The present paper aims to bring forth the perception of the world in the postcolonial period in Kiran Desai’s Award winning novel, The Inheritance of Loss. The euphoria of liberalization and celebration of globalization have been skillfully denuded by Kiran Desai in her work. She demonstrated that though the advancement of technology professed to create wealth and well-being in integrating the cultural diversities, the fact is that there is a darker side where innumerable people are deprived of their basic human rights. Desai’s motive in writing The Inheritance of loss was to look beyond the general concept of globalization. With her optimism Desai finds the other disordered side of global economy, which are less discussed. In the background of colonial neurosis and multiculturalism, Kiran Desai explores the impact of globalization expressed in terms of financial security in alien lands, racial discrimination, bitterness of immigration, complexity of the high society and disenchantment borrowed out of the opulence of the West in the post-colonial era.

Many Western-based theories of public administration have had some traction in the Chinese setting. However, they also point to the importance of context and the need to ensure that the theory is relevant to the setting. In this regard, theory needs to be both clearly developed and there are various routes that can be taken. In this article, I share with readers some of my thoughts emanating from my teaching and research over the past two decades, namely, inspiration from the development of public administration in the West for studies of public administration in China. The two analytical lenses that I use for this article are the five essential attributes of public administration and the instrumental and value rationalities as the fundamental nature of the various schools of thought in the development of public administration in the West. The five essential attributes refer to core value, assumptions about human nature, methodology, government role, and disciplinary positioning. They serve as references for my review of the field of public administration in China. Over the last four decades, public administration research in China has resulted in the restoration of the discipline, the flourishing of teaching and research programmes, and active exchanges with colleagues around the world. However, Chinese public administration is facing an “identity crisis”. Chinese scholars have become used to playing the role of consumers of imported concepts, theories, and methods. At this stage it is urgent that they develop their own unique paradigm, including concepts, theories, and methodologies, and contribute to the progress of the whole discipline. The goal of forming their own theoretical framework is urging our Chinese colleagues to challenge themselves to consciously engage in independent theoretical thought. More specifically, they should try to keep abreast of the theoretical developments in the West and lay emphasis on cutting-edge research, avoid not seeing the forest for the trees, and practise timely adoption of dominant theories.

Information in the hands of public administrations plays a fundamental role in developing democracies and carrying out daily tasks—not only the public administrations’ tasks, but also those of the general public and companies (European Commission, 1998). New information and communications technologies (ICT) are vastly increasing the range of information in the hands of the general public and considerably diversifying both quantitatively and, above all, qualitatively the tools for conveying this, with the Internet being the means chosen by Organisation for Economic Co-Operation and Development (OECD) Member States to provide the general public with access to the information held by the administration (OECD, 2003). Nowadays, public administrations create, collect, develop and disseminate large amounts of information: business and economic information, environmental information, agricultural information, social information, legal information, scientific information, political information and social information. Access to information is the first step towards developing e-governments and is something that has grown most in recent years, not only from the viewpoint of supply but also of demand. At present, most people using e-government do so to obtain information from public administrations. Throughout history, information has not always had the same relevance or legal acknowledgement in the West. Bureaucratic public administrations had no need to listen to the general public nor notify citizens of their actions. Hence, one of the bureaucratic administration’s features was withholding the secret that it had legitimized, since this was considered the way to maintain the traditional system of privileges within the bureaucratic institution—by making control and responsibility for information difficult, and also by allowing the public administration to free itself of exogenous obstacles (Arteche, 1984; Gentot, 1994). In most European countries, except the Nordic countries (Sweden, Norway, Finland), secrets were the dominant principle. For instance, it was not until 1978 that France passed a law concerning access to public sector information; in 1990, Italy did likewise. Crises in the bureaucratic model of public administration have brought with them the existence of new models. Receptivity, focusing on the client and quality management, have been some responses to the crisis of this model in the 1980s and 1990s, since the advent of the post-bureaucratic paradigm ( Mendieta, 1996; Behn, 1995). The process of modernizing Public administrations has meant that those governed have come to be considered clients of these administrative services (Brugué, Amorós, & Gomà, 1994). Citizens, considered as clients, now enjoy a revitalized status as seen from public administrations, which provides citizens with a wide range of rights and powers in order to carry out their needs, including obtaining information from the administration (Chevalier, 1988). This process has coincided over the years with the rules regulating access to public-sector information being extended in countries of the West. But the evolution does not stop here. Societies that are pluralist, complex and interdependent require new models of public administration that allow the possibility of responding and solving present challenges and risks (Kooiman, 1993; OECD, 2001b). Internet administration represents a model of public administration based on collaboration between the administration and the general public. It has brought about a model of administration that was once hierarchical to become one based on a network in which many links have been built between the different nodes or main active participants, all of whom represent interests that must be included in the scope of general interest due to the interdependence existing between them (Arena, 1996). The way the administration is governed online requires, first and foremost, information to be transparent, with the aim of guaranteeing and facilitating the participation of all those involved (European Commission, 2001). It is essential that all those involved in the online process are able to participate with as much information as possible available. Information is an indispensable resource for decision-making processes. The strategic participants taking part in these will consider the information as an element upon which they may base their participation online. Information becomes a resource of power that each participant may establish, based on other resources he or she has available, and this will influence their strategies in the Internet. This allows us to see that the networks distributing information may be asymmetrical, which leads to proposing a need to adopt a means to confront this asymmetrical information. In this task, ICT can be of great help with the necessary intervention of law. Public-sector information has an important role in relation with citizens’ rights and business. Public administration also needs information to achieve its goals.

