The aim was to study the structure, routes and algorithms of telemedical network in Odessa region and its impact on the spread of COVID-19 pandemics. Materials and methods: We have analysed the data of the official reporting documentation provided by the Department of Healthcare of Odessa region. So the description of legislative acts and structure of telmedical network of Odessa region is given. In more detail, we described functions and capabilities of telmedical network COVID-19 pandemics. Conclusions: Studies have shown that Telemedicine can be used in 5 main directions: Triage and decisions regarding hospitalization to hospitals designed for COVID-19 patients or to other hospitals. Outpatient consulting in COVID-19 patients who stay at home. Coordination of activities of different hospitals; provision of specialized consulting. Training of healthcare providers for counter-epidemic measures and management of COVID-19 patients. Routine consulting in patients with chronic disease and in palliative cases. In all this activities significant benefits were founded. But amount of telemedical consultations are quiet low. As in all viral pandemies remote consultations of patients leeds to lowering in amount of infection of COVID-19 patients.

The technological revolution that has created a vast health problem due to a drastic change in lifestyle also holds great potential for individuals to take better care of their own health. This is the focus of the presented overview of current applications, and prospects for future research and innovations. The presented overview and the main goals of the systems included are to utilize information and communication technologies (ICT) as aids in self-management of individual health challenges, for the disease Diabetes, both for Type 1 and Type 2 diabetes. People with diabetes are generally as mobile as the rest of the population, and should have access to mobile technologies for managing their disease. Forty-seven relevant studies and prototypes of mobile, diabetes-specific self-management tools meeting our inclusion criteria have been identified; 27 publicly available products and services, nine relevant patent applications, and 31 examples of other disease-related mobile self-management systems are included to provide a broader overview of the state of the art. Finally, the reviewed systems are compared, and future research directions are suggested.

This chapter aims to analyze the development of capitalism and its influences on institutions and organizations from its beginnings to reach the highest stage in the processes of neoliberal economic globalization and the New Economy version with supports of information and communication technologies. In raising this development from a critical analysis, it examines the impacts and effects on individuals, communities and the nation state. Subsequently it is questioned the scope of the imposed transnational neoliberal capitalism model. Finally, it is concluded that it needs a cultural transformation for not accepting the forms of domination, power and alignment of globalizing capitalism and to reconstruct the identity of communities through individual action and asserting collective self-determination, independence and self-management. To a certain extent, this analysis finds that evolution and globalization support divergence more than convergence.

Objetivo: identificar y responder a las necesidades de cuidadores familiares de personas con enfermedad crónica mediante el uso de tecnologías de información y comunicación. Materiales y Métodos: estudio cualitativo, realizado durante el primer semestre de 2014, bajo el método de investigación acción que permitió, de manera simultánea, conocer los problemas del cuidado que viven los cuidadores de personas con enfermedad crónica y generar una respuesta a las necesidades identificadas mediante el uso de una página Web. Resultados: los cuidadores familiares de personas con enfermedad crónica identificaron como sus problemas más sentidos la impotencia, el temor, la desesperanza y el aislamiento.  A partir de ello, se generó una sección de preguntas frecuentes disponible vía página web, buscando generar con ello un mecanismo de soporte social. Conclusiones: la identificación de las necesidades de cuidadores familiares de personas con enfermedad crónica permitió dar una respuesta específica que, apoyada con las tecnologías de la información y la comunicación, se ofrece como fuente de acceso permanente para poder satisfacer sus inquietudes.PALABRAS CLAVE: apoyo social, comunicación en salud, cuidadores, difusión por la web. The information and communications technologies in the social support aimed at family caregivers of people with chronic illnessABSTRACT Objective: to identify and respond to the needs of family caregivers of people with chronic illness using information and communication technologies. Materiais e Métodos: estudo qualitativo, realizado durante o primeiro semestre de 2014, sob o método de pesquisa-ação que permitiu simultaneamente atender problemas de cuidados vivenciados por cuidadores de pessoas com doença crônica e gerar uma resposta às necessidades identificadas usando uma página Rede. Resultados: os cuidadores familiares de pessoas com doença crônica identificados como seus problemas mais sensíveis da impotência, medo, desesperança e isolamento. A partir dele uma seção perguntas frequentes  disponível através da página web gerado buscando gerar um mecanismo de apoio social. Conclusões. One of the challenges of higher education focuses on the improvement of personal and professional skills of students, with the aim of strengthening strategies that include cutting-edge resources in the learning process. The appropriate use of Information and Communication Technologies (ICTs) in teaching work as support in face-to-face mode, has a significant impact on engineering professionals. With the correct handling of instruments, strategies, evaluations and educational materials mediated by technologies, which provide great advantages, where the student can work at their own pace and improve the synchronous and asynchronous communication channels with the teacher and their classmates to develop skills and acquire experiences. This work presents the incorporation of educational resources in virtual scenarios as support to the learning units taught in face-to-face modality in the Interdisciplinary Professional Unit of Engineering campus Guanajuato (UPIIG), with the purpose of reinforcing in the student self-management of knowledge to discover new teaching experiences and motivate them in the achievement of meaningful learning.
