To achieve food security, water must be available at the right place, at the right time, in the right quantity, and be of the right quality. Water-related disasters will negatively affect agricultural areas and crop production, which can threaten food security. Nevertheless, flood and drought strike Central Java, one of the rice production centres in Indonesia, every year, and climate change has been worsening the condition because extreme events occur more frequently. This study reviews the impacts of flood and drought on paddy fields in Central Java from 2014 to 2018. A set of historical documents, including reports on flood and drought, rainfall records, and rice production, were collected from government institutions. Quantitative analysis was conducted using statistics and geographic information system tools. The results showed that the 2014 flood event reflected badly on 94,306 hectares (ha) paddy fields. Four severely affected regencies were Pati (25,460 ha), Demak (13,560 ha), Jepara (13,281 ha), and Kudus (12,203 ha). Meanwhile, drought in 2015 affected 82,324 ha paddy field. The areas severely damaged by drought were Blora (12,335 ha), Cilacap (11,503 ha), Grobogan (10,514 ha), and Pemalang (10,134 ha). Pearson’s correlation analysis results indicated that the correlation between annual rainfall and drought impact (r = −0.865, p = 0.058) is more significant than that between annual rainfall and drought impact (r = 0.794, p = 0.108). The stakeholders have adopted some strategies to minimise losses, such as establishing a 1,000 small water reservoirs program, preparing temporary pump irrigation, and providing agricultural insurance. Nevertheless, more efforts are still necessary to fight against food insecurity.

Agriculture and climate change are internally correlated with each other in various aspects, as climate change is the main cause of biotic and abiotic stresses, which have adverse effects on the agriculture of a region. The land and its agriculture are being affected by climate changes in different ways, e.g., variations in annual rainfall, average temperature, heat waves, modifications in weeds, pests or microbes, global change of atmospheric CO2 or ozone level, and fluctuations in sea level. The threat of varying global climate has greatly driven the attention of scientists, as these variations are imparting negative impact on global crop production and compromising food security worldwide. According to some predicted reports, agriculture is considered the most endangered activity adversely affected by climate changes. To date, food security and ecosystem resilience are the most concerning subjects worldwide. Climate-smart agriculture is the only way to lower the negative impact of climate variations on crop adaptation, before it might affect global crop production drastically. In this review paper, we summarize the causes of climate change, stresses produced due to climate change, impacts on crops, modern breeding technologies, and biotechnological strategies to cope with climate change, in order to develop climate resilient crops. Revolutions in genetic engineering techniques can also aid in overcoming food security issues against extreme environmental conditions, by producing transgenic plants.

Food security is included in the second Sustainable Development Goals (SDGs), namely to overcome poverty, improve quality of life and regional development. This study aims to analyze the effect of population, income  per capita, rice production and poverty on the average per capita expenditure in Central Java Province in 2015-2019. The research method uses multiple linear regression with the penel data model. The results showed that the population and rice production had a significant effect on the average per capita expenditure in Central Java Province in 2015-2019. Meanwhile, income per capita and poverty not significant effect on average per capita expenditure in Central Java Province in 2015-2019.. The implication of government policy is to maintain food security in Indonesia and be able to reduce the population by streamlining the family planning program.

The notion that herder households only restrict their livelihood strategy to the rearing of livestock most often than not excludes the group from the right to access land for the agricultural activity they engage in. This study investigated the participation of herder households in sedentary agriculture (crop production) in Niger state, Nigeria. Findings from this study show that herder households in the study area are no longer strictly livestock keepers; they participate in crop production just like crop farmers who also combine the cultivation of crops with livestock keeping. The results also revealed that most herder households (66%) that engage in crop production cultivate cereals; other crops cultivated by herder households in the study area include tuber crops (22%) and vegetables. Regarding herder household farm outputs, most of the harvests are at the subsistence level, with the harvests ranging between 300 kg and 750 kg. Identified drivers of herder households’ participation in crop production include: duration of stay in a particular locality, increase in household size, economic motives (grain price), and reducing the dependence on crop farmers for food supply. Therefore, this study recommends that interest of herder households in cultivating crops be sustained and encouraged. The participation of herder households in crop production will enhance their own food security status in the first instance and throughout the area in general.

