El objetivo de este trabajo es analizar las fuentes estadísticas que permiten una aproximación al fenómeno del establecimiento de migrantes y refugiados en México en cuanto a la elección de este país como destino final y como lugar donde solicitar refugio u otra forma de protección internacional, dando cuenta de sus alcances y limitaciones. Adicionalmente, se analiza el contexto de políticas migratorias mexicanas y estadounidenses que fomentan el asentamiento de los migrantes en territorio mexicano.Abstract: The objective of this work is to analyze the statistical sources that allow an approximation to the phenomenon of migrant and refugee settlement in Mexico relating to the selection of this country as an end destination and as a place where to request refuge or any other type of international protection, explaining its scope and limitations. In addition, the context of the Mexican and United States migration policies encouraging the settlement of migrants in the Mexican territory are analyzed.Keywords: international migration, refugee, migration policy, Central American migration, migration patterns.Résumé : Cet article se propose d’analyser les sources statistiques qui permettent une approche du phénomène de l’installation de migrants et de réfugiés au Mexique, en termes de choix de ce pays comme point de chute et comme lieu de refuge ou autre forme de protection internationale. On verra quelles sont la portée et les limites de ce phénomène, qui s’inscrit dans le contexte des politiques migratoires mexicaines et américaines encourageant les migrants à s’établir sur le sol mexicain.Mots-clés : migration internationale, refuge, politique migratoire, migration centraméricaine, schémas migratoires.

This volume highlights the challenges of contemporary policymaking and scholarship on high-skilled migration. Both areas often focus rather narrowly on migration policy without considering systematically and rigorously other economic, social, and political drivers of migration. These structural drivers are often equally or sometimes even more important than migration policies per se. To be successful in recruiting on the global skill market, countries have to implement coherent whole-of-government immigration policy packages which are to be embedded in a country’s broader economic, social, and political structures and the broader context of international migration processes and dynamics. Societies and economies that are able to create a welcoming environment for people, attractive professional conditions for workers, and a business climate for employers are likely to succeed in attracting and recruiting skilled workers that are in demand. The chapter concludes with some proposals aimed at improving the efficiency of the global skill market.

This article is an attempt to critically analyze the policy of the 45th President of the United States Donald Trump regarding the southern border of the USA with Mexico. The paper analyzes the approach of Washington under the administration of D. Trump to the problem of the joint border between USA and Mexico, as well as conducts a comprehensive assessment of the main programs underlying the most pressing changes in D. Trumps policy in this area. In particular, the paper focuses on the structure of migration flows between 2017 and 2019, as well as on the reasons behind those changes. The author looks at the root causes of the unprecedented increase in the flow of potential migrants and refugees, and correlates them with the ongoing political, economic and humanitarian crises in the Central American sub-region. An important focus is given to the increasing role of Mexico in the settlement of this issue, as well as to the potential impact of such cooperation between the authorities of the United States and Mexico on the situation in Central America and Latin America in general. The significance of this paper is determined by the objective necessity of academic evaluation of the Donald Trumps administration impact on the United States governmental and foreign policy course. The author argues that the approach of the 45th president of the United States regarding traditionally sensitive issues like US - Mexico border control and migration has been mostly based on coercive tactics with obvious disregard towards social basis and root-causes of the issue at hand. One of the most distinguished traits of this approach is the practice of outsourcing managing the problem of refugees from Central America to the border-country, which in this specific case is Mexico.

In this chapter, I describe how migrants actually arrive in Morocco. The data presented in the chapter situates their lives here in a context of extreme political, economic and social marginalization. I then analyse the migration policy context in Morocco and the increasing involvement of the European Union in this process. By doing this, I show how transit migrants’ rightlessness in Morocco has been constructed by states through the introduction of particular national and international migration policies which link mobility and rights in very specific ways.

In the context of the European ‘governance’ of international migration, the so-called countries of transit end up being the first line of Europe’s borders, acting as laboratories for experimenting with the radical tightening of migration policies and as centers for the selection of immigrants who may reach the European continent. Morocco, that in recent years has also become a country of immigration and transit, is a symbol of this process, in which it plays the role of patroller of the European borders. This essay examines the phenomenon of torture and violence against sub-Saharan migrants in Morocco, focusing on the events of summer of 2018, without forgetting the historical roots of racism in the country and considering the role Morocco aims at playing in the region.
