funding and 1.34 billion Euros as national cofinancing. At the moment, Romania’s absorption degree for the 2020 NRDP is of 20% and is expected to surpass 50% by 2020. Another regional program includes the concept of Spatial Development - Romania - 2025. Spatial planning supports the avoidance of rural dispersion. The betterment of infrastructure is supported, such as access roads, expanding base utilities, consolidated works to prevent flooding or landslides, and so on.

BAZNAS is the organization that manages zakat on a national level, working toward alleviating poverty in Indonesia through its Zakat Community Development (ZCD) program. The ZCD program focuses on community-based development through the empowerment of the mustahik community living in rural areas. This study aims to measure the level of welfare and determine the eligibility of Bedono Village, Demak District to receive assistance in the form of zakat funds through the ZCD program. This research employed a survey method using interviews and focus group discussion, combined with a questionnaire. The analytical tool used in this analysis is the Multi-Stage Weighted Index. This research reveals the condition of Bedono Village to be “fairly good,” with an index score of 0.49. This means that Bedono Village can be considered for eligibility to receive help in the form of zakat.

ABSTRAKKesejahteraan masyarakat menunjukkan ukuran hasil pembangunan masyarakat dalam mencapai kehidupan yang lebih baik yang meliputi peningkatan kemampuan dan pemerataan distribusi kebutuhan dasar seperti makanan, perumahan, kesehatan, dan perlindungan; kemudian ditambah dengan peningkatan tingkat kehidupan, tingkat pendapatan, pendidikan yang lebih baik, dan peningkatan atensi terhadap budaya dan nilai - nilai kemanusiaan; serta, memperluas skala ekonomi dan ketersediaan pilihan sosial dari individu dan bangsa terutama di wilayah pedesaan. Untuk itu perlu adanya andil pemerintah pusat maupun daerah dalam penyaluran dan pengelolaan anggaran atau Dana Desa secara efektif.Dalam penelitian ini bertujuan untuk mengetahui seberapa besar tingkat efektivitas Dana Desa serta bagaimana dampaknya secara langsung terhadap tingkat kesejahteraan masyarakat yang ada di Kecamatan Pineleng. Data yang di gunakan dalam penelitian ini adalah berupa data sekunder Dana Desa Tahun 2015 sampai Tahun 2017 dan data primer yang di ambil secara langsung melalui kuisioner. Dan analisis yang dgunakan adalah analisis statistic deskriptif.Berdasarkan hasil penelitian ini menunjukkan bahwa Dana Desa yang ada di Kecamatan Pineleng berkembang secara efektif dengan nilai diatas 100 persen yang menyatakan bahwa Dana Desa memiliki tingkat Efektivitas serta memiliki dampak yang positif sesuai dengan hasil penyuluhan secara langsung kepada masyarakat di Kecamatan Pineleng. Kata Kunci : Tingkat Kesejahteraan Masyarakat dan Dana Desa ABSTRACTPublic welfare show result size the community development in achieving a better life which includes increased capacity and equity distribution basic needs such as food , housing , health , and protection; then added with increased the lives of , income levels , better education , and improving atensi on culture and value  and human value , extending economies of scale and the availability of social choice of individuals and nation especially in rural areas. Therefore it needed certainly made my share of the central government and the regions within distribution of funds and the management of the budget or funds the village have effective .In research aims to understand how big the effectiveness village funds and how it had directly against the level of community welfare in sub-district pineleng.The data in use in this research was in the form of secondary village funds 2015 up 2017 and primary data in extract directly through kuisioner.And analysis is analysis dgunakan statistic descriptive.Based on the results of the research indicated that existing in kecamatan village funds pineleng progressing in a effective with the value of above 100 percent expressing that the funds villages have the effectiveness as well as having have a positive impact in accordance with the results counseling directly to the community in kecamatan pineleng. Key word : The level of community welfare and village funds

Development Planning Deliberation (Musrenbang) is the participatory development process, involvingstakeholders to perform the development communication functions in determining and realizingcommon welfare. This research used descriptive of qualitative method, data collection through literaturereview, direct observation, documentation analysis, and interviews. Research locations were conductedin Banjar, West Java Province by using purposive sampling. Research informants consisted of villagehead, facilitator, bureaucratic regional organization and stakeholders as participants of Musrenbang.The results showed that the implementation of Musrenbang was still less to utilize information mediawhich should be given by government to the public or the community, either conventional media,such as announcement media in the village or by used the media of Information and CommunicationTechnology (ICT), such as access of internet network to provide and maintain website at the villagelevel in order to realize the development program which are informative, participatory, collaborative,transparent and accountable.

Efektivitas pada dasarnya mengacu pada ukuran tingkat kesesuaian antara hasil yang dicapai dengan hasil yang diharapkan yang sebelumnya ditentukan dalam dokumen perencanaan pembangunan desa. Desa adalah sebuah komunitas kecil yang terikat pada wilayah tertentu baik sebagai tempat untuk hidup dan juga sebagai tempat untuk memenuhi kebutuhan hidup masyarakat, yang terkadang tergantung pada sektor pertanian. Alokasi dana desa sangat penting untuk membiayai pengembangan daerah pedesaan yang belum berkembang. Alokasi dana desa ditujukan untuk program fisik dan non-fisik yang meliputi: sektor pendidikan, sektor pendapatan masyarakat, dan sektor kesehatan. Kata kunci: Efektivitas, Manajemen, dan Alokasi Dana Desa (ADD)   Effectiveness basically refers to a measure of the degree of conformity between the achieved results with the expected results that previously determined within the village development planning document. The village is a small community that is bound to a certain locality both as a place to live and also as a place to satisfy the living needs of the community, which are occasionally dependent on the agricultural sector. Allocation of the village fund is very important for financing the development of the underdeveloped rural areas. Village fund allocation is intended for physical and non-physical programs which are include: education sector, community income sector, and the health sector. Research to identify goals and objectives for the development of rural areas implemented by local governments in Aceh Barat by law No. 6 of 2014 concerning Indonesian villages. Government Regulation No. 43 of 2014 on regulations implementing the law on the entire territory of Indonesia. The idea in the construction of the village area, to establish an independent village-based autonomy based on decentralization of policy goals of development planning top-down central government and development activities in bottom-up to the local government at the village level that is able to run continuously to carry out nation-building and livelihood both nations in the economic, political, social, cultural and defence security, and science and technology. The qualitative research method with descriptive approach to the phenomenon of primary and secondary data with the results of previous studies based on linkage with rural development. The theory of this study using the theory of decision-making and the development concept that has been implemented through the analysis of rural development top-down or bottom-up. Identify the goals and objectives of rural development is to create an autonomous rural development in a sustainable community economic empowerment.