Sukoharjo Regency has established a Sustainable Food Agricultural Land in article 33 section 5 of the Regional Regulation No. 14 of 2011 in response to Law No. 41 of 2009 concerning Protection of Sustainable Food Agricultural Land (LP2B). However, this policy setting did not work effectively, as indicated by the rate of conversion of paddy fields, the area of paddy fields amounted to 21,096 hectares in 2006 to 20,814 hectares in 2014, then the rate of agricultural GRDP of 3.68% in 2006 to -0.09 in 2014 and the rate of processing industry PDRB increased from 3.82% in 2006 to 5.22% in 2014. This study aims to describe the governance of LP2B in Sukoharjo Regency. This research employs descriptive method and literature study. The results showed, (1) the protection of sustainable agricultural land was still based on the Regional Spatial Planning Coordinating Board (BKPRD) in accordance with Decree of Sukoharjo Regent No.690.05 / 1283/2013; (2) there was no  LP2B - Spatial Detail Plan yet ; (3) there was alleged practices of brokering of Land Use Allotment Permit; and (4) the active role of farmers in development was just begun in 2016, marked by the Establishment of Self-Supporting Agricultural Counselor Tulodho Tani in strengthening the Farmer Card and Agricultural Insurance program.

Justice that has not existed and is apparent among the disabilities in Indonesia is very large and spread in the archipelago is very large, making the issue of equality is a very important thing especially with the publication of the Disability Act No. 8 of 2016 at the beginning of that year. Only a few provinces that understand properly and well on open and potential issues and issues will affect other areas including the increasingly growing number of elderly people in Indonesia due to the increasing welfare of the people. The government of DKI Jakarta, including the most concerned with disability, from the beginning has set a bold step to defend things related to disability, including local governments in Solo, Bali, Makassar and several other areas. Leprosy belonging to the disability community has a very tough marginalization, the disability that arises from leprosy quite a lot, reaches ten percent more and covers the poor areas of Indonesia, such as Nusa Tenggara Timur, Papua, South Sulawesi Provinces and even East Java and West Java and Central Java Provinces. If we compare again with the ASEAN countries we also do not miss the moment in ratifying the CRPD (Convention of Rights for People with Disability) into the Law of Disability No. 8 of 2016 which, although already published but still get rejections in some sections because do not provide proper empowerment and rights equality. The struggle is long and must be continued to build equal rights in all areas, not only health and welfare but also in the right of the right to receive continuous inclusive education.

AbstractEnding hunger and ensuring food security are among targets of 2030’s SDGs. While food trade and the embedded (virtual) water (VW) may improve food availability and accessibility for more people all year round, the sustainability and efficiency of food and VW trade needs to be revisited. In this research, we assess the sustainability and efficiency of food and VW trades under two food security scenarios for Iran, a country suffering from an escalating water crisis. These scenarios are (1) Individual Crop Food Security (ICFS), which restricts calorie fulfillment from individual crops and (2) Crop Category Food Security (CCFS), which promotes “eating local” by suggesting food substitution within the crop category. To this end, we simulate the water footprint and VW trades of 27 major crops, within 8 crop categories, in 30 provinces of Iran (2005–2015). We investigate the impacts of these two scenarios on (a) provincial food security (FSp) and exports; (b) sustainable and efficient blue water consumption, and (c) blue VW export. We then test the correlation between agro-economic and socio-environmental indicators and provincial food security. Our results show that most provinces were threatened by unsustainable and inefficient blue water consumption for crop production, particularly in the summertime. This water mismanagement results in 14.41 and 8.45 billion m3 y−1 unsustainable and inefficient blue VW exports under ICFS. “Eating local” improves the FSp value by up to 210% which lessens the unsustainable and inefficient blue VW export from hotspots. As illustrated in the graphical abstract, the FSp value strongly correlates with different agro-economic and socio-environmental indicators, but in different ways. Our findings promote “eating local” besides improving agro-economic and socio-environmental conditions to take transformative steps toward eradicating food insecurity not only in Iran but also in other countries facing water limitations.

