Background An electronic system that automatically collects medical information can realize timely monitoring of patient health and improve the effectiveness and accuracy of medical treatment. To our knowledge, the application of artificial intelligence (AI) in medical service quality assessment has been minimally evaluated, especially for clinical nutrition departments in China. From the perspective of medical ethics, patient safety comes before any other factors within health science, and this responsibility belongs to the quality management system (QMS) within medical institutions. Objective This study aims to evaluate the QMS for clinical nutrition in Jiangsu, monitor its performance in quality assessment and human resource management from a nutrition aspect, and investigate the application and development of AI in medical quality control. Methods The participants for this study were the staff of 70 clinical nutrition departments of the tertiary hospitals in Jiangsu Province, China. These departments are all members of the Quality Management System of Clinical Nutrition in Jiangsu (QMSNJ). An online survey was conducted on all 341 employees within all clinical nutrition departments based on the staff information from the surveyed medical institutions. The questionnaire contains five sections, and the data analysis and AI evaluation were focused on human resource information. Results A total of 330 questionnaires were collected, with a response rate of 96.77% (330/341). A QMS for clinical nutrition was built for clinical nutrition departments in Jiangsu and achieved its target of human resource improvements, especially among dietitians. The growing number of participating departments (an increase of 42.8% from 2018 to 2020) and the significant growth of dietitians (t93.4=–0.42; P=.02) both show the advancements of the QMSNJ. Conclusions As the first innovation of an online platform for quality management in Jiangsu, the Jiangsu Province Clinical Nutrition Management Platform was successfully implemented as a QMS for this study. This multidimensional electronic system can help the QMSNJ and clinical nutrition departments achieve quality assessment from various aspects so as to realize the continuous improvement of clinical nutrition. The use of an online platform and AI technology for quality assessment is worth recommending and promoting in the future.

The QMS for CN has been build up for CNDs in Jiangsu, which achieved its target in human resource improvements, especially among dietitians. The increasing number of participated departments (42.8%) and the significant growth of dietitians (p=0.02, t=-0.42) are all expressions of the advancements of QMSNJ. Conclusion: As the first innovation of an online platform for QM in Jiangsu, JPCNMP has been successfully implemented among QMS from this research. This multidimensional electronic system can help QMSNJ and CND achieve quality assessment from various aspects, so as to realize the continuous improvement of clinical nutrition. BACKGROUND From the perspective of medical ethics, patient safety is the core before any other factors within health science. As the application of health science, medical services are inseparable from the safety of patients' lives and medical ethics. Scope of its practice is composed of statutory and individual components, includes codes of ethics and other resources. As the Quality Management Center of Clinical Nutrition in Jiangsu, it is the system`s responsibility to standardize and improve the professional performance within the province`s tertiary hospitals. Their quality assessment comes from the reported data of all CND among these hospitals, such as human and material resource, professional practice, foodservice operation, patient`s satisfaction, and nutrition education presentation for hospital and community. Within this information era, most of the current information is network-based, as well as the data of healthcare. An electronic system that automatically collects medical information can realize timely monitoring of patient health, improve the effectiveness and accuracy of medical treatment. From a medical quality perspective, a reliance intelligent management system can improve data curation, reduce human resource costs, and contribute to facilitating continuous improvement. As one of the inventions in the information era, AI shows its strong adaptability to the network-based health-care system. It can be introduced into clinical behavior detection accurately and automatically, and of great significance for reducing the incidence of treatment errors and ensuring patients safety. However, the amount of digital data has increased dramatically after the appliance of online system5. A crucial consequence is that data management has become more complex, which has increased the necessity for methods that are able to deal with the quality assessment of digital information. From the perspective of QM and the discipline development of a medical specialty, such as CN, the specific indicators and the application evaluation of AI are important to achieving quality control goals. To our knowledge, the application of AI into medical service quality assessment has merely been evaluated, especially for CND. There existed a unified platform for all the QM centers of various medical specialties set up by the Jiangsu Provincial Health Commission. After its broken-down in October 2017, the QMCNJ became the first center to independently develop and promote the application of its online platforms named “Jiangsu Province Clinical Nutrition Management Platform”. It was officially launched in the QMSNJ in 2019 and successfully promoted to 70 CND within the quality control system. They are required to fill in relevant information regularly in accordance with the regulations of “Strengthening the Management of Provincial Medical Quality Management System” formulated by JPHC, which has revised in September 2020. Since the stable application of this platform for two years, its effect in QM required to be validated. At the same time, the application value of AI and the development of the CND in Jiangsu can also be clarified. Strengths This is the first evaluation of the online QM platform after its implementation in daily disciplinary management among the QMS in china. This research has been designed to investigate the status of CND multidimensionally. This analysis is emphasizing on the human resource approvement after the designation and application of QMS. A clearer forecast of AI in medical quality assessment and disciplinary construction was achieved, while some modifications are recommended in human resource management to improve its efficiency and accuracy.