This essay argues that the teachings and ethos of Jesus are needed in public administration to address a potentially fatal weakness in modern industrial republics. The latter are increasingly prone to domestic tyranny and international imperialism, because the values that once constrained them, and which once were thought to be self-evident, have been traced to Christian doctrines discredited by science. The first half of the essay chronicles the failure of the West either to live well without these values, or to find an alternative foundation for them. The second half of the essay shows that this dilemma can be overcome by differentiating the teachings of Jesus from the doctrines of Christianity

 Examining the Israeli military operation against Gaza during the summer months of 2014, this paper firstly examines how Israel ‘took language hostage’ to justify the multifaceted punishment of the Palestinian. I will identify how this use of language helps to frame Israel’s actions as democratic by acting in defence, a process articulated throughout previous military operations. Such a process is implicit within the dominant political imaginary that constitutes much of the popular discourse that shapes the Israeli relationship with the Palestinian. Secondly, I will draw attention to the critical documentary photography practice of Gianluca Panella’s 2013 World Press award winning series Black Out. Making comparisons to work produced in the West Bank by Israeli Photographer Gaston Ickowicz, I will highlight how Panella’s work goes someway to addressing how to visually articulate a society brought to the ‘brink’, while also being artifacts that communicate the trace of ongoing-catastrophisation.

Abstract This article presents a “Call to Action” Social Equity Manifesto developed at the Minnowbrook at 50 conference. The Social Equity Manifesto identifies several critical areas of emphasis that can help move toward the achievement of social equity in the research, teaching, and practice of public administration. Regarding research, we discuss the presence of social equity manuscripts in PAR, JPART, and ATP. Interestingly, the coverage of class inequality is low across all three journals. However, a clear research strength is the plurality of methodological and theoretical approaches. In terms of teaching, all of the NASPAA social equity award winning public affairs programs in the United States offer multiple courses that provide intentional coverage of social equity. With respect to practice in the United States, inequities exist across multiple policy areas. Programs and policies ranging from nondiscrimination to diversity management are discussed. In essence, exposing students to social equity perspectives within the context of public administration curricula can make PA graduates more responsive to the needs of all people.