AbstractThe world is challenged to meet the food demand of a growing population, especially in developing countries. Given the ambitious plans to scale up agroforestry in Africa, an improved understanding of the effect of agroforestry practices on the already challenged food security of rural households is crucial. The present study was undertaken to assess how on-farm trees impacted food security in addition to other household income sources in Rwanda. In each of the six agroecologies of Rwanda, a stratified sampling procedure was used where two administrative cells (4th formal administrative level) were selected in which households were randomly selected for interviews. A survey including 399 farmers was conducted and farmers were grouped in three types of agroforestry practice (i) low practitioners (LAP) represented by the first tertile, (ii) medium practitioners (MAP) represented by the second tertile and (iii) high practitioners (HAP) represented by the third tertile of households in terms of tree number. Asset values, household income sources, crop production, farm size, crop yield, and food security (food energy needs) were quantified among the types of agroforestry practice. A larger proportion of HAP households had access to adequate quantity and diversity of food when compared with MAP and LAP households. Food security probability was higher for households with more resources, including land, trees and livestock, coinciding with an increased crop and livestock income. We found no difference in asset endowment among types of agroforestry practices, while farmers in agroecologies with smaller farms (0.42 ha to 0.66 ha) had more on-farm trees (212 to 358 trees per household) than farms in agroecologies with larger farms (0.96 ha to 1.23 ha) which had 49 to 129 trees per household, probably due to differences in biophysical conditions. A positive association between tree density and food security was found in two out of six agroecologies. The proportion of income that came from tree products was high (> 20%) for a small fraction of farmers (12%), with the more food insecure households relying more on income from tree products than households with better food security status. Thus, tree income can be percieved as a “safety net” for the poorest households.

Current agricultural productivity depends on an exogenous nutrient supply to crops. This is of special relevance in cereal production, a fundamental part of the trophic chain that plays a vital role in the human diet. However, our agricultural practices entail highly detrimental side-effects from an environmental point of view. Long-term nitrogen fertilization in croplands results in degradation of soil, water, and air quality, producing eutrophication and subsequently contributing to global warming. In accordance with this, there is a biotechnological interest in using nitrogen-fixing microorganisms to enhance crop growth without adding chemically synthesized nitrogen fertilizers. This is particularly beneficial in paddy fields, where about 60% of the synthetic fertilizer that has been applied is dissolved in the water and washed away. In these agricultural systems, N2-fixing cyanobacteria show a promising biotechnological potential as biofertilizers, improving soil fertility while reducing the environmental impact of the agricultural practice. In the current study, Andalusian paddy fields have been explored to isolate N2-fixing cyanobacteria. These endogenous microorganisms have been subsequently re-introduced in a field trial in order to enhance rice production. Our results provide valuable insights regarding the use of an alternative natural source of nitrogen for rice production.

Potassium, mostly as a cation (K+), together with calcium (Ca2+) are the most abundant inorganic chemicals in plant cellular media, but they are rarely discussed. K+ is not a component of molecular or macromolecular plant structures, thus it is more difficult to link it to concrete metabolic pathways than nitrogen or phosphorus. Over the last two decades, many studies have reported on the role of K+ in several physiological functions, including controlling cellular growth and wood formation, xylem–phloem water content and movement, nutrient and metabolite transport, and stress responses. In this paper, we present an overview of contemporary findings associating K+ with various plant functions, emphasizing plant-mediated responses to environmental abiotic and biotic shifts and stresses by controlling transmembrane potentials and water, nutrient, and metabolite transport. These essential roles of K+ account for its high concentrations in the most active plant organs, such as leaves, and are consistent with the increasing number of ecological and agricultural studies that report K+ as a key element in the function and structure of terrestrial ecosystems, crop production, and global food security. We synthesized these roles from an integrated perspective, considering the metabolic and physiological functions of individual plants and their complex roles in terrestrial ecosystem functions and food security within the current context of ongoing global change. Thus, we provide a bridge between studies of K+ at the plant and ecological levels to ultimately claim that K+ should be considered at least at a level similar to N and P in terrestrial ecological studies.