Quality standart has became the fundamental parameter for the perfection of every product. Human resource is a valuable assets for the productive company that the quality standart it held should be clearly elaborated to maintain the quality and the work performance remains effective. The following research aims to review how the ISO 9001:2008 quality management system affects the employee's work performance. The 52 respondents of this research consist of production managers and human resource department employees of electricity and elecrtronic companies at Batamindo Muka Kuning, Batam. Data analyzing method used for this research is a simple analytical regression. The research results that the application of ISO 9001:2008 quality management system is effectively affects the employee's performance which goes as the ISO 9001:2008 quality standart procedure. According to the result, it is vital for the company to ensure the continuance of socialization to the whole employee in order to avoid any possible human errors, and to maintain the costumer satisfaction. This research verges on production manager and HRD division of electricity and electronic company at Batamindo Muka Kuning, Batam, therefore, it suggest for the next further research to use the sample from the other company or another district

The relationship between the quality management system in a medical institution and the use of document management information systems are considered. The distinctive features of the document management system, typical for modern Ukrainian institutions, are given. The analysis of ISO standards dedicated to document management is carried out and ways of their fuller use in domestic practice are shown. The consequences of the implementation of an information document management system in a medical institution are investigated. The need for informational support of management changes in a medical institution is shown on the example of improving the process of building a quality management system. It also shows the need for joint consideration of the processes of the quality management system and their support with the help of identification document management systems. The main provisions of the technique are given, which clearly define the importance of documents in the activities of a medical institution, as well as the use of the basic principles of corporate culture in the life of an organization.

Problem setting. Building a quality management system requires considerable effort from the staff of the executive branch. It will be easier to make these efforts if their purpose is clear. The purpose of the introduction of quality assessment of administrative services is to improve their quality and, as a consequence, to improve the mechanism of relations between citizens and the government.Recent research and publications analysis. Researches of such scientists as O. Babinova, S. Dubenko, A. Kirmach, V. Melnychenko, N. Plakhotniuk, V. Soroko, V. Tymoschuk, and others are devoted to the problem of forming of quality assessing system of administrative services. However, despite the focused attention of scientists to the process of forming a quality assessing system of administrative services, some unresolved aspects remains. One of them is systematization and generalization of the approach to the formation of a quality assessing system of their provision.Highlighting previously unsettled parts of the general problem. The current practice of providing administrative services in Ukraine has a number of significant shortcomings. Among them: process of responsibility transfer of administrative authorities for collecting certificates, process of document approval, unreasonable collection of fees or its excessive amounts for usual services, setting of an inconvenient reception schedule, improper legal regulation of procedural issues services, etc.Paper main body. Administrative services are a very important element in the relationship between administrative authorities and individuals and legal entities. We face this phenomenon almost every day, so it is very important that administrative services are provided in a quality and timely manner. Administrative services are public authorities aimed to provide conditions for the exercise of the rights of citizens.Relations between administrative institutions and individuals should be based on such principles as the rule of law, legality, proportionality, responsibility, openness, procedural justice, accountability. With this in mind, an assessment of the quality of administrative services is necessary to check the performance of administrative institutions, how well and quickly they perform their duties.In modern practice, we understand that comprehensive quality indicator should be presented as a set of indicators of service quality and service quality. The quality assessment system forms a set of criteria that covers all possible aspects. These criteria are indicators that are the basis for standards setting for the provision of administrative services and which can determine how well the needs and interests of the citizen are met in the provision of a particular service and how professional is the activity of the administrative authority. The latest models of public administration are focused primarily on creating a flexible and effective system, strategically aimed at the client – the citizen. The purpose of assessing the quality of administrative services is to improve the quality of the services themselves. Administration should be replaced by management with its ideology, methodology, best practices and techniques. General approaches to the formation of the quality management system in the authorities include definition of all services provided by this authority. The quality of administrative services should be assessed on the basis of established criteria to be able to evaluate and standardize the processes of providing these services.Conclusions of the research and prospects for further studies. Today, the administrative services provision in Ukraine should become a pilot process, the effectiveness of which would finally be recognized by the whole society. The prestige of administrative services would significantly increase confidence in the authorities. International experience shows that an important prerequisite for improving the services quality, provided by state executive authorities and executive authorities of local self-government, should be the formation of an assessing system and maintaining the level of quality of services provided to citizens. Such an approach leads to the analysis and identification of bottlenecks in the existing methodology for forming a system for assessing the quality of administrative services.European standards for quality assessing of administrative services includes a set of principles, norms of formation and implementation, requirements for civil servants. This set creates the basis for approaching certain, recognized by the world, standard for the implementation of modern level of quality assessing of administrative services. Adherence to the standards will bring Ukraine to a new level of interaction between the state and citizens, as well as the provision of quality administrative services.

Recently, the evolvement of globalization era has been the global challenges that cannot be avoided either by private or government sectors, and they are requested to be survived encountering such the condition. The implementation of Quality Management System (QMS) in the operational company is the way how to guarantee the quality of products or services offered to the people. One of the purposes of QMS implementation is to provide a prime satisfaction to the customers. The impact of QMS implementation is expected to increase job performance of the employees. Besides the implementation of Quality Management System (QMS), the impact of global challenges has been increasing the competitive efforts to execute more effective production process. However, it has required manpower protection accordingly. This research aims to find out whether the implementation of quality management system and safety and healthy at work management system have impacted on the job performance of employees. Objects of this research are the employees in the production department at PT Guna Senaputra Sejahtera Plant 1 Bogor. Data analysis technique of this research has applied software Smart PLS (Partial Least Square). PLS has estimated a model of correlation among the latent variables and correlation between latent variables and its indicators. Result of data processing has indicated that the implementation of Quality Management System (QMS) and system of safety and healthy at work have positively and significantly impacted job performance of employees.Keywords : Quality Management System (QMS), Safety and Healthy at Work System ( SHWS / SMK3), and Job Performance of Employees