Problem setting. In different epochs, the state-building processes in Ukraine had characteristic features that should be taken into account today. The achievements of the Central Rada, the Hetmanate, the Directory, and the Soviet government in Ukraine reveal the complex external and internal circumstances of state-building. Political leaders of this period pursued their own principles of governance, often ignoring the lessons of the past. Under each government, there were different views among the political electorate on this issue, which did not always reflect the interests of the people of Ukraine, and important decisions were generally made to please Western Europe.Recent research and publications analysis. Historical events of the early XXth century in Eastern Galicia are interesting for researchers of various specialities. In particular, V. Velykochyi, L. Volosianko, Yu. Zaitsev, S. Kobuta, O. Krasivskyi, M. Lytvyn, K. Mytsan, I. Pater, H. Poslavska, O. Rublov, O. Reient, Yu. Slyvka, V. Soldatenko, I. Soliar and others.Highlighting previously unsettled parts of the general problem.  Modern problems of state-building in Ukraine and the participation of representatives of national minorities in them need a thorough scientific substantiation. In this regard, the direction of previously unresolved issues concerning the current state-building practices of the past years is singled out.Taking into account the lessons of national history, identifying the relationship between historical experience and modern problems, ensuring certain heredity, combining Ukrainian achievements with the achievements of world practice of state-building determines the topicality of the problem.Paper main body. Meaningful experience of state-building must be taken into account when reforming modern state structures and, in particular, regarding the definition of powers, tasks, cooperation of various branches of government. Nevertheless, the events of 1917 – 1920ies haven’t been studied enough, because the understanding of the achievements and miscalculations of Ukrainian state-building of the revolutionary era would help to outline the strategic understanding of Ukraine’s tasks at the present stage.In October 1918 after the collapse of the Austro-Hungarian Empire, the Ukrainians of Western Ukraine began preparations to create their own independent state. In the western Ukrainian lands, although the state revival took place under the significant influence of the events in the Dnieper region, in almost all aspects the desire of Western Ukrainians to gain state independence was radically different from the attempts of Eastern Ukrainians.In a short time, the West Ukrainian People's Republic managed to create a fairly effective system of public administration, based on the constitutional practice of Austria.Already in the first months in Western Ukraine, central and local public administration bodies were formed: the Ukrainian National Council, the State Secretariat, State Secretaries, County National Councils, County Commissioners, Public and City Councils, and Public and City Commissioners.The courts were independent of other branches of government, according to the law of November 21, 1918, and the Highest State Court in Lviv, following the Austrian model, was the Supreme court institution.The West Ukrainian People's Republic managed to ensure stability and order on its territory, despite the war, and it was even passed the Law on Land (April 14, 1919) and introduced its own currency – hryvnia and karbovantsi. Prompt and effective creation of public administration is a unique achievement in the whole of Eastern Europe. It was an ideal model of a modern European democratic state governed by the rule of law – the result of the propensity of Galicians to social organization, which developed significantly in the pre-war decade.The Act of Unity became a powerful manifestation of the will of Ukrainians to ethnic and territorial consolidation, evidence of their dynamic self-identification, and the formation of a political nation.Conclusions of the research and prospects for further studies. The experience of Ukrainian state-building is important for today, as it makes it possible to anticipate similar situations and avoid mistakes. The West Ukrainian People's Republic has left a noticeable mark in the development of Ukrainian national statehood. For the first time since the Galician-Volyn era, Western Ukrainians gained national independence. Important reforms have been carried out in many spheres of public life. An effective system of central and local authorities and administration, health care, education, publishing, and a capable Ukrainian Galician Army was created.The main achievement of the events of 1917 – 1920 was the revival of the idea of Ukrainian statehood and national-state consciousness of the population of Ukraine, and a new generation of Ukrainian intellectuals picked up the concept of the national-state building.

Bordering Cornwall to the west and Dorset and Somerset to the east and north, Devon is one of England’s largest counties. With Exeter as its capital, it is bounded by the English Channel to the south and the Bristol Channel some 70 miles to the north. In between is a bucolic landscape of gently rolling and verdant pastures for the grazing of dairy cattle and sheep; rich arable farmland; and the rugged, upland country of Dartmoor and Exmoor. This is enviable agricultural country. Devon’s beautiful pasturelands provide grazing for dairy cattle and the county is the source of rich dairy products such as milk, cream, Devon’s famous clotted cream, as well as an increasing and outstanding range of farmhouse cheeses. On upland farms, native breeds such as Red Ruby and South Devon cattle, as well as lamb raised on Dartmoor and Exmoor, provide excellent meats. Organic vegetables and fruit are cultivated in the rich red earth of Devon. Wild foods such as game as well as mushrooms and plants foraged in woodlands add to the local diet, while an increasing range of artisan, hand-crafted foods are produced on both small, cottage scale as well as at a level that allows for national and even international distribution. A fabulous catch of fish and shellfish is landed by day boats and trawlers alike in the ports of Brixham and Exmouth. Regional foods are most ably washed down with traditional cask-conditioned ales, raspingly tannic Devon farmhouse ‘scrumpy’ or cider, and an increasing number of award-winning Devon wines.
